The President heard a report on the activities of the State Service for Culture and Historical Heritage

The State Service for Culture and Historical Heritage of the Pridnestrovian Moldavian Republic held an expanded meeting. They summed up the activities. The reporting period is 2021. The Speaker is the Head of the department Maria Kyrmyz. The presented information was heard by the President. Heads of various state authorities and administrations took part in the work.

Maria Kyrmyz informed that the total amount of financing for the industry in the reporting year amounted to almost 38 million rubles (with real need of 50 million). 8 million is the income from the provision of paid services (most of it – almost 7 million – earned by the republican film and video center). Nearly 29 million was spent on the payment of wages to cultural workers.

The Head of the civil service said that the department she heads oversees and coordinates the activities of 311 institutions, 117 of them are club-type (92 rural), 23 additional education of artistic and aesthetic orientation, four dozen museums, 123 libraries. The State Council for Culture is responsible for the Palace of the Republic, the theater, cinemas, the Institute of Arts and the Higher Art College. The speaker outlined the main functions, tasks and main activities of the service, spoke about the work to improve the legal framework. It was noted in the reporting period that 39 objects made in the technique of mosaic, painting, stained glass were officially classified as monuments of art. The Head of the civil service noted that 1.3 million rubles were allocated from the Capital Investment Fund for repair and construction work and the purchase of equipment for cultural institutions in 2021. The program included the Pridnestrovian State Art and Local History Museums (Bendery), Drama and Comedy Theater named after Aronetskaya, several Houses of Culture. Maria Kyrmyz focused on the implementation of the "Preservation of immovable objects of cultural heritage of the PMR, requiring urgent repairs" state program. Its operation will be continued in 2022 and 2023. The list has been expanded from 26 to 31 items. The monument to Lenin, the building of the Bendery-1 railway station, the former Flemmer’s dacha with an observation tower, the Bendery Memorial of Military Glory and the Memorial to the Victims of Fascism in Dubossary are included. It is planned this year to pay attention to nine "burning" objects. As for 2021, funds were allocated to put in order four units within the framework of the target program: the monument to Suvorov, the Bendery Fortress Historical Military Memorial Complex, the monument-park named after Rodin and literary-memorial museum of Vershigora. In general, works of different levels were carried out at 15 cultural heritage sites by means of various sources. Maria Kyrmyz recalled that 2178 monuments are under state protection: 234 - history, 72 - urban planning and architecture, 48 - art, 1824 - archeology. Three hundred are in need of cosmetic repairs, 42 are in need of major repairs, 12 units are in disrepair.

The Head of the state service for culture spoke about the activities implemented by the department within the framework of the Equal Opportunities program. She mentioned the state order for 10 paintings painted by artists from among pensioners and people with special needs for the decoration of the capital's building "Republican Sports Rehabilitation and Rehabilitation Center for the Disabled." She told about the installation of ramps and a vertical lift in the Art College in Bendery. The "Tsvetik-Semitsvetik Flower" traditional festival of creativity was held. In general, 329 events were organized during the year for greater cultural and social integration of people with disabilities, in which 2.5 thousand people took part.

Much preparatory work has been carried out as part of the first stage of the creation of the State Museum of History and Local Lore. The stock potential has been studied, thematic and exposition plans have been worked out.

Maria Kyrmyz focused on the fact that the activities of cultural institutions have been significantly adjusted due to pandemic restrictions. Some events had to be abandoned, many were held online. The speaker focused in detail on the work of individual creative teams representing the sphere of professional art. She emphasized that the development of open areas plays an important role in the conditions of quarantine restrictions. The largest are the Park of Alexander Nevsky, the Catherine Park, and Lions Arena. They held 15 concerts, which were attended by 4390 people. Work was carried out to organize and conduct cultural events in rural areas. In general, 4982 events were held in the republic with a total audience coverage of 167143 people during the year. The Palace of the Republic opened its doors to spectators more than a hundred times last year. More than one and a half hundred performances were staged at the theater, seven premieres were prepared for the opening of the 51st theatrical season. The State Art Museum held 283 excursions, 38 lectures and three hundred other events - vernissages, meetings, master classes. The capital cinema organized 4046 screenings. Taking into account the restrictions on attendance, the audience amounted to 116459 spectators.

