Abandoning pressure to change negotiation dynamics for the better

The Pridnestrovian foreign minister revealed what could raise the level of positive achievements generated at the negotiating table

Tiraspol, 26 June. /Novosti Pridnestrovya/. Pridnestrovie expects that by the end of the year it will be possible to reach a sustainable implementation of the agreements already reached within the negotiation process, primarily in communications, road transport, the Bychok-Gura Bicului bridge, and the lifting of restrictions on fuel supplies by rail, Pridnestrovie's foreign minister Vitaly Ignatyev said in an interview With the head of the "Laboratory for the analysis of the Pridnestrovian conflict" of Lucian Blaga University.

"Secondly, we are waiting for substantial progress in the already announced areas, where possible practical solutions have not yet been worked out. This is the sphere of interbank cooperation. The most important stabilizing effect will be the removal of tension in the issue of politically motivated criminal prosecution, taking into account the positive dynamics in the negotiations," said Vitaly Ignatyev.

The minister also called significant the measures taken to work out a guarantee mechanism in the negotiations. adopting this mechanism at the level of all participants in the "5 +2" format, Ignatyev believes, can improve the content of discussions at all levels and become an impetus for establishing a systematic and effective dialogue between the parties.

"In my opinion, the most important thing today is to abandon any form of pressure and restrictions. It is this approach that will allow us to fundamentally change the dynamics and quality of the negotiating process for the better, raise the level of positive practical achievements generated at the negotiating table," the diplomat believes.

As an example, Vitaly Ignatiev cited the situation with the establishment of joint Moldovan-Ukrainian customs and border control at the "Kuchurgan" border crossing point.

"The Pridnestrovian side repeatedly warned that this destructive step taken outside the negotiating process and in violation of the principle of refraining from unilateral actions will not only lead to negative costs to Pridnestrovie's economy and social sphere but also prevent normal dialogue in the negotiation process. What do we have in the end? Unfortunately, our forecasts have come true. Today, we are forced to divert the political representatives and experts [from the negotiations] to comparing drug registries, the importation parameters of plant varieties and veterinary drugs into the territory of the PMR because the problems in these areas have already arisen due to the joint control," the minister stated.

According to him, the creation of new obstacles and barriers will lead only to new problems, and "all participants of the negotiation process should have realised this long ago."
