Investigative Committee of the PMR summed up the work of the department last year

The President, heads of state authorities and ministries, departments and state services took part in the work of the extended meeting of the Investigative Committee of the Pridnestrovian Moldavian Republic. The main final report was voiced by the Chairman of the PMR Investigative Committee Vyacheslav Brynzar. He said that 168 people are serving in the committee. The team is quite young - the average age of employees is 35 years. The number of investigators decreased by 10 people over the year, but this did not prevent from carrying out a larger amount of work (+ 13% compared with 2017). Work on 2145 cases was completed. The head of department announced digital indicators related to the involvement and exemption of citizens from criminal responsibility, spoke about the reduction in the number of detainees and the increase in the percentage of cases of imprisonment of citizens. In general, according to Vyacheslav Brynzar the crime rate in the republic decreased by 12.4%. Less killings. 95.7% of especially serious crimes are solved. The head of the department elaborated on the most high-profile cases. He said that a significant amount of work is connected with the study of materials on the crimes of past years. He focused on the results of activities to identify corruption offenses. He mentioned crimes committed against minors. A separate line highlighted cases related to inadequate medical care. He told about the revealed crimes committed by the investigating authorities. According to the Chairman of the Investigative Committee of the PMR, 157 official inspections were conducted in 2018, 71 of which were carried out in response to acts received from the bodies of the Prosecutor’s Office of the PMR. He voiced the names of well-known and most distinguished professional specialists of the PMR Investigative Committee. The high level of the interactions of the committee with other departments - the Ministry of Internal Affairs, the Ministry of State Security, the State Customs Committee, the Prosecutor's Office, and the tax services were noticed. The head of the committee told about the contact with the citizens of the republic: for the year the PMR Investigative Committee received1205 appeals; at the personal reception, the chairman received 10 people with personal matter, his deputies received 14, 179 Pridnestrovians communicated with the leadership of the territorial units.

Speaking about budget revenues related to the results of the activities of the Investigative Committee, Vyacheslav Brynzar said that in 2018 the state treasury was replenished with 221 million rubles (taxes collected, fines, etc.).

As for personnel: currently there are 32 vacancies, the committee needs 22 more investigators. Theoretical studies are conducted systematically, and certification for compliance with the position to improve the level of professionalism of employees. Last year, 20 people attended advanced training courses based on Juridical Institute in Tiraspol. This will continue this year: classes will begin in this month.

Focusing on current tasks, the Chairman of the Investigative Committee of the Pridnestrovian Moldavian Republic reported that the priority areas of activity is prompt investigation of crimes, reduction of term, improvement in quality of case investigation, ensuring the rule of law during pre-investigation checks.

Evaluating the work of the Investigative Committee for the year, the Prosecutor of the PMR recalled that the 2018 was transitional. The reorganization, during which the functions and powers of the two departments were redistributed, went smoothly and efficiently, said Anatoly Guretsky. He called the corrections positive, emphasizing that the system of checks and balances was strengthened. According to the PMR Prosecutor an important aspect is the personal involvement of the heads of departments in resolving current issues. Anatoly Guretsky called alarming the situation with a large number of facts of disciplinary offenses on the part of investigative officials. In addition, he drew attention to the uneven burden on professionals. Another point that the Prosecutor of the PMR paid attention to is the expediency of involving representatives of the Central Office of the Investigative Committee in the investigation of the most complex and resonant cases.

The PMR Minister of the Interior voiced his vision of the situation. Ruslan Mova spoke about both positive and negative aspects. He considers the interaction of the departments productive, and noted that during the year there were a large number of cases of refusal by the staff of the PMR Investigative Committee to go on call. Another point that complicates the work, according to the minister, is the non-admission of militia officers to attend the interrogation. Ruslan Mova marked the problem of loss of evidence, which turned out to be extremely relevant in the past year.

Vyacheslav Brynzar assured that all the facts sounded by the Prosecutor of the PMR and the Minister of the Interior will be checked and measures will be taken. As for the evidence base, then, according to the Chairman of the Investigative Committee, a complete inventory of material evidence was made, and the corresponding logs were established.

Summing up, the PMR President Vadim Krasnoselsky called the criticism justified, noting that such an exchange of information and opinions is nothing more than a working moment aimed at improving the work of the department. The head of state welcomes the dividing the spheres of activity, functions and powers of the Investigative Committee and the prosecution authorities. Vadim Krasnoselsky noted that he positively assesses interagency cooperation, but supposes that it should be strengthened through the holding of weekly joint meetings. The system dialogue will allow to quickly remove many issues from the agenda, the President is sure. Commenting on the situation with a large number of facts that the employees of the IC did not leave the place of the incident, the President urged to get away from the practice of clarifying the fact over the phone, and it is imperative to respond to the call and decide on the spot whether further involvement of the investigator is necessary.

Speaking about the need for continuous professional growth, the President recalled that the investigative authorities should attend annual courses. In addition, Vadim Krasnoselsky considers expedient additional training of specialists in areas. The President said that specialization of investigators, depending on the category of crimes being investigated, will improve the quality of their work.

In the opinion of the President, the healthcare sphere requires increased attention. On the instructions of the President, the object of the investigation of the investigating authorities is each death of a minor, as well as a mother and baby during childbirth.

Following the extended meeting of the Investigative Committee, the President gave a number of recommendations and current instructions. He expressed his gratitude to the staff for the work, noting that he knows its essence. Vadim Krasnoselsky emphasized that today all the conditions for productive service have been created, he called on every specialist to improve himself and be able to hear his colleagues.
