Yevgeny Shevchuk appreciates prosecutor's office's immediacy of response to citizens' requests

The president took part in a board meeting of the prosecutor's office

Tiraspol, 12 February. /Novosti Pridnestrovya"/. Today the conference hall of the Tiraspol State Administration hosted a board meeting of Pridnestrovie's prosecutor's office, dedicated to the agency's performance in 2015. The president, who took part in the meeting, commended the work of prosecution bodies, focusing on the protection of citizens' violated labour rights.

«I want to highlight the increased immediacy of response by the prosecutor's office to citizens' requests in case of the infringement of their labour rights. This work was intensified in 2015. There are positive trends. That's why I'd like to thank the staff of the prosecutor's office for their work," said Yevgeny Shevchuk.

As was noted at the board meeting, complaints about violations of the labour legislation form a large proportion of citizens' requests to the prosecutor's office. Out of 4,430 violations revealed during supervision activities, 831 are violations of the labour legislation. These chiefly refer to delay in payment or late payment of wages. There were 1,229 cases of this category in the executory process last year at an amount of 13 million roubles, of which 5.5 million has already been paid off. The management of 16 organisations were called for administrative account.

With regard to the prosecutor's office's current problems, the president emphasised the necessity of upgrading prosecution officers' skills. «Today many public offices lack for highly skilled personnel due to low salaries," said Yevgeny Shevchuk. In this connection the president highlighted the need to enhance the qualification of the prosecutor's office's personnel, probably together with Investigation Committee officers, abroad or in Pridnestrovie with the involvement of foreign specialists. «We should restore what we used to have," said the head of state.

The president also answered prosecution officers' questions about the country's socio-economic situation.

«What is going on in the regional and global economy looks more like battlefield reports," said Yevgeny Shevchuk. «According to our forecasts, which have been double-checked and confirmed by foreign specialists, and as shown by external trends, the year of 2016 will be, unfortunately, more difficult than 2015. Among these trends are lower demand for our products, Ukraine's lower solvency, the devaluation of currencies, lower competitive power of our goods in foreign markets, our enterprises' reliance on state subsidies. Almost all former state-run enterprises, which have been privatised, have been receiving governmental subsidies since 2003−2004. Over this period private enterprises have been granted over $2 billion in subsidies, including reduced power supply tariffs at an amount of $600 million.»

The president also underscored: «At the same time, we have had certain achievements in planning money circulation and concluding certain contracts in proper time. In four years we have managed to maintain the exchange rate of our currency and prevent the level of pensions and salaries from dropping due to devaluation, as it happens in other countries. Economic trends will become evident in the 2−4th quarters of this year. This was discussed in more details at the meeting of the Security Council and, pursuant to the president's decree, instructions were given to public authorities to minimise negative implications. The main stimulus is new ideas, new proposals in the sphere of economic regulation. This is why I am calling on all economic players to submit their proposals to the government.»

Among the problems Pridnestrovie may face soon the president particularly mentioned a continuation of electric power supply to Moldova.

«Even big countries, possessing considerable monetary resources, instruments for receiving international assistance and more reasonable conditions for foreign economic activities, are in a tougher situation than is the Pridnestrovian Moldavian Republic today," concluded the president.
