Immediately upon returning from institutions the buildings of which will be allocated for coronavirus isolators if necessary, Vadim Krasnoselsky held a meeting of the Operational Headquarters at the presidential executive office. The composition of the body coordinating activities aimed at preventing the spread of COVID-19 has been expanded to include new representatives of the Supreme Council, the prosecutor's office and the Ministry of State Security.

The work of the Operational Headquarters began traditionally with relevant statistics. At the time of the meeting, 24 people were in Slobodzeya infectious diseases hospital. Six have laboratory-confirmed coronavirus. Their health status is moderate. Nine patients are awaiting test results for research in Chisinau, said Ruslan Mova.

According to the Head of the Operations Headquarters, 2700 inspections of trade facilities were conducted: inspectors monitor compliance with restrictive measures. The Department for fighting against Economic crimes employees checked about a thousand stores and pharmacies for compliance with legislation on prices, tariffs and pricing. 340 citizens who are in conditions of self-isolation at the place of residence are inspected. Six administrative protocols have been drawn up on the facts of violation of the special regime.

1244 foreigners were denied entry to the republic during the period of restrictive measures (830 failures during the state of emergency). 79 citizens of the PMR entered Pridnestrovie during the day. Since the announcement of the state of emergency, 580 Pridnestrovians have arrived at home. All of them are required to strictly observe the two-week quarantine. 52 people crossed the border in the Pridnestrovian direction on permissive grounds provided for by the state of emergency. Over the past day, 69 passes were issued to leave the republic, 111 received a reasoned refusal. According to Ruslan Mova, citizens have become more conscious and responsible in approaching the issue of border crossing, minimizing attempts. In addition, the minister emphasized that the attitude of the Pridnestrovian society as a whole towards the introduction of restrictive measures has noticeably changed: the majority of citizens are sympathetic to their necessity and justification. This is confirmed not only by the practice of personal communication of the headquarters representatives with the population, but also by the analysis of the content of calls received on the hot line (over 7,000 calls have been recorded during its existence). If at first it was mostly dissatisfaction, complaints and demands, today 90% of dialogues are devoted to discussing practical issues related to the introduction of special legal regime and to finding optimal solutions. Many are ready to assist and offer practical assistance in implementing the measures proposed by the Operational Headquarters, Ruslan Mova emphasized.

Speaking about protective procedures, the speaker reported on the implementation, starting March 23, of centralized sanitary treatment of public places in the settlements of the republic. At the moment, over a thousand porches, arbors, playgrounds have been disinfected. More than two tons of solution were Spent. Given the suspension of public transport, the Ministry of Internal Affairs organized the delivery of medical personnel of medical institutions to the place of work. In addition, the issue of cashing pensioners' non-cash funds has been resolved: citizens receiving a Russian pension on cards are centrally delivered to an cash dispenser located in the village of Varnitsa, observing all protection measures against possible infections. Another socially important function that the internal affairs officers took upon themselves was the transportation of people in need of urgent treatment to Chisinau: several people were delivered to the oncology center and other medical institutions in Moldova. Taking into account the Pridnestrovians brought to the Chisinau airport, the Ministry of Internal Affairs has satisfied 220 applications for the provision of transport and delivery to the destination. Law enforcement structures of the republic also ensure uninterrupted supply of essential foodstuffs to the village of Varnitsa and the Bendery microdistrict Severny, temporarily isolated from Pridnestrovie as a whole due to the presence of coronavirus cases.

The Minister of Health, in turn, spoke of global trends. The main problem is the spread of the virus. If the first hundred thousand cases were registered within two months, the second - in 11 days, and the third - in just four days. Today we are talking about 380 thousand patients. Analyzing the experience of other states and the current state of affairs, Alexei Tsurcan said that one should not count on a positive scenario for the development of the situation. If the virus comes, it will spread. The goal is to minimize the speed of distribution and population coverage. The key to success is reducing the number of contacts. This is precisely what quarantine-isolation measures are aimed at.

The President spoke about the need to ensure full protection for doctors working with carriers of the virus. Three hundred sets of protective clothing are at the disposal of the Slobodzeya hospital staff. It is important that employees are responsible for its use, emphasized Vadim Krasnoselsky. Reception departments of city and regional hospitals, including children’s ones, will be provided with antiplague suits from the reserves available at the Operational Headquarters. 12 sets will be sent to each district.

As for other measures taken at the state level, the doctors involved in the fight against coronavirus are provided with serious additional payments to the basic salary. A special procedure for the work of medical institutions has been introduced (cancellation of planned operations, a ban on specific procedures). A reserve of medical personnel is being formed. Students of 3-6 courses of the medical faculty of PSU, as well as paramedics of Tiraspol and Bendery medical colleges are involved in the work. Distance education of health workers is being organized: starting March 27, distance reading of lectures on coronavirus will begin. Specialists from the Nizhny Novgorod Medical University are involved in the courses. They are prepared to accommodate coronavirus hospitals and quarantine isolators. Retirement age healthcare workers have been given the opportunity to go on vacation during the state of emergency (which is not permissible for other physicians).

During the meeting, they discussed issues related to the acquisition of tests to determine the presence of COVID-19, talked about the availability of drugs and the activities of volunteers.

After discussing in a working order a significant number of issues that become relevant during the implementation of measures to prevent the spread of coronavirus, the President gave a number of current instructions, emphasizing that it is possible to cope with an emergency only with a high level of consciousness and personal responsibility of each citizen.
