The President held a videoconference meeting on the law-in-draft "On the Capital Investment Fund in the PMR". The document developed by a group of parliamentarians was adopted by the Supreme Council in the first reading. No one disputes the expediency of developing a regulatory framework governing the formation of the Capital Investment Fund and the mechanism for implementing this state program conceptually. Most of the conclusions are positive, with comments. The law-in-draft is being finalized to improve the provisions proposed by the authors. Amendments are being prepared. They were discussed today. The PMR President invited the initiative developers, heads of legislative and executive authorities, ministries and departments, parliamentary committees, state administrations, Councils of People's Deputies of towns and regions to the discussion.
Vadim Krasnoselsky recalled in the course of the working conversation that the program was originally in 2018 and intended to support local authorities in putting social infrastructure in order. There should not be a substitution of the concept, the President emphasized. Vadim Krasnoselsky considers that leaving for the greatest centralization of management is inexpedient. Leveling the role of local authorities is unacceptable. Functions, rights and obligations must be preserved. The participants of the meeting discussed in detail aspects related to the practical implementation of the law-in-draft, identified areas that require further study and exchange of views. So far, Vadim Krasnoselsky considers the submission of the initiative for consideration by the deputy corps in the second reading mode premature. A working group will be created on behalf of the President to continue finalizing the law-in-draft.
