The capital investment program covered a variety of social infrastructure facilities over the years. Institutions under the jurisdiction of the Ministry of Justice are also being repaired and equipped. If in 2018-2021 this area was minimally affected – gas boiler houses were reconstructed pointwise, window blocks were changed in places of deprivation of liberty, then five facilities of the State Penitentiary Service of the Ministry of Justice of the PMR were included in the Capital investment fund-2022, planning to finance 8.7 million rubles. Work is underway at four locations. We are talking about Penitentiary Institutions 1, 2 and 3, as well as a prison located in the village of Glinoe. The construction of a stationary tuberculosis building for objective reasons was postponed to a later date.
The PMR President visited today with an inspection an institution of the penitentiary service located in Tiraspol. Penitentiary Institutions 2 is designed to accommodate over a thousand convicts. More than three million rubles under the capital investment program have been allocated this year to bring its infrastructure into proper condition. Some work has been done in previous years. Cold water pipes are being changed in the Penitentiary Institution 2. The highway is seriously worn out. It was noted that the funds were allocated for the purchase of components of the water supply system, the work will be carried out by the convicts. The power grids and the transformer substation, which have served without overhaul for more than half a century, are being updated. The security towers installed along the perimeter of the institution have long needed reconstruction. The state of five objects out of six was assessed as emergency and posing a danger to the health and life of servicemen. 1.3 million rubles were allocated for their repair. Two towers have already been reconstructed, one is in the process.
The President examined the renovated, furnished and equipped premises for short-term and long-term visits of convicts with their relatives – 11 rooms, one of which is for children. A hall for conducting mobile court hearings has been put in order, a rehabilitation center for citizens with special needs in a penitentiary institution, an outpatient clinic, a tuberculosis department equipped with a modern tomograph (the equipment was purchased in 2018), a dental office, quarantine blocks, a canteen, and a catering unit have been equipped. Vadim Krasnoselsky inspected the premises of the detachments, up to fifty people each. In one of the blocks of the crew accomodation type, repair work is currently underway.
The PMR President went to the local temple. The church was built on the territory of the institution in 2006. Parishioners are from among the convicts, up to fifty people. The Orthodox choir is also assembled from representatives of the special contingent, the rector noted. The President was told that most of the items of church utensils were created by the hands of imprisoned citizens. Vadim Krasnoselsky was presented with an icon of the Archangel Michael, made of solid wood, the work of local craftsmen. The President said that the icon would be transferred to the Church of the Miracle of the Archangel Michael in Chonae, which is being built in the village of Pervomaisk.
Being with an inspection at the Institution for the Execution of Punishments 2, Vadim Krasnoselsky drew attention to a new sports ground – a mini-football field with artificial turf was put into operation recently. The administration considers sports to be an important element of socialization, education and health promotion of the special contingent. The convicts asked to add equipment so that the sports sector is multifunctional, and not exclusively football. Another request they addressed to the PMR President during the collective meeting held at the Institution for the Execution of Punishments 2 was to assist in organizing a football tournament between the subdivisions of the State Penitentiary Service. The idea was voiced to organize training in car-driving for imprisoned persons: while serving a sentence, prisoners would receive theoretical knowledge, and when they were released, they would practice driving and receive a driver's license that would contribute to the speedy socialization. They raised everyday issues, for the solution of which it is necessary to make appropriate adjustments to the legislative norms. They touched upon some aspects related to the observance of civil rights. The interlocutors shared stories that led them to the penitentiary institution, made personal requests. The issues related to such institutions as parole, amnesty, pardon were discussed. They talked about the mechanism for providing medical care to prisoners, depending on the diagnosis and condition.
The President instructed the institution administration and the leadership of the relevant ministry to issue requests and proposals for their study. In the near future, the PMR President will hold a relevant meeting.
Speaking with the Minister of Justice, the President asked about the state of affairs in other institutions of the State Penitentiary Service, including progress in the repair of structural units. Vadim Krasnoselsky stressed that persons in custody are punished with imprisonment, but not with basic living conditions and human relations. The President emphasized that the matter concerns the conditions in which the servicemen involved in the penitentiary system are located.