Maria Kyrmyz spoke about the work of the Center for National Cultures of Pridnestrovie, established in October 2020 as well as the activities of the Educational and Methodological Center for the education and advanced training of specialists in culture and art. Courses were held for 14 groups (236 students). She noted that there are 387.5 staff positions in the system, discussing the topic of staffing. The average age of specialists is 40 years. More than half have over 10 years of experience. 15% are young specialists. In general, personnel indicators are stable. The continuing turnover of staff is associated with a low level of wages, said Maria Kyrmyz. According to her, a third of the staff of cultural institutions is the teaching staff of educational institutions subordinate to the civil service. There are two of them - the Rubinstein Institute of Arts and the Postoykin Art College. 411 students are currently studying. Education is free for most. 338 people studied at the expense of the budget in 2021. Last year, 90 graduates received diplomas (23 with honors). 65 young specialists were employed by distribution. It became possible in educational institutions to receive new specialties, for example, a designer.

Speaking about additional education for children, Maria Kyrmyz noted that 931 specialists are employed in it. 6011 people studied in institutions of artistic and aesthetic orientation of the republic last year, 2143 children of which were on preferential terms. The material and technical base is in a satisfactory condition. There is also positive dynamics in terms of bringing club-type institutions into proper form. Maria Kyrmyz gave specific examples of upgrading infrastructure and equipment. Attention was paid to 25 recreation centers and clubs at the expense of the republican and local budgets during the year. It was noted that 802 amateur groups (470 of them for children) function in club-type cultural institutions. Maria Kyrmyz focused on the state of the infrastructure of museums and libraries, talking about the work carried out in 2021 and the current need. Almost half out of the 40 municipal museum institutions are not heated, seven are in need of major repairs. There is a need for computer equipment. As for libraries: 110 out of 123 rooms are in a satisfactory condition, 27 institutions need to be provided with heating, 18 institutions need water supply, 11 libraries need major repairs. The book fund exceeds 2.6 million copies, while there is a negative trend: disposal exceeds the replenishment of the country's library fund. 2 million rubles have been allocated for its renovation this year. The Russian contribution is significant: in the reporting period, the libraries of Pridnestrovie received 3723 books as humanitarian aid.

Speaking about financial investments in the sphere of culture, Vadim Krasnoselsky called it necessary. The President noted that plans and estimates have to be adjusted due to new circumstances that force prioritization. Development programs are suspended. Last year showed that we had to abandon cultural events as well. Vadim Krasnoselsky emphasized that nevertheless culture, history, traditions, creativity, art are the most important components of the life of society, shaping it. The PMR President spoke about the concept of “Pridnestrovian people” enshrined in the Development Strategy of Pridnestrovie, recalling that this community includes representatives of various nationalities and ethnic groups, its formation is based on the preservation and development of languages, cultures, customs and traditions. Preserving, developing, popularizing it is the task of the State Service for Culture and Historical Heritage. Vadim Krasnoselsky is sure that if we talk about global and strategic messages, then the activities of the department are aimed at maintaining peace.

The PMR President spoke about the interaction of the department with state and local authorities, religious and public organizations. He focused on the fact that work should be intensified to involve citizens with special needs in the social and cultural life. Vadim Krasnoselsky stressed that people with disabilities should be involved in a variety of events regardless of age – not only as spectators, but also as direct participants. It is important to socialize them, involve them in collective life, not separating and singling out, but exclusively helping.

The President focused on the issue of organizing mass events with the maximum involvement of creative teams and the use of open areas. Weekend festivals should become the norm and be held everywhere, Vadim Krasnoselsky aimed, instructing the heads of state administrations and the State Service for Culture to coordinate plans and schedules.

The President is satisfied with the work of the State Service for Culture and Historical Heritage in 2021 in general.
