The work of the general jurisdiction courts activity was recognized by the PMR President as satisfactory

The President heard information about the results of the activities of the courts of general jurisdiction. 2022 is the reporting period. Chairman of the Supreme Court of the Pridnestrovian Moldavian Republic Adrian Penkovsky was the speaker. He voiced the reporting and statistical data and drew conclusions based on them. There were 35200 cases and materials, more than half of which (56%) were civil, 23% were administrative offenses, 10.5% materials of judicial control and execution of sentences, 7% criminal cases about are the production of city and district courts of the republic in 2022. Justice was carried out by 60 judges, the annual workload for each averaged 587 cases (materials). It was possible to increase the wages of court staff by 1000-1200 rubles in 2022. The material and technical base was improved. The service infrastructure is being updated. The fleet of vehicles of the Rybnitsa, Slobodzeya and Bendery city courts has been replenished. The issue of housing remains a problem. 14 judges are in dire need of better living conditions, said Adrian Penkovsky.

The Chairman of the Supreme Court paid attention in his report to the topic of parole of convicts serving sentences in places of deprivation of liberty. He noted that the percentage of satisfied requests has increased. 13 out of 53 petitions of prisoners were satisfied in 2022, and 16 out of 22 submissions from the penitentiary authorities. The PMR President noted, commenting on this information, that the mechanisms for parole have become clearer and more efficient. Vadim Krasnoselsky called parole an important and effective tool, emphasizing that, unlike the institution of pardon, which is resorted to in exceptional cases, parole is a working practice.

Another important topic raised by Adrian Penkovsky in the report is the study and analysis of the practice of courts in cases related to unauthorized construction and reconstruction of premises. Work to develop a uniform approach to their consideration and resolution according to the speaker is underway.

Concluding his report and analytical speech, Adrian Penkovsky aimed the judiciary and court teams at effective work, urged to move away from any kind of formalism and pay increased attention to professional development.

The Prosecutor of the Pridnestrovian Moldavian Republic took the floor in the discussion part of the meeting. Anatoly Guretsky gave professional comments and recommendations on various areas of judicial activity. For example, he noted that it is necessary to move away from the existing practice when court sessions are unreasonably postponed.

The President of the Pridnestrovian Moldavian Republic, addressing the representatives of the judiciary, emphasized that the fate of people depends on the work of judges. Vadim Krasnoselsky noted that a judge is a lawyer, a psychologist and a person, and work is impossible without any of these components. The PMR President focused on some aspects of the activities of judges. He spoke about cooperation with various departments and structures. He pointed out the expediency of using the practice of visiting court sessions to a greater extent. He drew attention to the problems associated with the protracted consideration of cases and the long stay of citizens in pre-trial detention centers and pre-trial detention facilities. 74 people whose cases are pending are reported to have been in detention for more than a year to date.

Vadim Krasnoselsky noted, taking into consideration a number of instructions and outlining the tasks for the current year related to improving the mechanisms of legal proceedings, that he was satisfied with the work of the courts of general jurisdiction generally.
