An expanded meeting dedicated to the results of activities of the state administration of Dubossary district and the city of Dubossary was held via videoconference. Ruslan Chaban reported. The presented information was heard by the PMR President, heads of the presidential executive office and the Government of the Pridnestrovian Moldavian Republic, deputies of the Supreme and local Councils.
The Head of Dubossary said that population of the district amounted to 30464 people at the end of 2021. Two thirds – 22880 citizens – live in the city, 7584 – in the countryside. 215 children were born during 2021. Migration increase – 215 people.
The district's income in 2021 amounted to 132.5 million rubles (18 million more than a year earlier), its own exceeded 6 million. 131 million was spent. 71% of this amount was directed to finance socially protected articles. There are no arrears in salaries and pensions.
Ruslan Chaban focused on industrial indicators, noting that economic entities, excluding individual entrepreneurs, produced products, including services worth 246 million rubles for the year (an increase in general was almost 16%, the largest - 46.2% - in the food industry). The number of registered legal entities remained approximately at the level of last year – 589 units, the scope of individual entrepreneurship expanded from 1787 patent holders in 2020 to 1834 in 2021. The local budget received 5.1 million rubles as payment for the patent. 133 agricultural producers are involved in the agro-industrial complex. Ruslan Chaban noted that the Dubossary district retains its leadership in viticulture. Vineyards occupy 1789 hectares of land. In the area began to grow potatoes on an industrial scale. Vegetable growing and horticulture requires development according to Ruslan Chaban.
The Head of the district spoke about the activities of municipal enterprises. He noted the renewal of the fleet of special equipment. He recalled the installation of two new modular boiler houses and the replacement of underground heating and hot water networks in two apartment buildings. He focused on the significant amount of work carried out in the region in terms of providing the population with water. The villages of Dubovo and Koikovo are connected to the centralized water supply. More than eight thousand meters of water supply have been built in Doibany. An artesian well was drilled there and a water tower was installed. Ruslan Chaban emphasized that all villages in the Dubossary district are included in the centralized water supply network. More than a kilometer of city water supply has been built or repaired.
Speaking about housing and communal services, the speaker said that current repairs were carried out at 51 housing facilities during the year (482000 rubles were spent). Roofs and porches were repaired, entrance peaks and protective gratings of interstorey flights of stairs were installed. 13 roofs were repaired with funds from target programs, window blocks of common areas were replaced in 41 multi-apartment buildings, access doors were replaced in 21 (the total cost was 6.8 million rubles).
As for the city infrastructure: benches and vertical gardening structures were installed in the center of Dubossary, a light installation was installed on the fountain site, sidewalks, parking lots, including those covered in the courtyards of multi-storey buildings, were landscaped. A beach area has been equipped on the upstream of the Dubossary HPP. Four million rubles were spent on major repairs in two preschool educational institutions – the kindergarten "Little Red Riding Hood" and the "Ivushka" center for the development of the child. An open-air sports complex has been built on the territory of the Rehabilitation Center for children with life expectancy, the main element of which is an outdoor pool. Commenting on this point, the President recalled his strong recommendation to keep the indoor pool of the center available for use all year round. Vadim Krasnoselsky emphasized that water procedures are an important component of complex medical and physical therapy, and there should be no dependence on weather conditions. The outdoor bowl is an additional element that has a leisure function among other things, and not a seasonal replacement for an indoor pool, the PMR President emphasized.
The participants of the meeting did not go unnoticed by the transformation of the Energetikov park. A significant amount of work has been done there. The sports sector is equipped. It was noted that the Alley of Heroes was founded by the people of Dubossary. The football field of the city stadium has been put in order. A fence was installed there and the roof of the gym was repaired. A major overhaul of the facade and the entrance group of the city polyclinic was carried out at the expense of the Fund. New modular feldsher-midwife stations were put into operation in Dubovo and Koykovo. Two ambulance cars and a modern ultrasound machine were purchased. Ruslan Chaban focused on the issue of creating comfortable conditions in educational institutions. It was noted that the problem of sanitary facilities in rural schools has been completely solved. Toilets were located outside the school buildings until recently. All schools are provided with hygiene rooms now. The speaker spoke about the work carried out on the reconstruction and equipping of club-type facilities. Landscaping work was actively carried out in the area. 761 emergency trees were liquidated, 4677 seedlings were planted.
Four Dubossary orphans were provided in the reporting period with apartments, rooms in municipal dormitories were allocated to representatives of such categories of citizens as the disabled, single mothers, participants in the hostilities to protect the Pridnestrovian Moldavian Republic. Young families were given five preferential loans of 100 thousand rubles at 1%. 15 certificates were issued to receive subsidies to cover loans issued for the purchase of housing.
Ruslan Chaban reminded that in the summer season the children's health improvement mechanism was actively operating in Dubossary despite the pandemic. Coverage in 2021 is 936 people. They organized three shifts of recreation for local children and provided a summer stay for pupils of the Tiraspol boarding school for children with hearing impairments and the correctional school in the village of Glinoye.
The topic of roads was raised. The strategy for the development of the road industry in the Dubossary region will be discussed this week in the course of the thematic meeting, Ruslan Chaban said. He noted that priority is given to the busiest roads. 2.7 million was spent in 2021 on the repair of the roadbed of the central city street. The funds of the Road Fund were allocated to such Dubossary streets as Fontannaya, Voroshilov, Kalinin, Tsiolkovsky, as well as Sverdlov side-street. A large amount of work has been carried out to restore the road surface in areas affected by heavy rains. The road to the village of Tsybulevka is being built in stages. Deputies named sections of rural roads requiring urgent attention during the discussion part of the meeting. The problem of the lack of transport for the delivery of rural preschoolers and schoolchildren to the place of study was raised. Seven school buses have been used to date, but the villages of Koikovo, Doibany-1 and Doibany-2 did not fall into the scope of their service. One school bus will be enough for the needs of young residents of these settlements. The issue of its acquisition will be discussed at a government meeting. More than a dozen school buses for the villages of the republic were purchased at state expense last year. The President considers that the fleet should be replenished to fully cover the needs and updated on a systematic basis.
Vadim Krasnoselsky paid attention to the issue of improving the burial places of defenders of Pridnestrovie and veterans of various wars. He noted that the practice of centralized installation of uniform monuments on the graves of defenders, begun in Bendery, buried in cemeteries specially allocated for alleys and squares of heroes, will be implemented in other cities. The President focused on the topic of holding commemorative events dedicated to the 30th anniversary of the tragic events of 1992. He noted that not a single mournful date should be left without attention and relevant events.
Speaking about the continuation of the improvement of the settlements of the Dubossary district, the President emphasized that the projects, schedules and estimates were formed based on the requests of the local population. Discussing infrastructure plans for 2022, Vadim Krasnoselsky mentioned such facilities as a center for living and rehabilitation of single citizens on the basis of a rural medical outpatient clinic in the village of Doibany, a central city hospital, an educational building of the Dubossary industrial technical school, a center for physical education and sports for citizens with special needs of life, entertainment the leisure sector of the Energetikov park, the Iskra cinema, the rowing and cycling sports school for children and youth of the Olympic reserve, two kindergartens and a school, three rural Houses of Culture, a future urban sports complex, and an area adjacent to a local church. Work will only begin this year at some sites, at others they must complete what they started.
In general, according to the President, the people of Dubossary cope with the current tasks. The work of the local administration in cooperation with other state authorities and administration in 2021 was recognized as satisfactory.
