The PMR President held a meeting on the results of the inspection to the penitentiary institutions

The President held a meeting on issues raised during his recent inspection of the penitentiary institution 2. The visit to the penitentiary institution was related to the repair and construction work at the facility under the state capital investment program. Vadim Krasnoselsky after inspecting the infrastructure held a meeting with representatives of the special contingent. The prisoners identified problematic aspects, voiced some requests and suggestions. The PMR President gathered a number of officials today for meeting to discuss it. The heads of the Administration of the President of the Pridnestrovian Moldavian Republic, the Ministry of Justice and the State Service for the Execution of Punishments, the Ministry of Internal Affairs, the Ministry of Health, the Supreme Court and the relevant parliamentary committee, as well as the Prosecutor of the Pridnestrovian Moldavian Republic and the Commissioner for Human Rights took part in the working discussion. They talked about progress in the implementation of the orders already given and about the measures to be taken to improve the conditions for citizens to stay in penitentiary institutions. Opening the discussion, Vadim Krasnoselsky emphasized that convicted citizens, being in places of deprivation of liberty, thus expiate the guilt for the crimes committed. At the same time, society and the state should not violate their civil rights that include normal living conditions.

Instructions to diversify the sports equipment of places of detention were given for example to improve sports and playgrounds, purchase sports equipment, and to resume football tournaments between correctional institutions. Regulations for the organization of such events and a mechanism for ensuring security during the movement of convicts are being developed. Aspects related to the transfer of food to prisoners were discussed in the course of the meeting. Parcels should not contain products that require heat treatment and storage at low temperatures today. The Penitentiary Institution must be provided with appropriate equipment in order to lift the ban. The President instructed to form a request for the required number of household appliances – refrigerators and stoves, as well as to develop a legal and regulatory framework that regulates this area from a sanitary and epidemiological point of view. Another topic is the number of parcels, the transfer of which is permitted by law. The current standard is one per month. The meeting participants agreed that the norm can be increased by two. The amount of money allowed for transfer to prisoners will also be increased based on requests from convicts and their relatives. The monthly limit is 300 rubles now. Russian standards are 10 times higher for comparison. It was instructed to revise the restriction in the direction of increasing the limit. The participants of the meeting exchanged views on providing convicts who are in colonies with strict and special regimes with the opportunity to say goodbye to deceased relatives. It is necessary to develop and fix regulations in the legal environment. The proposal to organize a subsidiary farm in the Institution for the penitentiary institution 2 found support. This is also a request from citizens in the Tiraspol penitentiary. The presence of a subsidiary farm will improve the nutrition of prisoners and to a greater extent engage them in labor activities. They discussed issues related to the provision of medical services to convicts. It was in particular about extending the provisions of the "Prevention of viral hepatitis B and C" state target program to persons of this category. The possibility of their examination on specialized medical equipment at the expense of the state budget was discussed. The meeting participants came to the unanimous opinion that citizens deprived of their liberty should not be restricted in this right.
