The topics raised at the recent meeting of Vadim Krasnoselsky with Grigoriopol deputies were discussed in the course of the meeting of the PMR President with the heads of state authorities and local government of the republic. For example, they talked about rapeseed fields near settlements. Citizens complain about seasonal invasions of the rapeseed midge that causes an allergic reaction, according to their observations. Vadim Krasnoselsky addressed the question to the Head of the Ministry of Agriculture. According to Oleg Diligul, scientists do not confirm the presence of negative factors associated with the flowering of rapeseed that harm the health of citizens, as well as soil fertility. The minister recalled at the same time the legal framework of the republic provides for limiting the distance between the settlement and the rapeseed field – at least 500 meters. Such a restriction was established at one time on behalf of the President. The fulfillment of the requirement is controlled by specialized services.

Another problematic topic is the landfill for municipal solid waste in the village of Malaeshty, Grigoriopol district. The essence of citizens' claims: the solid waste landfill is overfilled, and garbage is carried around the district in windy weather, in particular polyethylene products. The mayor of the capital, Oleg Dovgopol, reported on this issue, since municipal solid waste is transported from the capital and stored at the Malaeshty solid waste landfill, which is on the balance sheet of the municipal unitary enterprise "Spetsavtokhozyaystvo Tiraspol". The area of the object is 4.35 hectares. It was put into operation in stages, increasing the territory. The second stage assumed initially the use of the solid waste landfill in 2016-2020. The launch of the sorting line in 2017 made it possible to significantly increase the period of effective use. The landfill is overfilled today, the height of the compacted waste significantly exceeds the standard. A two-meter fence was built in 2021, but it does not keep garbage within the solid waste landfill during strong winds, the speaker stated. March and February are the most problematic months from this point of view, said Oleg Dovgopol. The issue of building the third stage of the landfill is urgent. The project has been developed. The implementation requires large financial resources. The source will be determined in the near future: a thematic meeting is planned. Oleg Dovgopol informed at the same time that two specialized bulldozers are constantly working there. The sanitary condition of the air is constantly monitored by specialists in the field of environmental protection. No violations were found. The use of technology for pouring, compacting and watering does not allow ignition of garbage. The notorious packages are collected. For example, a team of 28 workers from a special vehicle fleet was involved in cleaning the area around the Malaeshty solid waste landfill on March 11 and 12, but new gusts of wind nullified the result of their work. Unauthorized dumps around the solid waste landfill are a serious problem. It is necessary to organize the process of waste disposal. A tender was held for the purchase of waste incinerators. They are made in the neighboring republic. It was decided to begin with to buy one, test it, and if the effectiveness is confirmed, to purchase about two dozen units of such equipment in the future. The municipal unitary enterprise “Spetsavtokhozistvo” plans in addition to buy a crusher for grinding and a device for pressing waste that cannot be sorted. The updated legislation allows the company to take a preferential loan from the State Reserve Fund for these purposes.

The meeting participants discussed the issue of using sand, gravel, crushed stone and other construction minerals mined in Pridnestrovie for municipal needs. The President instructed to hold a meeting and determine for each locality a quarry from which local authorities will receive certain resources for current municipal needs. Another problematic aspect is the operation of roads by trucks carrying sand and gravel, etc. Complaints are received from residents of many villages including Krasnogorka that heavy trucks move around settlements, making the roadway worthless. A loaded car weight limit of 12 tons was introduced as a preventive measure. They noted at the meeting that drivers ignore the requirement in areas not controlled by law enforcement officers. In addition, this measure is rendered ineffective by the amount of penalties – 182 rubles. Vadim Krasnoselsky considers that administrative responsibility should be strengthened – the size of the fine should be significantly increased. The Ministry of Internal Affairs will prepare the relevant legislative initiative. The PMR President considers it expedient to extend the restriction related to the axle load of large-capacity vehicles to all roads of the republic – without reference to specific sections, and to enshrine this rule in law.

They talked in the course of the working discussion about the mechanism for providing rural residents with medicines. Lack of pharmacies is a problem for many villages and settlements. A small population and a small turnover make this area unprofitable and unattractive for commercial pharmaceutical companies. There was a proposal to organize pharmaceutical stations on the basis of local rural outpatient clinics or feldsher-obstetric stations and involve employees of these medical institutions in the process of selling medicines. Another proposed support measure is the exemption of rural pharmacies from paying rent and making utility bills. The Government will work on the issue and present conclusions and proposals by the end of this month.

As part of the execution of presidential instructions, the issue of providing private households in some villages of the Grigoriopol region with irrigation water is also being worked out. There is a water supply coming from the Dniester in Bychok. The "Bychok" pumping station has recently been reconstructed. Local residents talk about the desire to connect to the system of centralized supply of river water to household plots. There were cases of unauthorized connection. The Ministry of Agriculture offers subscribers to do this officially by installing water consumption meters and paying the appropriate fee.

An important topic that required detailed discussion is the provision of educational institutions with employees of catering units. Vadim Krasnoselsky requested information from the Ministry of Education, asked the heads of state administrations about the state of affairs in this area in each city and district. Minister of Education Svetlana Ivanishina reported on the current standards – the ratio of the number of staff units of cooks, kitchen workers, storekeepers and the number of children receiving hot meals in school and kindergarten canteens. For example, if less than a hundred children eat at school, then a half-time cook is provided, and if from 651 to 1650, then two rates. Kindergartens are based on the number of groups: 10-14 groups – one chef and two cooks, more groups – plus 0.25 rates for each. Practice shows that such norms do not allow rationally distributing the workload on specialists. As a result, many educational institutions are left without kitchen workers. The Government was instructed to study the issues, revise the standards, and propose additional measures to attract specialists in this sphere.
