Today Kishinev's OSCE office hosted a meeting of the expert groups on transport development and road facilities with the involvement of the chief negotiators of Moldova and Pridnestrovie.
The sides were expected to finally agree upon and approve the framework mechanism of cooperation between insurance companies from Pridenstrovie and Moldova on agreements on the compulsory insurance of the civil liability of vehicle owners. However, the talks, which lasted for nearly 3 hours, were not successful.
We recall that subject matter experts, together with insurers from Pridnestrovie and Moldova, discussed the issue on 24 April in Tiraspol and 6 May in Kishinev and managed to agree upon the majority of the provisions of the framework mechanism.
According to the protocol resolution, signed on 10 April in Tiraspol by Pridnestrovian President Yevgeniy Shevchuk and Moldova's Prime Minister Chiril Gaburici, the framework mechanism shall be approved before 10 May 2015.
According to Pridnestrovie's Minister of Foreign Affairs Nina Shtanski, the framework mechanism has been drafted and approved today. The Pridnestrovian side has signed the document, but Moldova's representatives have failed to sign it.
«The Moldovan side has faced difficulties in implementing Provision 4 of the protocol solution, which provides for the signing of the framework mechanism by insurers. None of them has signed the document today. We expect the Moldovan side will carry out additional work, and Moldova’s insurance company will sign the mechanism. Only after that can we say when the mechanism will come into effect and how efficient it will be," said Pridnestrovie's foreign minister.
It is still unclear if the moratorium on the demand of Pridnestrovian-style insurance policies from the vehicle owners registered in Moldova will be prolonged after 10 May. «This issue is to be discussed with Pridnestrovie's leadership," said Nina Shtanski.
It is remarkable that Moldova's chief negotiator, Victor Osipov, who was the first to come to the press after the meeting, said that the framework mechanism of mutual auto insurance had been approved and it remained only for insurance companies to sign the document. According to him, «the policy would come into force since 1 July 2015.»
