Tiraspol, 11 January. /Novosti Pridnestrovya/. Pridnestrovie must become attractive to business (both local and foreign) and stable and open to its citizens, the president said during today's enlarged meeting of the government. In his address to the public authorities, Vadim Krasnoselsky identified priorities in the work of each agency. And first of all, in the work of economic and finance ministries.
Among the tasks set in this sphere, one of the main is to increase the country's investment attractiveness. This requires a moratorium on raising taxes, stable energy prices and their gradual reduction to the level of the countries of the Customs Union, reducing the volume of reporting for businessmen and a ban on routine checks in 2017−2018. Besides, investors will need long-term tax preferences.
Benefits for companies creating new jobs will help to increase the number of jobs to 15,000. At the same time, Vadim Krasnoselsky underscored, big business must be socially responsible.
A bank for the development of small and medium-sized businesses will be created with an interest rate on credit of up to 5%.
And the establishment of trading houses in the Russian Federation will be of great help for manufacturers and especially for exporters, providing guaranteed market outlets for Pridnestrovian goods. It is planned to open 10 such houses this year, for which, according to Vadim Krasnoselsky, there exist all conditions.
«What's the advantage of establishing a trading house? First of all, it advertises Pridnestrovie and guarantees the protection of our entrepreneurs in Russia. We can open trading houses in at least 10 regions of the Russian Federation, which is why the contacts that have been established by the Supreme Council and that are being established by the government should be used. The only goal is to ensure the entry into the Russian market for our entrepreneurs," he said.
Special attention was given to the development of small and medium businesses. He recalled that 2017 has been declared the Year of the Entrepreneur. In order to better understand the existing problems of the business community, monthly hearings will be held with the involvement of the president, government, Supreme Council members, Chamber of Commerce and Industry and entrepreneurs themselves. Their participants will discuss the most topical problems in this sphere (taxes, accounting, customs) and the ways of solving them.
Touching upon the foreign exchange crisis, the president promised it would become less acute soon and then disappear at all.
«A great deal of work is being done now together with the PRB to reduce a speculative exchange rate and stabilise the rouble. We can already see a reduction in the market rate, which is approaching the real one. The rate which will be approved by the Supreme Council will be taken as a basis in our republic. There is no other way," said Vadim Krasnoselsky, adding that it was necessary to enable citizens to receive Russian pensions and remittances in foreign currencies and not only in Pridnestrovian roubles.
The head of state also ordered that financial opportunities should be found to pay on citizens' deposits.
«We have constantly discussed it; there are many complaints from citizens about compensation for Soviet deposits. Therefore, it is necessary to envisage the corresponding spending in the 2017 budget. In addition, we need a law providing for the payment of guaranteed recovery savings to the heirs upon reaching the appropriate queue. Earlier compensation for deposits was granted to a person of a specific year of birth, and after his death the queue moved on to the heir's year of birth. Now it is necessary to make it a legal provision that the heir should receive this deposit according to the year of birth of the deceased," said the president.
Speaking about economic problems, Vadim Krasnoselsky recalled the need to establish a centre for strategic reforms and developments in Pridnestrovie, which will help the country to determine its main vectors of development.
He also noted the need to make transparent expenditures from the special gas account.
Vadim Krasnoselsky underscored that all the tasks set before ministries and agencies were based on citizens' applications.
«We have simply formulated and summarised them. But their solutions require large funding, competent managerial decisions and willingness to work for the benefit of the people. The main task is to create conditions for the normal life of the people," said the president.
