Yevgeny Shevchuk: change of government structure may weaken Pridnestrovie

The head of state has expressed his opinion on the Supreme Council's attempts to extend its powers and restrict the president's

Tiraspol, 20 April. /Novosti Pridnestrovya/. According to Yevgeniy Shevchuk, «there are intentions in the republic to redistribute powers and change the form of state government.» This may lead to the weakening of Pridnestrovie, as it happened in Moldova and Ukraine.

«We see the parliamentary republic in Moldova and combined parliamentary and presidential form of government in Ukraine. By the way, some elements resembling those in Ukraine are now discernible in Pridnestrovie's mass media. There, a year ahead of the crisis, as analysts say, commercial media outlets belonging to certain oligarchs began to attack the president and the government — everything is bad, and then happened what happened, and as we can see, the situation has turned really bad," said the head of state.

He recalled that according to the constitution, Pridnestrovie is the presidential republic, as is Russia.

«If we speak about the harmonisation of legislations, then why, I wonder, are we making opposite decisions, contradicting the structure of the Russian legislation, only because we don't like Shevchuk? We can't disrupt the system of government, moreover, there is not so much time left until the elections," said Yevgeny Shevchuk.

Commenting on an attempt to empower the chair of the Supreme Council to sign laws instead of the president if he fails to do it in two weeks (on the pretext that the president does not sign laws), Yevgeny Shevchuk underscored that draft laws should be adopted with regard for the government's opinion.

«When decisions are made regardless of the president's and government's position, conflicts may occur. These conflicts must be minimised in some way, which is why to avoid aggravating the situation, such an instrument was applied. I want to emphasise that the laws have been signed, although they are debatable. I have filed an appeal against ten laws to the Constitutional Court," said Yevgeny Shevchuk.

He also said that not only signing, but also passing laws may be problematic.

«For example, the parliament has failed to pass over 100 laws in the period established by the regulations. According to the regulations, the law shall be considered during the session when it was submitted. But we still have draft laws which have been 'immovable' for 3−4 years. These are the so-called constitution amendments providing for the real implementation of Russia's basic legislation in the PMR," said the president.

It is recalled that the current parliament has begun the review of functions and powers of public authorities towards the strengthening of the Supreme Council's role. Lawmakers consider initiatives restricting the head of state's right to sign laws and submit emergency draft laws. They have also empowered themselves to consider draft laws without the government's opinion if it has not been submitted in a 30-day period. The parliamentary committee has recommended to override the president's veto on an international agreements law levelling out the head of state's powers in the sphere of foreign policy.
