PRIDNESTROVIE STUDIES EXPERIENCE IN IMPLEMENTING DUAL EDUCATION SYSTEM IN THE KALUGA REGION

In this entity of the Russian Federation, results-based training has been conducted for more than 5 years

Tiraspol, March, 22. /Novosti Pridnestrovya/. In Pridnestrovie, the dual model of education was introduced less than a year ago, but it is already becoming popular among both employers and future professionals. Now it involves 9 organizations of   secondary vocational education system and 20 enterprises. Qualified personnel are trained for the clothing and footwear industry, mechanical engineering and metallurgy. Soon the agricultural enterprises will also join the dual system. 

How effective is this results-based training of personnel, and what elements of it still need to be improved - to answer these questions, representatives of the republic’s education system went to the Kaluga Region of the Russian Federation. It was in this entity of the Russian Federation, along with the Ulyanovsk and Yaroslavl Regions, the Perm and Krasnoyarsk Territories, where preparations began for the introduction of the dual model into the secondary vocational education system in 2014.  

Pridnestrovian specialists visited one of the enterprises of the Volkswagen Group Rus company operating in Kaluga. Personnel for this plant are being prepared at the site of the Kaluga College of Information Technology and Management under the classical system (German), which is a model for the wider EU. Today, specialists in five areas are trained in dual education programs for the automotive industry.  

During classes, the company provides students with food, clothing, as well as a monthly stipend of the minimum wage. In addition, employers provide assistance in improving the material, technical and laboratory base of schools and technical schools that carry out dual training. 

“At the expense of budget funds, the regional government built a center for training and retraining of the personnel for the automotive industry on the basis of Kaluga College. It is equipped with the latest facilities. In turn, the company sent all teachers involved in training to internship in Slovakia and Germany so that teachers master new technologies and can train future specialists. In addition, a training center was created on the basis of the plant, where students did their internship. There we saw elements of the classical dual education system,” Lyudmila Tanurkova, head of the vocational education department of the Ministry of Education of the Pridnestrovian Moldavian Republic said. 

Elektromash plant is now implementing something similar. Most recently, a training center for the preparation of a wide range of machine-tools and welders was opened at its base. At the end of the educational course, a state sample diploma will be issued. An employment at the enterprise will also be provided. 

The Ministry of Education notes that in general, the Pridnestrovian system of dual education is similar to the one in the Kaluga Region. But there is much to develop. For example, in Russia, a set of elements of the dual system is carried out by an enterprise at the end of the second year. In our region, a set of elements of the dual system is carried out later. 

“When compared, the Kaluga Region implements a dual education system for the future. They train personnel according to the needs of the employer. In our case - to cover the industries` insufficient staffing. A seamstress is a very popular profession. Right now they are ready to employ 300 people in Bendery. But the problem is that this demand is only among employers, but not among the population. Dual training should be able to reverse this situation,” Olga Shatokhina, director of SEI VES Bendery Trade and Technological Technical School noted.  

Now Bendery Trade and Technology College cooperates with three Pridnestrovian enterprises: Floare, Vestra and Intercenter Lux. Recently the shoe factory Softshuz joined this list. 

The Ministry of Education plans to cooperate with the VES of the Kaluga Region and the relevant department, conduct joint webinars and exchange experience in the training of highly qualified personnel.
