The OSCE Chairman-in-Office Ann Linde visit Pridnestrovie

Mayr-Harting, a visit will take place in mid-February

Tiraspol, January 28. /Novosti Pridnestrovya/. A meeting of the PMR Foreign Minister Vitaly Ignatiev and the Special Representative of the OSCE Chairman-in-Office Thomas Mayr-Harting took place. The Ambassador Extraordinary and Plenipotentiary of the Kingdom of Sweden to the RM Anna Lieberg, and the Head of the OSCE Mission to Moldova Claus Neukirch also participated a meeting, the PMR Ministry of Foreign Affairs website reports.

Vitaly Ignatiev, greeting the guests noted, that the interaction dynamics between Pridnestrovie and the OSCE still remains very high.

“The year began quite difficult. Difficulties, associated with the certain cargoes’ detention from Pridnestrovie, with the threats of introducing supplemental restrictive measures and forms on Pridnestrovian motor vehicles, arose in relations with the Moldovan side. All this necessitates Pridnestrovian and international partners’ active intercommunion in order to prevent the situation’s deterioration” the Minister pointed.

The diplomats elaborated on some negotiation process’s important aspects between Pridnestrovie and the Republic of Moldova, with a particular focus on agreements’ implementation within a framework of the “Berlin+” package. A special attention was paid to the motor transport problem. According to Vitaly Ignatiev, it’s unacceptable to unilaterally impose any restrictive measures, as well as to applicate the pressure and blackmail under circumstances where the DMV mechanism (Departments of Motor Vehicles) doesn’t function properly. As a result, many Pridnestrovian car users cannot use opportunity of participation in the international road traffic.

According to the head of the foreign policy department, experts defined a range of problems, associated with the DMV’s activities, including driver’s licenses, the impossibility of legitimation a lorry and passenger transport and a number of others, that demand an early solution. At the same time, this year’s first specialized expert (working) groups session demonstrated the lack of readiness in Chisinau to lean toward resolving the issues mentioned. Attention to that fact was drawn by the PMR Foreign Minister Vitaly Ignatiev.

In the elaboration of the discussion, Vitaly Ignatiev acknowledged, that the Moldovan side didn’t fulfill its obligations in terms settlement of criminal proceedings’ question, with regard to land-use management in the Dubossary region of PMR, and in the telecommunications’ field in the scope of item 5 in Protocol resolution of November 25, 2017.

Meanwhile, the online-meeting at the level of expert working groups on health issues was positively assessed by the interlocutors. At the same time, Vitaly Ignatiev focused attention on the absence of politicization’s elements and the blocking of vaccines delivery to Pridnestrovie, during steps of population’s vaccination.

During the conversation, Thomas Mayr-Harting informed the PMR Foreign Minister about planned activities in terms of the negotiation process, including visit of the OSCE Chairman-in-Office, the Minister for External Affairs of the Kingdom of Sweden Ann Linde, including mediators and observers’ delegation. On the individual basis, the discussion on the possibilities for arranging session in the “5 + 2” format took place.

 “We traditionally stand out for an active work at all negotiation process’s levels, inasmuch as its presence and problems’ solution are the most important factor for enforcement of the PMR residents’ rights and interests. This is the Pridnestrovian official stance and it was indicated both at working level and through our partners’ notification. It would be good to conduct a dialogue systematically, including the “Permanent conference ...” format. We invest our hopes for the revitalization of this format’s activity in cooperation with the Swedish Presidency of the OSCE,” Vitaly Ignatiev summarized.
