Bill vesting Supreme Council with a decision-making authority without Governmental resolution recommended for the second reading

Tiraspol, 29 March. /Novosti Pridnestrovya/. A bill obliging the executive bodies of power to submit their resolution to the legislative initiatives within 30-day period was considered at the session of the Committee on legislation, law enforcement authorities, defense, security, peacekeeping, protection of the rights and freedoms of citizens. Otherwise, according to the draft, the decision can also be made without regard to the Government. It concerns the offers increasing the approved budgetary expenses or reducing the budget revenue.

It's important to remind that the relevant initiative was approved in the first reading on February 10 of this year. 

In turn, the Government representatives emphasized repeatedly that the relevant amendments to the Constitution introduce a new decision-making mechanism discord with the principle of separation of powers.

"If this being so, it impacts the Government, but it doesn't impact the legislative power. Where is equality of bodies within the legislative process?" – the Plenipotentiary of the Government Alexander Kisnichan complained.

He and the Plenipotentiary of the President Vladimir Bodnar gave examples when the bills submitted to the Supreme Council aren't considered for years.

Alexander Kisnichan offered some rule to counterbalance the branches of the power in this matter.

"It is offered to adopt an amendment obliging the Supreme Council to consider a legislative initiative in 60-day period, otherwise it becomes a law at once," the representative of the Government offered. 

As a result, it was recommended to adopt this bill at the session of the Supreme Council in the second reading.
