Extended meeting with the leadership of the PMR Government, the Supreme Council and Heads of state administrations of cities and regions of the republic was held at the Presidential Executive Office. The agenda includes five main issues: street lighting, capital investment program, road construction and repair (concreting and using paving slabs), organizing the removal of solid waste and the use of quarries. They also talked about housing construction.
The Head of the Department of the Ministry of Economic Development Ivan Untu informed about implementation of the five-year (2018-2022) program for the reconstruction and installation of street lighting networks for populated areas along highways. It was mainly about the countryside. The President set a task with light providing for all central streets of villages and towns of the republic this year. Almost 69 million rubles will be allocated for the implementation of the program as a whole. Sources of financing is the road fund and investments of the State Unitary Enterprise "ERES". Over a thousand lamps were purchased and installed along the roads in 2018. This year it is planned to use more than 15 million rubles. Vadim Krasnoselsky instructed the Heads of state administrations and specialized services to prepare a quarterly report on the progress of the program on the ground. The information should be provided to the President.
The leadership of all cities and districts of the republic reported today on activities within the framework of the implementation of the capital investment program. The heads named the objects, the repair and construction of which will be financed with funds, and the planned amounts for development in the current period, and informed about tenders and the situation with the conclusion of agreements with contractors. The President recalled that the responsibility for the implementation of the program is borne by local leadership - regardless of the status and ownership of the object under operation. The assessment of the implementation of the local capital expenditures program in 2018 will be provided by the Accounts Chamber. It is tasked to conduct an appropriate review. Vadim Krasnoselsky considers it expedient to involve in this work the organs of national control that according to his is still inactive.
Speaking about advances in the implementation of a project for the construction of affordable housing for state employees, Vadim Krasnoselsky recalled that the point at issue is at hundred new apartments. The President aimed at meeting the deadlines for the work. The President drew attention to the fact that approximately 120 members of housing cooperatives took advantage of the opportunity provided for preferential loans.
Serious attention during the meeting was given to the road industry. They talked, in particular, about concreting roads. The President considers that this type of surface is not used actively enough. Specific figures were announced. Totally approximately 11 thousand meters of the roadway were concreted in the republic. Large volumes are planned for 2019, but they are insufficient according the President. The talk is about concreting of only 11% of the area assumed to be renewed. Vadim Krasnoselsky insists that the time when state money rolled into the asphalt has passed. The practice of concreting has justified itself and is actively used in many states. It has been successfully tested in Pridnestrovie. Considering the raw material and industrial potential of the republic, there is no point in holding asphalting that has outlived itself, the President is sure. Development of new technologies and active use of their own resources will make it possible to drastically change the situation with the deplorable state of the roads today in the foreseeable future and importantly to get away from destructive schemes for the country's economy, the President is sure. The meeting participants discussed the practical aspects of the further implementation of the presidential initiative, exchanged views on a number of working moments. They discussed, for example, the number of concrete pavers planned to be purchased. The equipment is expensive, that’s why the purchase must be considered and calculated, the interlocutors noted. The final decision on whether one or two units will be brought to Pridnestrovie at the first stage will be made soon. This is a concrete paver, with the help of which not only the canvas is put in order, but also the road infrastructure - curbs, gutters, bump stops. Perhaps it could be used in agriculture - for reclamation networks. The starting point for the new technology will be Tiraspol and Bendery. Subsequently, other cities and regions of the republic will get acquainted with its capabilities.
Another topic of the working conversation initiated by the President is the organization of removal of solid household waste and the procedure for the population to pay for this service. The appeals of citizens indicate that the mechanism is not well-established. Heads of state administrations also face difficulties in implementing the law governing relations in this sphere. Head of Slobodzeya Vasily Tishenko told for example that with the introduction of a number of amendments to the Law of the PMR “On payments for pollution of the environment and the use of natural resources” that came into force on January 1, 2018, the situation with the removal of solid waste and payment by citizens for services improved. According to him, last year Slobodzeya housing and communal services removed almost 58 thousand cubic meters of garbage. Population paid about 5 million from charged 5.2 million rubles. Vasily Tishenko reported that there were 26239 households registered in the Slobodzeya district. At the same time, only 76% concluded contracts for the solid waste removal. The quarter that refuses to enter into contracts includes residents of the private sector who are not registered in the household or who do not live in it. Heads of cities and districts stated that in such cases housing and utilities enterprises have to consider each specific situation and look for a solution on an individual basis. In the opinion of the Heads, the adoption of the relevant by-law act will make it possible to avoid the point approach. The President instructed the government to summarize the practice of applying the norms of this law and to develop necessary legal framework.
The President recalled that the citizens themselves had been talking about the need to solve the problem of spontaneous dumps for many years. Deputies received a lot of such mandates. Often, people themselves are guilty in the spontaneous dumps, so they should take part in resolving this issue, including financial. Vadim Krasnoselsky supposes that today there is a mechanism, but it should become more flexible, and its application throughout the country should be uniform. He instructed the government to analyze the practice of organizing removal of solid waste and payments for this service, which was established in settlements, and determine the framework in which the heads of state administrations can apply the current law. The President added that detailed information on all changes should be made public in the media.
The use of quarries for the needs of local authorities - this issue was included in the agenda of the meeting with the President. It turned out that local leadership faces serious difficulties. The Minister of Agriculture and Natural Resources of the PMR Efimy Koval said that there are 22 open-cast mines in the republic. 12 more may be opened in the future. 37% increase in mineral production was observed last year. The minister recalled that this type of activity is classified as licensed. The right to use the subsoil is granted on a competitive basis according to the results of the tender. Efimy Koval emphasized that donation of certain percentage of mined minerals to the state administration that directs these resources to improve the local infrastructure is prerequisite. Some materials are allocated to low-income citizens. The Heads said that business entities do not always fulfill this license requirement: state administrations often receive refusal.
The President after report of the participants of the meeting recalled that mineral resources are the property of the Pridnestrovian people and economic entities receive only a license for mining. Vadim Krasnoselsky emphasized that in case of non-fulfillment of licensing requirements, the granted rights should be denied. He instructed the government to investigate the situation and check the level of compliance with legal requirements. The President considers that access to careers for local authorities should be simplified.
The interlocutors in the course of the meeting discussed other current issues related to the vital activities of cities and regions of the republic. In conclusion, the President focused on the fact that state bodies in their work should be guided by the Development Strategy of the Pridnestrovian Moldavian Republic 2019-2026.
