SPAPP: stable foreign exchange market will allow entrepreneurship to develop

The head of the Union of Industrialists, Agrarians and Entrepreneurs (SPAPP) of Pridnestrovie, Yury Cheban, has outlined the problems and challenges facing the business community

Tiraspol, 15 March. /Novosti Pridnestrovya/. To stabilise the situation in the foreign exchange market is the priority measure which will allow entrepreneurship to develop, said the vice president of the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie, Yury Cheban, during a meeting with the business community.

He noted it is the first time that the Year of the Entrepreneur has been proclaimed in Pridnestrovie and expressed hope that it is the year 2017 that will start a big consolidation process between the government and business.

«We must minimise the costs, challenges and barriers that exist in our country. Since 2013 we have been at the epicentre of devaluation processes. Our industry and especially export-driven enterprises have incurred huge costs. This issue is very important for individual businessmen as well, especially for those who are engaged in trade and procurement activities," explained Cheban.

According to him, the government should change its attitude towards business, and one of the first steps in this respect may be the so-called «administrative guillotine», i.e. the regional commission on state deregulation. The main task of the commission is to reduce the normative terms of providing state and municipal services

«It is necessary to involve the business community in elaborating the so-called law on regulatory policy in the sphere of business activities and services," added Cheban.

As for the task set by the government to increase exports of Pridnestrovian products to the Russian Federation, there was a need to address domestic issues, among which is the lack of a system of technical regulation, he noted.

«A technical regulation law has long been overdue. These issues are related to certification, accreditation by the relevant bodies. In this regard, we are still at the pre-historic level — I mean the contemporary history," said Yury Cheban.

It was noted during the meeting that an anti-crisis programme is successfully applied to light and cable industries today. The Union believes, in the meantime, it would be appropriate to take a systemic approach to the implementation of similar measures in the sphere of construction and transport, as well as in agro-industrial complex.
