Ignatyev: Pridnestrovie fulfils obligations under farmland agreement

The Moldovan farmers who have received temporary certificates will be able to start farming in Dubossary District since 1 August

Tiraspol, 31 July. /Novosti Pridnestrovya/. Pridnestrovie is fulfiling its obligations under a protocol decision concerning farmland cultivation in Dubossary District, Pridnestrovie'e foreign minister Vitaly Ignatyev told Novosti Pridnestrovya following an interdepartmental meeting on land use.

The agreement that settles this issue was signed by Moldova and Pridnestrovie in 2006. In November 2017 it was supplemented with an additional clarifying protocol.

In accordance with this, the Moldovan farmers had to provide the Pridnestrovia side documents confirming their right to process land plots located in Dubossary District. If the documents were all right, the authorities issued appropriate certificates.

According to the Ministry of Agriculture and Natural Resources of the PMR, 122 legal entities and citizens of Moldova have applied for certificates as of today. The Moldovan farmers have asked the Pridnestrovian authorities to allocate them a total of 5,800 hectares of farmland, and Pridnestrovie has already issued 118 certificates for more than 5,200 hectares.

"On 1 August Pridnestrovie will permit those farmers who have received the certificates to start farmland cultivation in Dubossary District... Therefore, today we can say that under the agreement of 2006, Pridnestrovie has fully fulfiled its obligations in this respect," Vitaly Ignatyev stated.

As the diplomat explained, the remaining land plots remain unexecuted as the Moldovan side has failed to provide all the necessary documents, or, on the contrary, several farmers have claimed the land plot. Pridnestrovie is ready to continue the dialogue on those disputable issues.

In turn, Chisinau has its obligations under the farmland agreement as well. In accordance with the concluded agreements, Moldova should drop criminal charges brought against Pridnestrovian officials on the "farmland issue".  This obligation was confirmed by Moldovan representatives during a "5+2" meeting in May in Rome. Now the ball is in Chisinau's court.

The foreign minister also commented on the decision of the European Court of Human Rights, which ordered Russia to pay compensation to the Moldovan farmers.

"In our opinion, this is an exclusively political decision. This is an element that complicates the relationship and can adversely affect the dialogue. We count on the understanding of all international actors and believe that elements that could complicate the dialogue are unacceptable," the diplomat stressed.

According to Vitaly Ignatyev, Pridnestrovie has brought its position to the notice of both official Chisinau and other participants in the "5+2" negotiation format.

"It seems to me that everyone has the same understanding that such unnecessary complications can only worsen the atmosphere. Our task is to find concrete solutions to the problem," the foreign minister summed up.

It should be recalled that the decision to pay compensation to the ECHR was taken after Moldova and Pridnestrovie had concluded the protocol decision on the farmland issue.
