The trade points agreement between authorities of Pridnestrovie and the Republic of Nagorno-Karabakh have been signed. The parties believe that this arrangement will bring development of economic relations and further strategic collaboration.

The Director of the Investments Agency reported to the Prime Minister that the Saint-Petersburg Chamber of Commerce and Industry is keen to collaborate with Pridnestrovie.
"They are interested in development of the bilateral cooperation, definition of the promising investigation areas", - Andrey Betanov noded.

Pridnestrovian Parliamentarians took part in the International Forum of the CIS countries. At the conference they talked about the role of interaction of political parties factions and blocs in inter-parliamentary cooperation among the CIS countries.

In touch with people
The press secretary of the head of the state reported that in two years there were more than 19,214 appeals to the President from people and public organizations. According to Denis Podgorny in the current year Vadim Krasnoselsky has personally considered 7,148 of them (133 from public organizations and 7,015 from people).
Two hours of open communication, questions concerning both situation in the economy and development of youth policy. Representatives of the Civic Chamber met the President Vadim Krasnoselsky. The Chairman of Civic Chamber Vitaly Glebov noted that civil activists closely monitore the authorities decisions.
"There are questions we would like to discuss with the officials. Our goal is to consolidate the efforts of all the civil society for the development of our Republic", – Vitaly Glebov emphasized.
The President of the PMR Vadim Krasnoselsky suggested the public participation in forming of Pridnestrovie development strategy for the next 8 years. The Head of the State declared it at the meeting with representatives of the All-Pridnestrovian National Forum (APNF). All authorities participated in drafting of the strategy which includes around 80 pages. The members of the APNF were offered to review its content and to make their comments.
“Maybe, someone believes that it's not the right moment to develop such a strategy. My opinion is quite the opposite, and the harder the situation, the more important is to have the document defining our strategy and development vector”, Vadim Krasnoselsky noted.
Politics
The Foreign Ministry hosted a meeting of the PMR Minister of Foreign Affairs Vitaly Ignatiev with the Head of the OSCE Mission to Moldova Claus Neukirch. The parties discussed a wide range of important for negotiation process issues and beside the others the prospects of the meeting in the 5+2 format by the end of the year.

This was discussed during the telephone conversation between Vitaly Ignatyev and the special representative of thep OSCE Chairman-in-Office Franco Frattini. Beside the others they focuced on the available problems interfering full implementation of earlier signed agreements particularly in telecommunications and politically motivated prosecutions.

Economy
The Ministry of Economic Development connect the insignificant October price of the standard set of goods and services rises and the 0.9% inflation with a seasonal factor and increased fuel prises in supplier countries.
The draft law on the entrepreneurs support in low performing areas was adopted in its final reading. The incentive programmes for entrepreneurship in low performing areas have to be designed before July 1, 2019.
Debts on utilities of Tiraspol and Bender citizen is about 48 million rubles. The Government develops unified recommendations on housing and communal services debts recovery.
The Kamensky Cannery increased the outputs almost a third (by 28.9% in the current prices) this year. For a 10 months period the enterprise made goods for 31 million 982 thousand rubles that is 10 million 309 thousand rubles more than the previous period.
In 9 months Tiraspol authorities fulfilled all social obligations. This year for the first time they succeeded to create a reserve on teachers vacation pay and also to carry out the program for veterans and disabled people rehabilitation.
Since the beginning of the year more than 500 businessmen used the system of electronic declaring. In 2019 there will stay only an electronic form of declaring. According the State Customs Committee, it will accelerate process of customs registration of goods and also to reduce businessmen financial costs.
President requested development of upgrade program for Dubossary HPS. To this end, it is also important to provide feasibility and schedule delivery and payment of the new equipment.

Programme in action
Despite all economic difficulties 95% of the Investment Fund programme are implemented. The Prime Minister declared this during the meeting with heads of the cities and areas and the authorities.
"This program is important for Pridnestrovie development. Its purpose is to reanimated objects of education, health care, the housing-and-municipal sphere, to make everything to strengthen the base of our safety and to allow citizens to receive high-quality medical, educational and other types of service", - Alexander Martynov noted.
Medicine
Hospitals of the republic are supplied with new equipment. The Prime Minister visited the Dubasary district hospital where beds, mattresses and bed linen are renovated. The Head of the government emphasized that before the end of this year replacement of furniture and bed linen in all medical facilities of the republic is planned.
"It is a good but not the last step forward! We see a condition of windows, doors. It is rather cool in chambers and corridors of hospital because of shabby windows. It is unacceptable. Therefore the next year we are going to continue solveing these problems", - Alexander Martynov noted.
SUE Health center "Dnestrovskiye zori" accepted the first part of the vacationers. After a long-term break the enterprise opened the doors for 100 pridnestrovians, and by the end of the year about 300 more people will be able to visit it. Permits to the camp are distributed by the Ministry of Social Security among labour veterans, combatants, disabled people, pensioners and other preferential categories.
The Government discussed issues of treatment and prevention of cardiovascular diseases. During the meeting of the Prime Minister Alexander Martynov with representatives of the social block the main theme was transportation of patients with a myocardial infarction in clinics of the neighboring state.
Rybnitsa is 390
On the day of Saint Arkhistratiga Mikhail - November, 21 - Rybnitsa celebrated the 390th anniversary. Festive actions began with a ceremony of a raising of national flag of PMR and Rybnitsa's flag. The main celebrations were hold in the Cultural Center.The President rewarded the most decent citizens. Vadim Krasnoselsky emphasized that due to timely accepted necessary measures they succeeded not only to keep available, but also to create new jobs. Also the head of state reminded that during the implementation of the program of capital investments this year a number of objects of an education system, health care and the municipal sphere of the Rybnitsa district are renovated.

Rybnitsa school No. 9 is named after the Hero of Russia Oleg Kryukov. The ceremony was attended by the Head of the district Vyacheslav Frolov and the Hero of Russia Oleg Kryukov who graduated this school. Kryukov admits that he had never thought about such an honor and warmly thanked citizens for the trust.
In Rybnitsa five orphans received apartments. Also within the festive event which took place on the eve of the City Day celebration young citizens of PMR obtained their passports.
Honourable citizen
Vadim Krasnoselsky will become honourable citizen of Bendery. According to deputies of the City Council, Vadim Krasnoselsky brought a powerful contribution to development of the city both as the Minister of Internal Affairs, and as the head of the state.
Youth
In the Government there is a preparation for the youth forum "New view" for about 300 young people up to 30 years. It is planed to carry it out in May the next year, the event has to promote involvement of youth to participation in social and political life of the state.
The pridnestrovian applicants continue to be acquainted with the leading higher education institutions of Russia. This time representatives of Southwest State University, Oryol agrarian, Lipetsk technical and also Voronezh medical the universities told about the directions of preparation.
On the publication of textbooks on the history of Pridnestrovie for 11th grade will be sent 87 thousand rubles. This amount is provided by the state referral program "Textbook".
36 days before the New year
The capital prepares for the New Year. Till December 14 in Tiraspol the main festive fir-tree will be installed. According to initial plans, fir-trees in the city will be installed till December 14 near KDTs "Mir", a monument to Pilots and on the central square of Tiraspol in de Volan's square. Also it is considered the possibility of installation of a fir-tree before the Drama Theatre of N.S. Aronetskaya.
