The President, heads of state authorities and administration, ministries and departments, parliamentarians representing the interests of the residents of the Dubossary district in the legislature, the Chairman of the city district council heard today the report of the Head of the State Administration of Dubossary district and Dubossary on the work done in 2022.
Ruslan Chaban said that the population of the district he headed was 30240 people at the end of the reporting period. Three quarters are city dwellers, onequarter is rural dwellers. Migration growth for the year is 49 people. 193 children were born, 466 people died. 114 marriages and 91 divorces were registered.
The Head of the district focused on close interaction with the public. 1417 appeals were received by the administration during the year. In addition, there is a heading "Active Citizen" on the official website of the state administration with the help of which residents can indicate their wishes and proposals related to the improvement of settlements, solving current problems related to the life of the area, total of 18 sections in different directions.
The district treasury received 132.5 million rubles from various sources, 96 million of which were its own income, and spent almost 142 million. 68% - expenses related to the financing of socially protected items. 89.7 million - salaries of state employees, 5 million spent on the purchase of food, a million for the maintenance of children under guardianship (guardianship), more than six hundred thousand for the maintenance of orphanages and correctional institutions.
The business community of the Dubossary district is represented by 607 legal entities and 1818 individual entrepreneurs. Industrial products were produced (excluding small businesses) for 311.7 million rubles (87.9% of the figure for 2021). Three enterprises increased production, four showed a decline.
The agro-industrial complex of the Dubossary district is represented by one and a half hundred agricultural producers (17 more than a year earlier). 21000 hectares of land were sown in 2022. The Head spoke about the harvest of various crops. He focused on the results of activities in the livestock industry.
There are, according to the speaker, progress in the area of housing and communal services. The investment program of the State Unitary Enterprise "Water Supply and Sanitation" for the year covered the villages of Koikovo, Rogi, Dzerzhinskoye, as well as several city streets. Accidents damage control was recorded in 447 cases during the year on the networks of external water supply and 265 - on the sewer system. Intra-house water supply networks were urgently repaired 188 times, sewerage – 27 times. Unified electrical distribution networks reconstructed more than nine kilometers of overhead power lines, eight kilometers of lines with insulated wires. New transformer substations were installed and existing transformer substations were updated.
Municipal housing fund includes 167 houses. The Dubossary Department of Housing and Communal Services in 2022 overhauled the roofs of 13 houses. In addition, work continues to replace windows and entrance doors of apartment buildings. Ruslan Chaban emphasized that it has been actively conducted since 2017. The current repair of 60 high-rise buildings was carried out in the reporting period.
Residents of the district actively participated in the improvement and gardening of settlements. 3253 seedlings were planted during environmental campaigns and community work days. 668 emergency trees were cut down. The ratio of liquidated and rooted units is 1 to 5, Ruslan Chaban emphasized. Three wells were reconstructed in the reporting year. Bicycle parking facility are being considered.
The territories of two preschool educational institutions – "Rainbow" and "Golden Cockerel" were landscaped under the program of the Capital Investment Fund. The roof was replaced, a drainage system was installed, a warm veranda and new shade canopies were built in the Lastochka kindergarten. A large amount of work worth more than 6.3 million rubles was carried out at the Stelutsa Child Development Center. A major overhaul of the premises of a sports institution for people with special needs of life was carried out. The hall was transferred to the jurisdiction of the Republican Rehabilitation Center, which now has a branch in Dubossary (similar ones operate in Tiraspol, Bendery, Rybnitsa). 2.7 million rubles were allocated to repair the roof and replace the window blocks of three buildings of the industrial technical school. The landscaping of the Power Engineers Park is underway.
At the expense of municipal target programs, the infrastructure of the children's youth sports school of the Olympic reserve of rowing and the building of the Public Education Department (the object is more than 100 years old) are being put in order.
Ruslan Chaban, speaking about road works, emphasized that in areas covered with asphalt, only patching is carried out. As part of the overhaul, the emphasis is on converting the coating into cement concrete. Five new sites were built with a total area of 17 thousand square meters during the year (costs of 7.8 million rubles). Sidewalks are covered with tiles of domestic production. Improvement of parking lots, stopping points is underway.
Speaking about the social support of citizens, the Head of the district said that they provided five preferential loans to young families for the purchase of housing during the year. 28 certificates were issued for receiving subsidies to pay off credit obligations during the period of the target program. Two orphans and two defenders of Pridnestrovie acquired their own housing within the framework of state programs in the reporting year. Representatives of preferential categories of citizens are provided with 4 rooms in hostels. Material assistance was allocated for a total amount of about three hundred thousand rubles. According to a specially adopted program, medical assistance is provided to disabled children.
The Head devoted part of the report to the sphere of education. According to him, 4072 children are covered by education and upbringing in the region, these are 2808 students and 1264 preschool children. There were 1941 students in schools with the Russian language of instruction, 369 with the Moldovan language, 498 young residents of the Dubossary district attended Russian-Moldovan schools in 2022. Ruslan Chaban drew attention to the organized delivery of children from some villages to educational institutions. Seven buses have been allocated for these purposes. Hot meals are provided to 1685 schoolchildren (635 of them are beneficiaries) and 1360 kindergarten pupils (600 are on preferential terms). 1327 people visited additional education institutions, 725 sports institutions in the reporting period.
The sphere of culture is represented in the district by 38 institutions. Their teams organized and held 2087 events during the year. The Head of the district recalled that the New Year tree of Dubossary has been recognized as the most beautiful in the republic for the second year in a row.
The participants of the meeting addressed a number of questions to Ruslan Chaban related to the organization and provision of the district's life after listening to the information prepared by the speaker. The results were summed up by the President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky. Such organizing the removal of solid domestic waste from villages, establishing a mechanism for concluding contracts with organizations providing this service, using economical Pridnestrovian-made street lighting devices, and solving existing problems in the field of public transport were highlighted as areas requiring increased attention. Noting that the staff of the Dubossary state administration worked fruitfully for a year in general, Vadim Krasnoselsky noted that the roughness and shortcomings were of a point nature in relation to the performance discipline, and the systemic nature of the problem can be traced in the administrative and organizational plan. The President instructed the government to provide methodological assistance to the Dubossary state administration.
The work of the State Administration of Dubossary district and Dubossary was recognized as satisfactory. Tasks were set for the near future and for the current year as a whole.
