Ex-MPs propose to resume congresses of people's deputies at all levels

They have also proposed to put congresses into a legal framework

Tiraspol, 17 February. /Novosti Pridnestrovya/. The country's first parliamentarians have recommended the Supreme Council to determine a legal position of the congress of people's deputies at all levels. According to them, it is necessary to resume the practice of calling the whole structure of legislative power as an advisory body.

As it was noted today at a meeting of the first MPs of the PMR, the coordination of people's deputies at all levels will be an efficient instrument of interaction between power and society.

According to the 1st Supreme Council’s member, Anna Volkova, the congresses of people's deputies at all levels played the key role in the history of the Pridnestrovian statehood. This body of popular representation, according to Volkova, declared the establishment of the Pridnestrovian Moldavian Republic on 2 September 1990 and formed the first government agencies. The congress was called six times. The last session met in 2006 to discuss issues on Pridnestrovie's economic blockade and the conduct of a referendum on the country's foreign-policy course.

According to the first MPs, today, when the country is facing serious economic and political challenges, it is imperative to resume the calling of congresses of people's deputies at all levels for working out proposals to the Supreme Council. Therefore, parliamentary veterans have recommended the legislature to define the congress's legal position and stipulate it in the law.

At the same time, opinions were voiced during the meeting that care should be taken when determining the congress's legal authority. According to the 1st Supreme Council’s member, Vyacheslav Kogut, some municipal and district councils do not reflect the interests of all social groups.

«I endorse the idea of determining a legal position [of the congress], but we must be careful about its authorities. It is no secret that Bendery's local councillors represent only one stratum of our city's society — entrepreneurs," said Kogut.

«This issue should not be considered from the historic point of view only. It should be taken into account that people's mentality has changed in 25 years, and it is not clear to what extent local councillors and MPs reflect public opinion today. Many our achievements have become customary and convenient. They regard these achievements as a normal state of things," concluded ex-people's deputy Vyacheslav Kogut.
