The PMR President had a telephone conversation with the Prime Minister of the Republic of Moldova

The PMR President Vadim Krasnoselsky had a telephone conversation with the Prime Minister of the Republic of Moldova Natalia Gavrilitsa today. The initiator was the Moldovan side. Vadim Krasnoselsky noted that Pridnestrovie is open for dialogue, and he is ready for a working discussion of any format if the conversation is aimed at the practical solution of issues related to ensuring the legitimate interests, rights and freedoms of citizens as well as creating comfortable conditions for their life.

The topic that the interlocutor of Vadim Krasnoselsky raised in the first place was gas. Natalia Gavrilitsa outlined the situation in Moldova, asked about the state of affairs in Pridnestrovie and measures taken in the context of energy deficit. Vadim Krasnoselsky said that the population of the country does not experience any inconveniences. Energy supplies are carried out in the standard volume. The economy mode has affected some enterprises that actively consume gas in the production process. Two of the four generators at the Moldavian hydroelectric power station have been switched to coal, the reserves of which at the current level of consumption will last until November, Vadim Krasnoselsky said. The PMR President noted that the gas issue is being discussed with the Russian side.

Issues of the Moldovan-Pridnestrovian agenda were discussed during the telephone conversation. The problems that have remained relevant for years, and some of them for decades were discussed. Vadim Krasnoselsky recalled the protocols signed in April 2017 and November 2018, supplementing and clarifying the Berlin package (2016). We are talking about agreements on the functioning of Pridnestrovian schools with teaching based on Latin script, telecommunications, agricultural lands of Dubossary district, apostille of diplomas of Pridnestrovian universities, transport communication (neutral license plates). The PMR President noted that Pridnestrovie is fulfilling all the obligations assumed under these agreements, while the Moldovan side is evading its responsibilities. Speaking, for example, about Moldovan land users, Vadim Krasnoselsky noted that they work freely in the Dubossary district as agreed. At the same time, criminal cases on this issue against Pridnestrovians have not been closed despite the obligations of the Moldovan side prescribed in the relevant protocol.

The interlocutors focused on the issue of cargo and passenger transportation. Vadim Krasnoselsky recalled that the first decisions of the profile expert (working) group regarding neutral numbers were dated 2013. The implementation timeline was constantly postponed, but the time was not used to find effective solutions.

The PMR President said that not only Pridnestrovian motorists who cannot participate in international automobile traffic from September 1, but citizens in need of medical assistance for example which they can provide only abroad were held hostage to the situation. Reanimation vehicles are not given the opportunity to leave the PMR and deliver patients to Ukrainian clinics.

They also talked about banking issues. Vadim Krasnoselsky spoke about the economic entities of Pridnestrovie, which are denied to open accounts in Moldovan banks. He mentioned as an example the Sheriff football club. The sportsmen of the Tiraspol team, which is the locomotive of all Moldovan football, cannot receive the earned funds, since the club is not given the opportunity to open a foreign currency account in the banking network of Moldova.

Vadim Krasnoselsky said that the issue of the parties fulfilling their earlier obligations is a matter of principle. The PMR President considers that without the implementation of existing agreements, attempts to achieve new ones lose their practical meaning. The negotiating agenda is becoming more and more voluminous, and issues of banking, telecommunications, freedom of movement, closure of politically motivated criminal cases remain open due to the unwillingness of the Moldovan side to follow the example of Pridnestrovie and clearly implement the clauses of the signed agreements.

The first conversation between Vadim Krasnoselsky and Natalya Gavrilitsa was not exclusively informational. The format of the conversation was working. The interlocutors discussed in detail the questions of interest. Vadim Krasnoselsky at the request of Natalia Gavrilitsa will send her some documents, familiarity with which will allow the Moldovan official to understand the essence of the issues on the negotiating agenda, which may further contribute to more effective bilateral dialogue.
