Tiraspol, January 27. /Novosti Pridnestrovya/. The independent Human Rights Center Pridnestrovian Meridian draws attention to the continuing unresolved problem of illegal retention of cargo destined for Pridnestrovie by the Republic of Moldova. We are talking about 7,300 blanks for license plates of the Pridnestrovian model, which were detained for almost a month, and then, actually, stolen with subsequent transfer to the Moldovan police.
It should be noted that the transportation of goods was carried out in compliance with all customs regulations and formalities. There are no legal grounds for holding the shipment. In this context, we cannot regard the actions of the Moldovan side other than as deliberate steps to increase restrictions on the Pridnestrovians` freedom of movement by preventing Pridnestrovian motorists from participating in international road traffic.
Recall: since September 1 last year, the freedom of movement of Pridnestrovians was severely limited by Moldova's ban on cars with Pridnestrovian license plates entering the territory of Ukraine. The ban affected all vehicles of Pridnestrovie. The Pridnestrovian passenger transport, which makes trips to Ukraine and Russia, ceased their work. The ban had an extremely negative impact on individual entrepreneurs who used small-sized freight transport for the self-delivery of goods from Ukraine. All this directly violated the right of the Pridnestrovian inhabitants to work, guaranteed by Article 23 of the Universal Declaration of Human Rights, Article 6 of the International Covenant on Economic, Social and Cultural Rights, and Article 1 of the European Social Charter. Moreover, the ban made it impossible for mobile resuscitation vehicles to travel to Ukraine to transport people in need of emergency medical care to medical centers in Russia and Ukraine. Which most inhumanely violates the right to access to the highest attainable standard of health, guaranteed by Article 12 of the International Covenant on Economic, Social, and Cultural Rights.
We draw attention to the fact that unacceptable illegal actions of representatives of the law enforcement agencies of Moldova to the Pridnestrovian shipment lead to a gross violation of the existing agreements of the negotiation process. In particular, paragraph 4 of the Protocol Decision of April 24, 2018, as well as international standards, including paragraph 1 of Article 12 of the Universal Declaration of Human Rights.
The summons of the legal adviser of the State Unitary Enterprise Special Equipment and Supplies of the Ministry of Internal Affairs on the agenda to the Moldovan police also looks extremely unfriendly. The persecution of an employee of an importing enterprise subordinate to the Ministry of Internal Affairs of Pridnestrovie, which supports the vehicle registration points` work, looks doubtful and completes the picture of fairly straightforward attempts by the Moldovan side to destroy the mechanism for accessing Pridnestrovian cars to international road traffic.
It is a matter of serious concern that the practice of violation by the Republic of Moldova of the rights and freedoms of the inhabitants of Pridnestrovie with defiant disregard for obligations and international standards has become an alarming norm, to which the world community turns a blind eye. The independent Human Rights Center Pridnestrovian Meridian calls on the international community to react to Chisinau`s destructive actions.
