Financial amnesty excluded

Supreme Council deputies have excluded a financial amnesty from an anti-crisis package

Tiraspol, 13 April. /Novosti Pridnestrovya/. Parliamentarians have made a decision by a majority vote to exclude a financial amnesty form the government's anti-crisis package.

The rejected bill provided for a three-month financial amnesty for individuals and legal entities who concealed a true account of their tax entities or did not claim proprietary rights for land plots or property. It was supposed to exempt such «shadow» citizens and organisations from punitive sanctions in case they voluntarily report concealed data and fix a 10% tax rate for them.

It was supposed that the financial amnesty would create conditions to combat shadow economy and increase additional financial contributions to the budget. Such a mechanism was employed in different years to improve the economies of Germany, Belgium, Italy, Ireland, Russia and Kazakhstan.

However, according to the majority, the financial amnesty is inappropriate and unfair under current circumstances. So, people's deputy Alexander Martynov believes that the PMR's tax system is simple enough and the amnesty will hurt the economic entities that pay all taxes.

«The financial amnesty will put private enterprises in a disadvantaged position. It is not fair. It is inappropriate. The idea of financial amnesty is frequently expressed. Taxpayers may think that there's no need to pay taxes as an amnesty will be declared anyway," says Martynov.

At the same time, the minister of economic development, Dmitry Boltrushko, underscored that the financial amnesty is an efficient instrument of improving the economy and attracting additional funds to the budget. Excluding the financial amnesty from the anti-crisis package, in his opinion, is the refusal to replenish the state coffers which are seriously lacking finances.
