The reporting period continues. The heads of ministries, departments and state administrations are informing the President about the results of activities in 2021. The capital's report was announced today. They worked via videoconference. The leadership of the Administration of the PMR President and the PMR Government, the Speaker of the Pridnestrovian Parliament and deputies representing the interests of Tiraspol residents in the Supreme Council, as well as the chairman of the capital city council were invited to the conversation, the Speaker – is Oleg Dovgopol. He noted that the full version of the annual report on the activities of the State Administration of Tiraspol and Dnestrovsk is 572 pages of diverse information, key data is provided. It was noted that last year, despite the negative impact of the pandemic, all work was carried out in the city according to plan. The Head of the State Administration called the pace of their implementation stable.
The local budget received 377.5 million rubles (101.4% of the plan) from various sources, 334 million – its own income. Financed expenses of Tiraspol – is 367 million, 67.9% of them (249 million) are social payments. Salaries and pensions were paid on time and in full. More than 2.8 million – is the cost of combating the spread of coronavirus.
Oleg Dovgopol said that the population of Tiraspol is almost 129 thousand, Dnestrovsk – 9635 people. 1066 babies were born in the capital, 45 in Dnestrovsk in the reporting year. The birth rate decreased compared to the previous year. The economically active population is 38.5%. 4673 townspeople are employed in the social sphere. More than two hundred million rubles have been allocated for the functioning of the education system. 3724 teachers from the capital and 217 from the Dnestrovsk were employed in 2021 in this segment. 14211 people received knowledge in 59 educational institutions of Tiraspol, 2550 persons in eight of Dnestrovsk. The certificate of secondary education was received by 708 graduates of Tiraspol schools and 44 - educational institutions of Dnestrovsk (a total of 121 medalists). Kindergartens were attended by 6289 preschool children, 439 pupils – special correctional institutions. Speaking about the material and technical equipment of educational institutions, the Head of Tiraspol administration said that three objects were provided with fire alarms, a third of all fire extinguishers were replaced with new ones, half of the applications for updating lighting fixtures in classes and groups were satisfied, 761 meters of linoleum covering were replaced, all kindergarten bedrooms were equipped with bactericidal lamps, a program was launched to restore ventilation in catering units.
The sphere of culture of Tiraspol is represented by 21 institutions (576 employees). Additional education institutions (musical, artistic, choreographic) are attended by approximately two thousand students. 63% are engaged on a budgetary basis. 1021 events were held during the year, the audience – 74361 people. 174 events were organized online. There are four cultural institutions in Dnestrovsk, which employ 78 people. 143 cultural events were held for 22 thousand spectators.
The sports of Tiraspol are represented by seven schools in which 30 sports are cultivated. 309 groups were attended last year by 3608 students. Coaching and teaching staff includes 414 specialists, staffing – 93%. Tiraspol sportsmen took part in 259 competitions, winning 76 victories. The Tiraspol team competed at the Olympic Games in Tokyo, reminded Oleg Dovgopol. 405 pupils visited the Dnestrovsk sports school in the reporting period, the team – is 31 people, 17 of which were trainers-teachers. The speaker focused on repair and construction work at sports facilities. They were mostly current.
A summer health campaign was held in the reporting year for orphans and children left without parental care. The "Spartak" camp was visited by 144 children aged 7 to 16 in four shifts.
The social assistance service continued to function despite the pandemic restrictions. There were 338 people registered in 2021. It was possible to eliminate the queue for the provision of services to applicants. 70 people received one-time financial assistance, 58 families were provided with firewood, 323 people underwent free procedures at the Tiraspol physiotherapy clinic.
Statistics in the field of entrepreneurship: 141 new objects were opened, 57 ceased their activity. 7323 individual entrepreneurs worked in Tiraspol in 2021.
There are 30 routes of regular urban communication (22 automobile and 8 electric transport) in the transport sector of Tiraspol. 22 trolleybuses and 130 fixed-route taxis run daily. In addition, the city network is served by six carriers and 270 passenger taxis. Oleg Dovgopol focused on the development and modernization of the electric transport system, spoke about the repair of contact networks and the arrangement of stopping points. Answering the question about ensuring transport accessibility, the Speaker recalled that once there were 12 public routes in Tiraspol. The network has branched out as much as possible. The redundancy of lines has led to the unprofitability of many directions. The issue of launching contactless electric transport along unfavorable routes is currently being worked out. The issue of replenishing the transport fleet, including electric buses, remains relevant. It seems expedient to create a municipal enterprise that will fully cover the sphere of passenger transportation. It was noted at the meeting that most likely, it is now a loss-making enterprise (this is due to the underestimated fare and a large number of beneficiary passengers) and is constantly subsidized on the basis of the current Tiraspol trolleybus department. It needs urgent updating.
The city repaired 18400 square meters of the roadway in the reporting year. In addition, repair and restoration work was carried out by the Sheriff company – 23.3 thousand square meters of the road surface.
