Monthly payments of Russian humanitarian aid discussed in Supreme Council

Tiraspol, 18 May. /Novosti Pridnestrovya/. Today, at a plenary session of the parliament, MPs continued discussing the situation with monthly payments of Russia's humanitarian aid. The corresponding request, accusing the executive authorities of applying a selective approach in determining groups of pensioners who receive additional monthly payments, had been submitted by deputies Oleg Petrik and Alexander Korshunov. It was pointed out that the regulations on the procedure of making such payments do not apply to pensioners who have chosen to receive Russia-funded pensions.

This problem had been discussed at the previous meeting, and today the chair of the government, Pavel Prokudin, presented additional information on this issue.

He recalled that additional monthly humanitarian aid sponsored by Russia is paid pursuant to the government's decree of 10 July 2012. The same approach to categories of pensioners was earlier determined by Decree of the Supreme Council No. 2978 of 24 February 2010 «On peculiarities of the distribution of the humanitarian assistance supplied by Russia to the PMR, which is transferred to the accounts of the Government of the PMR in 2012−2016, and procedures ensuring control over its spending».

«The above mentioned legal acts cover all persons receiving pensions pursuant to the legislation of the Prednistrovian Moldavian Republic. The exceptions are those who receive retirement pensions in compliance with the laws 'On state pension provision of persons who served in the army, law enforcement agencies, correctional facilities, tax and customs bodies and their families', 'On pension provision of prosecution employees and their families', those who are under established retirement age, who are on military service or conduct entrepreneurial or other paid activities," reads the prime minister's response.

«I want to note one more time that no other selective approach to pensioners receiving monthly humanitarian aid provided by Russia has been established," underscored Pavel Prokudin.

He recalled, at the same time, that in case the payment of pension is discontinued pursuant to the PMR's legislation (regardless of the reason), Russian assistance is not paid either in view of the absence of legal foundations.

«The foundations for the discontinuance of paying pensions are established by the law 'On state pension provision of citizens in the Pridnestrovian Moldavian Republic'; the reasons for the discontinuance of paying pensions from the Unified State Fund of Social Security, besides deceased pensioners, are not registered," the document underscores.

The discussion of the prime minister's response to lawmakers' request continued behind the closed doors.
