Tiraspol, 10 February. /Novosti Pridnestrovya/. During today's session the Supreme Council has considered amendments to the constitution as well as to the laws «On the government of the Pridnestrovian Moldavian Republic» and «On regulations of the Supreme Council». The amendments provide for a 30-day period within which the government should submit reports on the draft laws increasing approved budget expenditures and decreasing budget revenues.
In particular, it is suggested the parliament will have the right to pass laws without the government's report.
What has motivated the authors of the amendments is the protracted consideration of 29 draft laws, on which the government has not submitted reports yet.
The government's representative to the Supreme Council, Alexander Kisnichan, highlighted the number of bills before the parliament which have not been considered for years. In particular, at the last session lawmakers rejected anti-corruption bills submitted to the Supreme Council back in 2009. Besides, the amendments under discussion were also submitted almost a year ago.
According to Alexander Kisnichan, introducing these amendments to the constitution will launch a new mechanism of making decisions, which contradicts the principle of separation of powers.
«The constitution is not the document to be amended every week. We should enhance the legal base, but we cannot revise the constitution just to please someone's short-term interests," he said.
In the course of the discussion it was also pointed out that the government as the superior executive authority possesses complete, accurate and timely information, which, if its opinion is not taken into account, may negatively influence the process of lawmaking.
According to the head of the corresponding Supreme Council committee, Galina Antyfeyeva, the passage of these amendments will discipline both lawmakers and government representatives.
«This law should be approved so that everyone has not only rights, but also obligations," she underscored.
«Let's act with integrity — we'll finalise the document and give a complex approach to this issue. There are more than 200 bills before the Supreme Council which are over a year and a half old. As for the discipline, let's show consistency to all participants of the process," responded Alexander Kisnichan.
Despite a negative report by the president and the government, the amendments were passed in first reading.
