Tiraspol, 30 March. /Novosti Pridnestrovya/. The students of Pridnestrovian State University listened to another lecture among those delivered by public officials. This time it dealt with the implementation of the state policy in the PMR in the sphere of transportation, technical regulation, industrial safety and labour protection. The lecture was delivered by a deputy minister of regional development, transport and communication, Arthur Shilker.
He recalled that today these functions are performed by the relevant ministerial department. At the same time, according to Arthur Shilker, the institution of technical regulation does not exist in Pridnestrovie as it is.
«The country needs a law 'On technical regulation'. The corresponding task has already been assigned by the president. In this case it is necessary to take account of Russia's positive and negative experience where this law has been in effect for 10 years already," said Arthur Shilker.
According to him, the law should allow for standardisation, methodology and certification issues. The main task, however, is Pridnestrovian enterprises' capability to export freely their goods.
«At the same time, the existing structure should be retained as well. In seven years we have managed to draw up about 30,000 standards. Taking this into account, we have proposed a smooth mechanism of transition, which — and this is equally important — does not require financial costs.
He paid special attention to the certification of goods.
«We have put forward a draft law changing the procedure of certifying goods and services. The point is that this function should be assumed by a governmental body. Today the certification procedure is rather expensive as it is provided by a non-commercial organisation. And this affects its net price. Everything must be done to facilitate the work of economic entities. Besides, it is necessary to reduce bureaucratic procedures," said Arthur Shilker.
He recalled that as a result of optimisation, which took place in 2015, the State Agency for Regional Development and Communication also assumed transport issues, and particularly the regulation of international transportation.
«The main way of regulation is the development of regulatory documents. The main task is to find a balance between business and state interests and even political interests (there are Moldovan and Ukrainian transporters) in one document. A project has already been worked out, agreed on with local authorities and transporters. Now it is being coordinated with the Ministry of Internal Affairs," said Arthur Shilker.
Another important problem he focused on in his lecture refers to allowances for passenger transportation.
«Until 2013 this issue had not been regulated and costs had been compensated for from the state budget. This resulted in an annual debt of about 15 million roubles. This has not tallied with a general reduction of passenger traffic. We have not been able to pay off this debt for two years. But with the introduction of control procedure (tickets, ID's) in 2015, the annual indebtedness amounted to only 2.5 million roubles. Now we are developing a system of the electronic monitoring of passenger traffic. Its implementation requires $750,000," noted Arthur Shilker.
He made a positive evaluation of PSU's initiative to organise such lectures for students.
«There are practical instances for which we must train students today so that they won't be dull theorists when graduating and understand better what they will deal with. Today we are feeling hunger for such specialists," concluded the deputy minister.
