Tiraspol, 10 February. /Novosti Pridnestrovya/. As stated by the foreign minister, Vitaly Ignatyev, at the MFA's board meeting, Moldova is creating conditions that hamper the conduct of full-fledged negotiations at all the levels of the Permanent commission, thus paving the way for discriminatory measures.
«This year we intend to break through this situation and with the assistance of the Russian side and the German chairmanship to put the settlement process back on track," said the minister.
At the same time, Vitaly Ignatyev underscored that the Pridnestrovian diplomacy did achieve positive results in 2015. Thus top level talks were held in Kishinev last spring, during which an additional protocol to the «Protocol agreement on railway communication» and a number of agreements on insurance and ecology were signed. On 10 April the «Protocol decision on cooperation in the sphere of motor third party liability insurance» was signed.
«In follow-up to it [protocol] a framework for cooperation between insurers was approved on 8 May. All of the 14 insurance companies from Moldova that provide MTPL insurance services joined the framework. The insurance protection of Pridnestrovian drivers is secured, and there were only two cases when Pidenstrovian MTPL insurance policies were rejected. These problems were settled and the Moldovan side apologised," noted the diplomat.
In April special consultations of the 5+2 talks participants were held in Vienna. In January-February and in November-December 2015 Moldova's chief negotiator refused to meet one to one, referring to a political crisis in Moldova. A total of 19 meetings of chief negotiators were held in 2015 against 12 meetings in 2014.
«In the context of the dialogue an agreement was reached to impose a moratorium on the decision to ban Pridnestrovie-registered vehicles from crossing the Moldo-Ukrainian border. We managed to bring about the release of Pridnestrovian law enforcer Maxim Kuzmichyov, who was in custody in Greece, which has confirmed Pridnestrovie's fair position on the issue and proved Molodva's charges were trumped-up and politically motivated," noted Vitaly Ignatyev.
On 30 October 2015 a protocol decision «On cooperation in the sphere of environment protection and resource conservation» was signed in Bavaria. In March-April 2015 ionizing radiation sources continued to be removed from Tiraspol and Rybnitsa.
Throughout the year negotiations were conducted with European partners about the format of bilateral trade, following which Pridnestrovian exporters has retained the ability to benefit from duty-free relations with the EU.
Vitaly Ignatyev also expressed hope that the German OSCE chairmanship would consider the mistakes of its predecessors and do its best to boost the dialogue between Pridnestrovie and Moldova, which helps «avoid the paradigm of exerting pressure on one side of the negotiation process and create conditions for a full-fledged, equitable and mutually respecting dialogue at all levels of C».
«Strengthening our cooperation with Russia is a priority of Pridnestrovie's foreign policy. We have common security, humanitarian and economic interests. Russia is a guarantor-state in the Moldo-Pridnestrovian settlement, carrying the main burden of the peacekeeping operation," underscored the MFA head.
«A high rise in contacts with international partners form the West and the East confirms Pridnestrovie's status as a respectable negotiator. Foreign diplomats heed to the opinion of the Pridnestrovian side because, as practice shows, neglecting Pridnestorvie's position will finally reach a stalemate and require immediate correction of errors," noted the diplomat.
