Draft Law “On Land reclamation in the PMR” prepared to 2nd reading

Tiraspol, December 17. /Novosti Pridnestrovya/. The Supreme Council Committee on the agro-industrial complex considered amendments to draft Law “On land reclamation in the PMR.”

According to the Supreme Council press service, a working session with the Ministry of Agriculture representatives was held yesterday. Each amendment to the Law was well thought out, compromise solutions were found for most of the proposals.

The Committee prepared to the draft law an amendments’ schedule. They relate to the law intervention mechanism in practice. A number of the Committee’s deputies are land-users, therefore, they are well acquainted in practice with the land reclamation system’s state and the difficulties, that agrarians, organizing the irrigating of their lands enter. All the peculiarities and subtleties of the land reclamation complex functioning in the republic should be reflected in the law. This is the position of the Supreme Council deputies.

During the discussion, issues related to the boundaries of responsibility for the water supply for irrigation and control in the field of amelioration were raised.

At the session also the development time of the state target program for the restoration of the reclamation system by the Ministry of Agriculture were discussed. The Ministry proposed to increase the timescale of the program to 4 months. The Сommittee believes, that the program should be swiftly prepared. Considering that this is a rather complicated document from a technical point of view, in the end they agreed on a compromise solution – to increase the timescale of the program to 3 months. If extra period is required, this issue will be discussed separately.

The Supreme Council will consider the draft Law “On land reclamation in the PMR” in the second reading at the next plenary session.
