The President listened to a report on the results of the PMR Investigative Committee activities

An extended meeting of the Board of the PMR Investigative Committee was held. They worked via videoconference. The results of 2024 were summed up. The report was made by the Chairman of the PMR Investigative Committee Vyacheslav Brynzar. The PMR President Vadim Krasnoselsky assessed the work of the department.

The speaker noted that the work was carried out in close cooperation with other law enforcement and security agencies. He confirmed the crime situation indicators in the republic previously announced by the Ministry of Internal Affairs and the Prosecutor's Office of the PMR: 2708 crimes were registered in 2024. Their nature has changed – the number of serious and especially serious crimes has increased. The workload has also increased in this regard: the average indicator for 2024 is 56 cases per investigator (53 in 2023). The most difficult situation is in Bendery and Dubossary. The Investigative Committee investigated in total 3816 criminal cases over the year (126 less than the year before) – mostly cases initiated based on new facts, but there are also resumed ones. Final decisions were made on 1613, and 915 were suspended, investigations are ongoing on 485. The number of pre-investigation checks has decreased. Representatives of the Investigative Committee of the PMR were regularly involved in the work of operational investigative groups. They went to a crime scene 5810 times, including 3310 times in cases of non-criminal deaths. An increase in the number of official checks was noted: 83 in 2023, 97 in 2024. According to the Chairman of the Investigative Committee of the PMR, the presence of violations is due to the insufficient experience of the employees. The personnel is often renewed. The understaffing of units is 28% (30 investigators). 17 experienced investigators resigned from the Investigative Committee last year, preferring to serve in the Ministry of Internal Affairs, the Ministry of Defense, as well as work in the Arbitration Court or the Law Institute. Work to improve the professional level of the committee's employees is ongoing, emphasized Vyacheslav Brynzar. The basic training platform is the Law Institute in Tiraspol.

The Chairman identified long investigation periods as a continuing problem. He also spoke about delays associated with the breakdown of equipment for conducting genotyposcopic examinations. The head of the department reported that the Investigative Committee reviewed 481 citizens' appeals, 115 people attended a personal meeting with the head in 2024. As for the return of funds illegally appropriated by criminals, as well as property seized and converted to the state or the injured party: the amount was 184.5 million rubles in monetary terms, which is three times higher than the 2023 figures.

The report of the head of the department was full of examples from the investigative realities of the past year. The Prosecutor of the PMR Anatoly Guretsky referred to it in his speech. The final speech was presidential. The PMR President gave a number of recommendations aimed at improving the work of investigative bodies. He spoke about the importance of continuous training of personnel, including the involvement of experienced employees and veterans of investigative bodies in the process. "Life is learning, and a problem is an exam," said Vadim Krasnoselsky. The President recognized the work of the Investigative Committee of the PMR based on the results of 2024 as satisfactory.
