2022 is the year of the 20th anniversary of the PMR Accounts Chamber. The law on this controlling body was adopted and signed in 2002 after the constitutional reform in the republic. This is if we talk about the modern history of the department in its current form. The State Control Committee functioned in the 90s of the last century. There was a similar state body prior to that in the Soviet period, but it was called the People's Control Committee unlike the Pridnestrovian one. If we analyze the history of the department even deeper, then it is worth mentioning as one of the predecessors of the current Accounts Chamber and the Chamber College of Peter the Great. All these milestones in the formation of the mechanism of state control in the field of finance were recalled today during a solemn meeting dedicated to the 20th anniversary of the Accounts Chamber of the PMR. The event was held in the Great Hall of the Palace of the Republic. The PMR President Vadim Krasnoselsky took part in it.
A report on the results of two decades of functioning of the Accounts Chamber of the Pridnestrovian Moldavian Republic was made by its Head Svetlana Izmestyeva. She spoke about the main principles of the activities of the supervisory body and the tasks performed, emphasizing that their number has increased along with the expansion of the powers of the Accounts Chamber. They include participation in the budget process, management of state property, analysis and control of pricing, verification of the financial and economic activities of the Central Bank, state and municipal organizations, control in the sphere of procurement, as well as the use of funds received as housing fees and utility bills. “The tasks and functions assigned by the current legislation to the Accounts Chamber make it one of the key elements of the system of public control over the spending of national resources, as well as a tool for harmonizing short-term socio-economic decisions with the long-term interests of society and the strategic goals of social development. The Law to a greater extent reflects modern realities and corresponds to the trends in the development of state control today,” emphasized the Chairman of the PMR Accounts Chamber. She focused on the practical results of the activities of the state control body headed by her. Numerical indicators were named. 7300 objects have been covered by control measures over 20 years, 7600 acts and conclusions have been drawn up, 450 million rubles have been returned to the budgets of various levels (with the cost of maintaining the department over two decades no more than a quarter of this amount). Svetlana Izmestyeva expressed gratitude to the staff of the Accounts Chamber for their work, and to representatives of other state authorities and administrations, structures and institutions for consolidated cooperation and understanding of the importance of the institution of financial control.
The PMR President addressed the veterans and employees of the Accounts Chamber of the Pridnestrovian Moldavian Republic with words of congratulations and gratitude. Vadim Krasnoselsky emphasized that it is impossible to imagine an effective state system without financial control. The President spoke about the contribution of the Accounts Chamber to the fight against corruption. The President focused on the expediency of strengthening and intensifying parliamentary control, an important tool of which is the activities of the Accounts Chamber.
The President thanked the personnel and presented orders and medals to the most distinguished employees of the Accounts Chamber of the Pridnestrovian Moldavian Republic. Veterans of the State Financial Control Service received souvenirs on the occasion of the departmental anniversary.
