An extended meeting was organized by decision of the President on issues requiring joint discussion by representatives of various state legislative and executive authorities in order to develop optimal solutions. Members of the presidiums of the Supreme Council and the Government of the PMR, heads of state administrations of cities and districts of the republic were invited to the discussion.
The agenda includes planning the parameters of the draft budget for 2025. The Minister of Finance made a report on the work carried out by the government. Alena Ruskevich announced the main project figures, noting that a slight increase in revenues is expected (mainly from taxes on income and from entrepreneurial activity) and a more significant increase in expenses (compared to 2024). The projected increase in costs for the fulfillment of state social obligations – plus 670 million rubles, for example. The estimated unfunded budget deficit is 518 million. Among the proposed savings measures is a reduction in "other expenses" in all areas by 25% (127.7 million) and optimization of estimates or a reduction in funding for a number of target programs. It is possible to cut funding for them by a total of 243 million rubles "painlessly", according to the government. "Painlessness" is due exclusively to the commitments that have not yet been officially accepted (unconcluded agreements and contracts). However, the meeting participants noted that the problematic aspects that these or those State Target Programs are aimed at will remain open. State Target Programs are developed based on an urgent need to pay attention to a specific area and are enshrined in law. There are two dozen State Target Programs in the legal environment of the republic today. Some are financed 100%, while others are financed from 5 to 50% of the declared amount. Questions were raised about the principle by which priorities are set. The President requested detailed and comprehensive information on each State Target Program – on financing, implementation, and planned indicators. The deadlines for the government to submit the draft of the country's main financial document for consideration by the deputy corps were also discussed. The current legislation stipulates until September 10. There is an opinion that the deadline could be moved by a month – to October 10. The issue is debatable – for the future. The President reminded that all current standards must be met this year.
The parliamentarians drew attention to the traditional practice of amending the budget law during the year. The problem is that the adjustments are counted in dozens. For example, the adopted law was amended 33 times last year. The Chairman of the Supreme Council considers this approach to legislative work ineffective. He emphasized that the budget law is a paradigm of the financial year. They discussed the list of budget funds prohibited from redistribution.
An active discussion unfolded on the topic of organizing kindergarten and school meals. Several options for solving the problems existing in this area were voiced. Any of the proposed mechanisms requires elaboration. The situation in the republic is heterogeneous. All local aspects must be taken into account, the President emphasized. Working instructions were given.
The next area of discussion is covering the domestic public debt that arose due to non-payment for services rendered. The total amount that has accumulated from 2020 to the present day is 838 million rubles. They discussed the need and possibility of at least partial repayment of debts next year. They talked about the consequences of non-payment to enterprises, the formation of economically justified tariffs, the need to re-equip organizations, the shortage of personnel in the field of improvement and housing and communal services.
A big conversation took place about the law-in-draft being developed on the instructions of the President, the provisions of which are designed to improve the mechanisms for calculating salaries for public sector employees. There are government and parliamentary developments.
