Tiraspol, March, 21. /Novosti Pridnestrovya/. Because of the unwillingness of Moldova to compensate expenses on processing, transportation and delivery of the mailings entering Pridnestrovie «Pridnestrovian Post» annually incurs a million losses. The Acting Chief of the Civil Service of Communication of the PMR Vladimir Belyaev told it to «Novosti Pridnestrovya». Today at a meeting of the expanded board of Department summed up the work results.
According to Vladimir Belyaev, in the relations between post operators, a certain system of mutual settlements is standard. That party which transfers another more than mailings than receives has to compensate to the second operator the expenses connected with processing of these mailings. He should spend own means that parcels, letters reached the final addressee.
«Each of operators creates to another a certain loading. If we send to Moldova and abroad a certain number of mailings, we have to compensate for the Moldavian operator expenses which he incurs on the processing of this written correspondence. And vice versa. When Moldova transfers us for distribution post correspondence, the RM is obliged to refund our expenses connected with its distribution. It is defined in acts of Universal Postal Union», - the Head of Civil Service explains.
The relations between «Pridnestrovian Post» and «Posta Moldovei» are such that traffic of the mailings entering in the PMR from Moldova and other countries in tens is higher than the number of mailings from Pridnestrovie to Moldova and other countries, Vladimir Belyaev notes.
As a result «Pridnestrovian Post» is forced to deliver the entering post correspondence to inhabitants of the republic at own expense. It is difficult to call the exact sum which «Posta Moldovei» has to compensate to the Pridnestrovian side as still any arrangements on the compensation of mutual expenses between telecom operators it is not concluded.
But, at least, this sum should not be lower, than expenses which «Pridnestrovian Post» incurs on processing, transportation and delivery of correspondence, the Head of the Civil Service emphasizes.
Let's remind that the grant to the «Pridnestrovian Post» from the Republican budget for 2019 is planned to be more than 20 million rubles. This sum includes expenses which mail incurs on the delivery of correspondence arriving from Moldova and other countries.