Five enterprises are involved in the housing and communal sector. Investments in 2021 in housing and communal services amounted to 78.8 million rubles. The roofs of seven houses and the facades of two buildings were overhauled in Tiraspol, windows were replaced in 78 houses, in-house electrical networks were reconstructed in four houses and 19 elevators were modernized. The current repair of the housing stock was also carried out (18 roofs, 7 facades, 46 entrances, common areas of eight dormitories, interpanel seams of eight high-rise buildings). Works on street lighting networks were carried out at 26 sites. 11762 square meters of lawns were sown, 382 trees, 1796 shrubs, 7672 flowers were planted in frameworks of landscaping. 2389 potted flowers were used to create vertical gardening compositions. Roofing, basement and balcony work was carried out in Dnestrovsk, 11 entrances were repaired, window blocks were replaced in 16 houses, the roofs of the canopies of 22 houses, 32 ventilation and garbage chutes of 10 high-rise buildings were put in order. Heating and water supply systems were repaired in nine houses.
14 contractors were involved in Tiraspol facilities that were included in the 2021 capital investment program, Oleg Dovgopol said. The amount of investments is 38.9 million rubles. They completed everything they planned. The largest objects are the municipal correctional educational institution number 2, the stadium near school number 18, the municipal preschool educational institution "Ryabinushka". Work continued on the improvement of the Catherine Park, the Chudo-grad children's play complex was put into operation in particular. General construction work was carried out in the Solnechny park. Kindergartens No. 5 and No. 49, the Golden Key Development Center, the Kremenchug secondary school, and a special (correctional) comprehensive boarding school have been renovated.
The speaker focused on the progress in creating a comfortable urban environment, noting that the work on the improvement of territories, landscaping, and the creation of new recreational areas continues, significantly increasing the tourist attractiveness of the city of Tiraspol, the capital of the Pridnestrovian Moldavian Republic.
Deputies raised issues related to the maintenance of the housing stock during the discussion part of the meeting. It was about different approaches to cooperative houses and those that are on the city balance. It is noted that 97% of residential premises have been privatized, therefore it is not entirely correct to call such houses municipal. This means that there should not be a fundamental difference in the financing of repair, construction and landscaping work, the President considers.
They discussed in the course of the meeting the issue of placing garages in the courtyards of residential buildings, many of which have not been used for a long time and are in a dilapidated state. They talked about dilapidated housing. They focused on the topic of arrangement of playgrounds. Their complete inventory is being carried out in Tiraspol. It turned out to be problematic to put into operation gaming complexes made locally, and not in a factory way. There is no regulatory framework for their certification. The President focused on the issue of security, noting that not a single site should be commissioned without a specialized coating. Vadim Krasnoselsky spoke about the expediency of manufacturing a rubberized sheet on site using specialized equipment for laying granules. Another important requirement: the swing must be fenced for the distance of its trajectory. The PMR President emphasized that this is also a child safety issue.
The participants of the meeting mentioned the only underground pedestrian crossing in the city, located in the Balka microdistrict. It has not functioned for many years. Housing and communal services from time to time are forced to free it from mountains of garbage. It does not seem appropriate to restore it to its original functionality. There are ideas to offer entrepreneurs for commercial use. While the question is open. The Yunosti-Odesskaya road junction needs attention in the same area. It will be expanded to allow vehicles to move more freely. Secondary roads, as well as the sidewalks of Tiraspol, should be given more attention, the PMR Government Chairman Alexander Martynov considers. He also talked about the necessity of cleaning equipment to be updated.
The President noted in his speech that funds for the expansion of the designated road junction have already been provided. As for sidewalks, its paving should only be tiled, Vadim Krasnoselsky noted. Concrete is a good option for yards and minor roads. There are already successful examples in the city, reminded the PMR President. Vadim Krasnoselsky mentioned the dormitories in need of major repairs as well as the objects included in the Capital investment fund 2022, which are under the jurisdiction of the capital's administration: the stadium and the territory of school number 5, the Pobeda Park of Culture and Leisure, the Aviators Square, the House of Culture and the boiler room in the village of Kremenchug, the Dniester stadium, kindergartens number 2, 5, 33, 44 and school number 9. A catering department is waiting for modernization in the medical campus. A big project is the creation of the Pridnestrovian State Museum in the center of the capital. At the same time, the embankment will be improved. Work will continue in the Catherine Park. There will be a petting zoo. All these are components of a common project, the implementation of which is designed to attract tourists, but this is not paramount, it was noted at the meeting. The main thing is to create comfortable conditions for living, working and leisure of Pridnestrovians. Vadim Krasnoselsky instructed to develop for the future tourist routes for walking around the city – on foot, by bicycle and on modern electric vehicles (scooters).
The President stopped at landscaping, recalling his demand: when utilizing a tree, two others should be planted to replace it. This principle should be enshrined in the legal field, Vadim Krasnoselsky emphasized, giving appropriate instructions. In addition, the PMR President spoke about the need to develop its own forestry, increase the area of nurseries in order to provide the republic with planting material harvested on the domestic market.
It was recalled in the final part of the meeting that 2022 is an anniversary year for Tiraspol. The city is preparing to celebrate its 230th anniversary. A lot of work will have to be done by autumn.
In general, the President highly appreciated the activities of the capital's administration in 2021, expressed gratitude to the head, the staff, as well as all residents of Tiraspol for their activity, understanding and support, and aimed at further fruitful work.
