The visit to the northern capital is included in the work schedule of the President in connection with the planned inspection of the objects included in the capital investment program. This is the second stage of its implementation. The socially significant program was successfully launched last year with the repair, reconstruction and construction of more than hundred and a half of infrastructure facilities. It is planned to carry out approximately the same amount of work with similar amount of financing from the funds of specially created fund in the current year. 11.2 million rubles were allocated for Rybnitsa district to upgrade 12 objects. Led by the President delegation visited some of them.
Priority is given to the healthcare sector this year. Medical and obstetrical station will be built, repaired, and existing medical facilities will be reconstructed in Rybnitsa district not only with the money from the capital investment fund. To date, repair work is being carried out, for example, at several sites under the jurisdiction of the state institution Central District Hospital of Rybnitsa. Last year, the overhaul of the two-story building of the infectious disease department began. In 2018, under the capital investment program, three million rubles were allocated by means of which the first floor of the building was repaired. The President told that 900 thousand for the repair of the second floor is in the estimate of this year, noting however that this amount is not enough to complete the entire volume of work. Vadim Krasnoselsky, having examined the object, drew attention to the condition of the roof. It is impossible to leave the facade of the building repaired from inside the building as it is, the President considers. He instructed to calculate the cost of all necessary work and revise the allocated amount in the direction of its increase to the required size.
The second direction of the Central District Hospital is the reconstruction of existing buildings for an outpatient stationary children's department. The two lower floors will be given to polyclinic, the third and fourth will be taken under the children's hospital. The project is implemented at the expense of Moldavian Metallurgical Plant. The date of commissioning of the object is the summer of the current year. The President, recalling that the metallurgists celebrate their professional holiday in July, noted that it would be nice to time the opening of the building to the holiday date for the investor. The President called that the plant has invested funds in the social infrastructure as an example of social responsibility of business.
The President is interested in the situation with medical and obstetrical stations. They were tasked recently with providing modern centers for the provision of medical care to villages and towns. Vadim Krasnoselsky was informed that this year one medical and obstetrical station will be built at the expense of local funds (the modular type housing was made by a local manufacturer). Three more are planned in various villages with the money of the capital investment fund. Vadim Krasnoselsky aimed at the soonest universal improvement of the situation in rural medicine. The President said that the whole rural area should be covered by a network of healthcare facilities that will provide an opportunity to provide first aid before the arrival of an ambulance.
The focus of the country's leadership is not only institutions that have already fallen into the program of capital investments, but also those that residents of Rybnitsa plan to reanimate at the expense of funds in the future. Two sports facilities are among the potential participants of the capital investment program. The district leadership insists that is imperative that attention be paid to the Secondary Youth and Youth Sports School No 1 and the Yubileiny Sports Complex in 2020. The base of the sports school is a swimming pool. The building, rooms, bowl were commissioned in 1996. In 2003, they built a local boiler room. It is designed for the simultaneous exercise of 48 swimmers. A technical survey conducted in the past year revealed defects that limit the full performance of the facility. 4.3 million rubles are needed to eliminate them. These funds are needed for the repair of the basin structures, filters, electrolyzer, plumbing, sewer network, chlorination plant, shower cabins and changing rooms, replacement of air heaters, ventilation systems, pumping power equipment, window and door units, lighting updates. The President carefully examined the object, asked questions, clarified details. The conclusion of the President is unambiguous - without the investment of funds, this significant sports facility will last afloat for no more than a couple of years. Vadim Krasnoselsky is sure that the object must be included in the capital investment program of the coming years. Moreover, it is inexpedient to patch holes, the President noted. In his opinion, the basin, equipment, networks, and infrastructure of the sports school need major repairs. The President drew attention to the fact that the use of outdated technologies and materials is unacceptable. Having assured that he would support the initiative, Vadim Krasnoselsky emphasized that this stage much depends on whether the head of Rybnitsa can convince the commission members that this particular object needs priority attention and funds from the capital investment fund.
The second object that residents of Rybnitsa expect to include in the capital investment program 2020 is Yubileiny sports complex, a thirty-year three-story building, in which the hotel for 60 people and an athletics arena with an area of 2,673.6 square meters, designed for 200 visitors are located. According to specialists, it is necessary 3.4 million rubles to revitalize the complex. The President admitted the arguments of the leadership convincing, noting functionality and significance. Particular attention according to him should be paid to the repair of sports hotel. The President commissioned the development of design and estimate documentation and noted that he supported the inclusion of the sports complex in the capital investment program of the next year.
The presidential delegation visited the city stadium. It needs investments. Vadim Krasnoselsky drew attention to the lack of above-mountable canopies and the need of seats replacement. In addition, the point at issue is about replacing the football goal and the expediency of applying rubber spraying on treadmills.
Another object, visited by the President is the state unitary enterprise road-construction directorate. Established in 1968, the company employs 82 people today. The main task is road maintenance. Their total length is 317 kilometers. The department includes two asphalt plants, a bitumen storage facility, workshops, construction laboratory, sand farm, and a quarry. There are transport facilities for 69 units. the problem is that cars, machinery and equipment are long outdated: much has been exploited for 30-40 years. This year the combined winter-summer KAMAZ KDM road car and motor grader will be purchased. The President told that 1.5 million rubles are allocated for these purposes. According to the road-construction directorate management, it is necessary to purchase at least one and a half dozen units - bulldozers, excavators, gritters, asphalt pavers, etc for a general fleet renewal. Vadim Krasnoselsky called this area important, recalling that the main source of funding in this sphere is the Road Fund.
The President visited the city embankment. He was inbformed about plans for arranging playgrounds, a beach, and a rescue station. Vadim Krasnoselsky noted the positive infrastructural changes that are observed in Rybnitsa, emphasizing that local leadership cannot rely solely on the capital investment fund. The significance and contribution of the state program are great, but it is important to develop with our own resources and means, Vadim Krasnoselsky noted.
