Tiraspol, 5 October. /Novosti Pridnestrovya/. Supreme Council members are concluding today their working visit to Moscow. During the visit, they met representatives of all the State Duma factions, the president's press service reports.
They aimed to enlist the support of all the political forces in the State Duma during the discussion on the provision of selective assistance to Pridnestrovie in the framework of the consideration of the draft federal budget for 2018, said the head of the Pridnestrovian parliament, Alexander Scherba.
According to him, this issue had been put on the agenda of the meeting of the three Duma factions — LDPR, Just Russia and CPRF — scheduled for 10 October. A dialogue is also underway with members of the ruling party — United Russia.
"With the support of all the Duma factions, we'll be able to speak about the representation of Pridnestrovie's interests which will be included as amendments in the Russian draft budget for 2018. These are intermediate results. They inspire, if not confidence, a credible optimism," noted Scherba.
The president called the interaction of Supreme Council members with Russian colleagues an important component of parliamentary activity and instructed the speaker to continue work on the important bills that are under consideration in the State Duma. This involves not only the federal budget but also citizenship, the use of maternal capital and Russian health insurance in the PMR.
"Through no fault of theirs, Russian citizens were detached from their motherland. Russian legislation should therefore fully apply to Russian citizens living abroad. If it has conflicts and some kind of roughness, it is under the jurisdiction of State Duma members to improve them," Krasnoselsky told the speaker.
Scherba told him that work was underway on the above issues, each of which has its own Duma supervisor.
"In particular, Konstantin Zatulin deals with a cluster of issues relating to citizenship. There is some progress concerning the use of maternal capital. The first step is to allocate the capital to tuition fees," said Scherba.
Krasnoselsky recalled the Russian presidential election, which will be held in March, noting the importance of legislators' participation in its organisation in Pridnestrovie.
With regard to domestic lawmaking, a regular plenary meeting of the Supreme Council was held yesterday. MPs discussed important economic and social draft laws, Scherba said.
"We are now considering a cluster of tax bills, which will influence the structure of the country's 2018 budget without compromising the position of taxpayers. All of them should be approved and submitted to you for signature before the start of the sessional work on the draft budget," said the speaker.
The president called for the continuation of the established practice of constructive interaction between the parliament and the government. Concurrence in decisions is necessary, according to Krasnoselsky, at the stage of bills being discussed in committees.
"Hold joint meetings of the praesidiums, encourage ministers to take part in the work of parliamentary committees to solve all the issues at this level. The truth is borne in dispute, but this dispute should be held as a matter of routine procedure at committee meetings so that a honed bill will be discussed at a plenary session," noted the president.
