The housing issue remains relevant. The ongoing affordable housing program for public sector employees is one of the measures taken at the state level. The republic's leadership is confident that the availability of their own housing is an important factor contributing to the consolidation of young people in the republic. The Pridnestrovian economy needs personnel. We need tools that will keep specialists at home. To date, a mechanism for mortgage lending and subsidies is being developed that will allow them, with state support, to purchase housing in the secondary market. Today, the President held a meeting on this issue, inviting representatives of the executive and legislative branches of the Government, as well as the banking community, for discussion. They discussed a project proposed by the Government. Alexander Martynov said that a specially created commission worked on it for three months. It is noted that the developers carefully studied international experience, but came to the conclusion that there is no model among foreign practices that would fully meet Pridnestrovian realities. A loan product, as well as a form of state participation in the purchase of housing by citizens, should take into account the specifics of the republic and the current situation, according to the Government. The essence of his proposal is to spread the effect of a mechanism combining mortgage lending with subsidies to married young people (up to 35 years old) who work in the public sector for no more than three years. The maximum payment period, and, therefore, obligations to work out in the public sector, is 10 years. The size of the initial contribution and monthly payments depends on the availability and number of children in the family. An important aspect: the amount should be affordable for the state employee. Alexander Martynov presented the calculations and announced the final figures, noting that the financial possibilities of the real applicants were studied to determine them. To date, there are 225 of them. So far, emphasis has been placed on representatives of the healthcare sector, the Ministry of Industry and departments of the power block. It is in these sectors that the largest outflow of personnel and low motivation of young specialists are observed, the PMR Chairman of the Government noted.

Various opinions were voiced during the discussion of the initiative. It was noted, for example, that a citizen who has worked for many years in the public sector, whose age exceeds 35 years, is not to blame for the fact that he had not previously been given the opportunity to participate in such a program. The republic is interested in young specialists, and the temporary absence of family ties makes them more mobile, which means that they are more likely to be involved in the processes of labor migration. Another aspect that the President underlined is that the program should cover all budget areas: albeit minimal, but every employee should have a chance to get housing on favorable terms.

Banks of the republic are ready to participate in socially significant program, said the Chairman of the PRB Vladislav Tidva. He noted that activities on mortgage lending have been conducted in the republic for a year and a half. We are talking about the amount of 32 million rubles. 305 people are credited. An important point: the loan currency is the PMR ruble, which means that citizens are protected from any kind of changes in the foreign exchange market.

Among the arguments in favor of the fact that with implementation of the program of support for young professionals in the acquisition of housing should not be delayed, the pricing situation on the housing market was voiced. Today the cost of the secondary market is low, but it is temporary. You can’t miss a moment, Vadim Krasnoselsky emphasized, aiming the interlocutors for further work. He took exactly a month to study the idea of the Government, make suggestions and necessary adjustments.

Another issue of today's meeting under the President is the training of students on a budgetary basis. The number of places paid by the state at each university faculty should be determined based on the real needs of the budget sphere. The request should be formed annually and meet the realities. It’s impractical to train specialists at the state’s expense, Vadim Krasnoselsky emphasized. At the same time, relations with the applicant should be absolutely open and honest: a young man should have the right to choose - to study for budget money and then to work out the funds invested in it for a certain number of years, or to pay for the knowledge and not be connected with the state obligations. Vadim Krasnoselsky instructed to intensify work to improve this mechanism. The President spoke about the activities of research laboratories, to the quality of which he has many questions. It is advisable to finance research laboratories capable of issuing an applied product, Vadim Krasnoselsky considers. To date, no more than 15% of studies can be called effective and justified, it was noted during the meeting. Before allocating funds, the responsible person must formulate an order and receive a clear answer about the readiness and feasibility of its implementation, participants in the working discussion consider. According to the President, by no means all of the existing and funded from the state treasury research laboratories justify their existence. Their activities need tight control with prosecution for failure to fulfill their obligations, emphasized Vadim Krasnoselsky. This direction remains in the vision of the President. He noted that he intends to take part not only in the announcement of orders for research and the presentation of laboratory capabilities, but also in meetings of the Higher Advisory Council on Science and Technology.
