Pridnestrovian experts take a skeptical approach to an initiative of RM president concerning the work of PMR representatives in the Moldovan parliament

Ilya Galinsky considers that Dodon's proposal is a populist appeal, and Svetlana Osipova doesn't see any political and legal background for realization of this step

Tiraspol, March 3. /Novosti Pridnestrovya/. The Pridnestrovian experts take a skeptical approach to an initiative of RM president concerning the work of PMR representatives in the Moldovan parliament. According to the Pridnestrovian scientist, the head of the Political Science and Political Management Department of the Social Sciences Faculty of the Pridnestrovian State University Ilya Galinsky, the statement of the Moldovan president Igor Dodon concerning the presence of Pridnestrovian representatives in the Moldovan parliament is aimed at inclusion of PMR into the structure of Moldova, and it is a populist appeal.

«An offer voiced by Igor Dodon is a mere populist appeal… We Pridnestrovians have our own state, and our citizens participate in its development, but not [in the development] of the Republic of Moldova. I believe that in this way they try to involve Pridnestrovie in the reintegration process," the scientist noted in the interview to Novosti Pridnestrovya.

According to Ilya Galinsky, participation of the Pridnestrovian representatives in the work of the Moldovan parliament would mean disregard of the Referendum 2006 results when more than 90% of voters supported the republic independence.

At the same time, according to the expert, even if the Pridnestrovian side supports the proposal of the Moldovan president, it will be rather difficult to implement it in practice because the RM is a parliamentary state and Dodon's supporters have no absolute majority in the supreme legislative body of the country.

«Even if we assume that a miracle will happen and Pridnestrovians will be able to work in the Moldovan this work won't do any good to Pridnestrovie, because several MPs in the parliament cannot solve literally anything. Here is an example: Dodon's parliamentary party which numbers several dozens of people, but it is powerless against the pro-Western parliamentary majority," the expert added.

According to Ilya Galinsky, making similar statements, Igor Dodon just also aims at strengthening of his own political positions. «Dodon plays a role of a so-called 'people's rebel' today, criticizing everything hoping to dump this power and become a 'national dictator' himself. All appeals and means are good for this," — the political scientist says.

The Philosophy Doctor, the Associate Professor of the Political Science and Political Management Department of the Social Sciences Faculty of the Pridnestrovian State University Svetlana Osipova considers that the offer voiced by the Moldovan president can be quite sincere, however hardly accomplishable in practice.

«There are words which produce actions, there are words equal to action and there are just words … The declaration of the Moldovan president Igor Dodon about his desire 'to provide a possibility of presence of Pridnestrovian citizens at parliament' refer, in my opinion, to the last statement. At the same time, it can be quite sincere," the expert states.

According to Svetlana Osipova, a kind of the Igor Dodon's initiative is declarative, and today there is no political and legal background and mechanisms for its implementation.

«Pridnestrovie successfully provides internal sovereignty: the supremacy of the government and really working legislation in all territory of the PMR. What will the Pridnestrovian representatives do in the legislature of the neighboring country? Develop and adopt its laws which don't extend to the Pridnestrovian jurisdiction?! What is the political and legal sense of such representation?» the political scientist asks.

The Pridnestrovian expert in the field of policy and international relations, previously the ex Foreign Affairs Minister of the PMR Vladimir Yastrebchak noted in his interview to Novosti Pridnestrovya previously that today it would be better to improve the relations between the parliaments of two countries and not to represent Pridnestrovians within the legislative body of the RM or some common authority. There is already a legal basis for such interaction — it is a cooperation agreement between the Moldovan parliament and the Supreme Council of the PMR which was reached in 2000.
