Sergey Obolonik: ‘We are trying to create the most motivating system to attract investment’

The economic development minister announced on TV that the government was working on the preferences which would allow the investor to feel secure and understand the rules of work

Tiraspol, 13 September. /Novosti Pridnestrovya/. Pridnestrovie has great advantages — a set of business conditions that can be of interest to the Russian side, the economic development minister, Sergey Obolonik, said on TV.

«We can get them [Russian businessmen] interested in the development and implementation of the tasks set by Vladimir Putin before businessmen to explore export markets. As active exporters, we have even more experience in foreign markets than our Russian colleagues. The PMR has a huge share of exports going to Western markets, which is of interest to Russia. We can become a bridge for the export of Russian goods to Europe, manufacturing them in Pridnestrovie," noted the minister.

Among the advantages our republic can offer to potential investors are, according to Obolonik, competitive labour cost, qualified personnel and a well-developed infrastructure.

«We should not forget that Pridnestrovie is an industrial region. We have a well-developed energy infrastructure: gas, water, and electricity available at all industrial sites," said the minister.

The minister also announced that a new investment law had already been submitted to the Supreme Council.

«This bill suggests such instruments as an investment contract which does not only document obligations between the state and the investor but also determines the rules of work, that is, it is possible to create a set of preferences which would allow the investor to feel secure and understand the rule of work. Besides, the law provides for a stabilisation system. Having concluded a contract, if the law is amended, the investor will be able to choose whether to keep working under the current conditions or, if more preferences have been adopted, to work in a new way," said Obolonik.

Also, according to the minister, the investor will be given the opportunity to challenge certain aspects in international in international courts.

«We are trying to create the most motivating system of investment, to ensure that the investor is legally secure, to provide the business conditions that would make his project closer to the reality to such an extent that it could be possible to make medium term forecastsm— not for 1−2 years but for 5−10 years," he concluded.
