Issues related to the organization of authorized removal and storage of solid household waste were discussed in the course of the meeting under the President. The need for a working discussion with the participation of the country's leadership is connected with the situation in the capital. Garbage from the city is taken to a solid waste landfill located in the village of Malaeshty. Its design operational resource was exhausted in 2020. The launch of a sorting line and constant reclamation helped to extend the period of practical use. These measures allowed to delay, but did not solve the problem. The situation is critical today, the Head of the capital's administration stated during the meeting. The landfill is full. The instructions of the regulatory authorities are unambiguous: the operation of the facility must be stopped. The risk of fires at the landfill has increased with the seasonal increase in air temperature. Several cases were recorded in May. Oleg Dovgopol said that fire brigade to ensure safety in the area of the landfill is on duty.
The President asked about the proposed options for locating the new landfill. The use of worked-out quarries for the object seems to be optimal. One and a half kilometers from the existing Malaeshty solid waste landfill there are several suitable workings. These are deep pits, surrounded by fairly high shafts, the presence of which will create additional protection against the spread of solid household waste. Each of the quarries under consideration assumes operation for a new purpose for at least five years. The project as a whole, which involves the use of four sites, is estimated at approximately 66 million rubles. The first stage will require more investments than subsequent ones, As it is necessary to pave the road to the landfill, create fire reservoirs and build related infrastructure, Oleg Dovgopol noted. We are talking about 25 million rubles. The launch of the first stage will require not only finances, but also time, at least six months. It was proposed as an intermediate solution to the capital problem for this period to take the path of sharing the landfill, which is now used by Bendery residents. It is located behind Parkany, built in 2015. The current state at the existing filling level allows it to be operated for another two years. The increased load will shorten this period, of course, but it is enough to have time to build a new landfill, which will become a place for storing municipal solid waste for two cities. Such an approach is seen by the meeting participants as expedient from the point of view of further joint maintenance of the facility. The proposal is being worked on.
Vadim Krasnoselsky asked how things are in this area in other settlements of the republic. The Minister of Economic Development informed that there are 14 operating solid waste landfills in Pridnestrovie (we are talking about authorized waste storage sites). Malaeshty, Parkany and Blizhny Khutor are almost 100% filled with standard indicators. The resource of six more objects has been exhausted by 50% or more.
The President focused on the fact that solving the problem of a particular landfill is a targeted measure. The area as a whole requires attention. A systematic approach and a permanent source of funding are needed. The construction of landfills is a state task, which means that resources should be allocated from the republican budget. The maintenance of these facilities is a municipal responsibility, and funding must be provided to local authorities. The mechanism should be uniform throughout the country at the same time, the President considers. The Government and the Supreme Council were instructed to study this issue and submit proposals.
