Message from the PMR President to public and administrative authorities. “Political Stability” block. The tasks in the sphere of foreign policy addressed to the PMR Ministry of Foreign Affairs

1. To promote the international positioning of Pridnestrovie as an independent state, a peace-loving and responsible participant in international relations, the basis of which is a single multinational Pridnestrovian people with our own unique identity.

2. To maintain regular interaction with international participants in the negotiation process in the “5+2” format. To use existing mechanisms and legitimate negotiation platforms to protect the statehood and identity of Pridnestrovie, the rights and freedoms of Pridnestrovian citizens, and the interests of economic entities.

I would like to focus on the “5+2” format - so that everyone understands its significance and necessity, why so many want to destroy this format and not continue the dialogue in this format now. The fact is that in the “5+2” format, Pridnestrovie, along with other participants in this format – Moldova, Russia, Ukraine, the European Union and the United States – has equal rights and obligations, i.e. Pridnestrovie has voting rights. No one can overcome this. Some politicians in Moldova, specifically in Moldova, had the idea of destroying this format. This was very obvious and clearly demonstrated in Bratislava in 2019, in October, when the final meeting of the “5+2” format took place. The Moldovan side simply refused to sign the final protocol, which was agreed upon by everyone, essentially disrupting the holding of the summit, the work of the format, and the final meeting. The second attempt was made in November of the same year, but the Moldovan side refused it too. You will remember who the political representative was then, I will not name names, who was the President of Moldova then, remember, and why Moldova needed this. Then the coronavirus pandemic came, then the fighting in Ukraine, which already objectively affects the possibility of convening this format. Nevertheless, they take advantage of this. I am convinced that the format can be convened in one way or another – online and so on. By the way, recent meetings show that all participants in the format can gather in one office. On Tuesday, a meeting of political representatives took place at the office of the OSCE Mission in the presence of all participants in the format. There were meetings in Istanbul in December – everything went well too. There is a result when there is a desire, and when there is no desire or there is a desire to ruin this format, well, then the results are appropriate. Therefore, Pridnestrovie traditionally stands for the resumption of work in this format and its continuation, of course. Therefore, the Ministry of Foreign Affairs is given the task: to promote and implement our idea, our desire to continue the dialogue in the “5+2” format regardless of the positions of international actors.

3. To intensify cooperation between public authorities of the PMR and public authorities and organizations of the Russian Federation to resolve practical issues of a social and humanitarian nature, targeted support for Russian citizens and compatriots.

I would like to focus on the basic global problems that exist today. The very first – is the acquisition of citizenship of the Russian Federation by young people and those who were born after the collapse of the USSR. Unfortunately, Pridnestrovian citizens do not have such an opportunity. More precisely, there is such an opportunity, but not everyone has it. It is not right. Therefore, the Supreme Council, other government and administrative bodies, including the Ministry of Foreign Affairs, need to intensify work in this direction.

4. To improve the work of the Official Representation of the PMR in Moscow by expanding its functional tasks, including providing advisory and legal support.

5. To make efforts to establish direct contacts with foreign countries and organizations of the UN system.

6. To organize an international conference in October 2024 dedicated to the 100th anniversary of the first statehood of Pridnestrovie, the formation of the MASSR, in cooperation with the Pridnestrovian State University named after Taras Shevchenko.

7. To continue the overhaul of the administrative building of the Ministry by means of the Capitan Investment Fund.
