Tiraspol, 27 June. /Novosti Pridnestrovya/. The heads of the parliamentary committees expressed their opinion on the government's performance over the past year. The MPs not only announced the positive aspects but also pointed out the shortcomings.
The chairman of the committee on agriculture, transport, construction, natural resources and ecology Oleg Leontyev considered it necessary to include information on the state policy in the field of construction and road facilities in the report. The prime minister recalled the government's initiatives in this sphere, the transformation of road management departments into joint stock companies by analogy with Belarus.
"It is this system that is adopted in most countries of the world, provides an effective and transparent approach following the example of Moldovan Steel Works, where it is not easy to withdraw money with an adequate board of directors and the audit commission. This was proved in practice," added Alexander Martynov. The president approved the initiative. However, the parliamentarians did not back that idea. The theme of the road industry will be raised at a meeting with the head of state with the involvement of representatives of the executive and legislative branches.
The head of the committee on social policy, health, labour, family and childhood, Sergey Cheban, stated that the government had coped with ensuring its social obligations the previous year. In 2017, the government did not pay enough attention to the purchase of wheelchairs. This year they will be purchased at the expense of the state budget.
The MP pointed to an increase in the number of benefit recipients for children from low-income families. "And there are about 500 families in 1,300 people. We did not see it from year to year," Sergey Cheban added. He particularly focused on the healthcare sector. In his opinion, the guaranteed list of medical services provided to citizens free of charge should be reviewed. Legal regulation in this area would relieve tension between doctors and the population, Sergey Cheban believes.
The chairperson of the committee on legislation, law enforcement, defence, security, peacekeeping, protection of citizens' rights and freedoms, Galina Antyufeyeva, emphasized that such a thorough analysis of the prime minister's report had not been conducted yet. She pointed to a large number of adopted laws over the past year, the implementation of which is impossible without adopting regulations that are yet to be finalized.
Summing up the report, the president stressed that both branches of power are based on the three principles of state development: political stability, economic self-sufficiency and social justice.
The head of state dwelt in detail on some aspects. According to Vadim Krasnoselsky, there is a need to work out a healthcare development program. It should be associated with the country's eight-year development programme, which should be presented by the government by autumn.
Speaking about the Capital Investment Fund, the president emphasized that the idea of its creation belongs to Alexander Martynov.
"Those 150 school, preschool and healthcare institutions will be renovated this year. This is a great breakthrough," Vadim Krasnoselsky believes. The president sees it necessary to expand the program and includes cultural and sports facilities in it.
Special attention was paid the theme of geodesy, the government's press service reports.
"It is only through joint work that we can develop that domestic political stability and burnish the internal mechanisms of state administration. And, of course, this should all be directed at people and [done] for people's sake. I think that together we will achieve good results," concluded Vadim Krasnoselsky.
The government's report was approved by the parliament. Its final version must pass the second reading.
