Tiraspol, February 24. /Novosti Pridnestrovya/. All concerned citizens should be able to register officially neutral license plates prior to the possible prohibition introduction. For this, expert groups should begin concrete and regular work. Such opinion was expressed by the head of the OSCE mission in Moldova, Claus Neukirch, based on the results of the discussion with the PMR Minister of Foreign Affairs Vitaly Ignatiev of possible restrictions on Pridnestrovian car owners.
On a recent day, the media disseminated information that from September 1, Ukraine plans to impose a ban on the Pridnestrovian motor vehicles movement on its territory, with the exception of neutral license plates.
It should be reminded that working on mechanical transport problematics has been in progress during the negotiation process entire history, that is almost for 30 years. The first commitment in this field was reached back in the year of 1995. Threats that it wouldn’t allow cars with Pridnestrovian license plates enter its territory were voiced from Ukrainian side in 2016. With the widespread international intermediation, Pridnestrovie managed to conclude a protocol resolution with Moldova “On the Pridnestrovian vehicles participation that don’t implement commercial activities in transnational movement.”
However, the mechanism for neutral license plates registering, due to obstacles created by Moldova, isn’t fully operational. With the OSCE participation in the activities of the motor vehicle registration places, about 15 problems were identified. It includes issues of driving licenses, denial of access to freight and passenger vessel registration and others. As a result, in two years only 4% of Pridnestrovian drivers registered officially neutral numbers.
On the context of viable alternatives absence, allowing any Pridnestrovian citizen to participate in international road traffic, the restrictive measures application is unfounded, discords with the negotiation process principle and is fraught with violation of Pridnestrovians’ rights and freedoms, including about a hundred thousand Ukraine citizens, the PMR Ministry of Foreign Affairs commented on reports of a possible interdiction from the Ukrainian side to the Pridnestrovian transport movement.
