The President held an extended meeting

An extended meeting with the participation of the leadership of the PMR Government, the Supreme Council, a number of ministries and departments was held in the conference hall of the presidential executive office. It took about four hours. They talked about the fate of the land cadastre, development of the reclamation complex, extraction and export of minerals, conservation and rational use of forest resources, the state of affairs in the field of ecology and the state of environmental legislation.

Related topics were touched upon during the discussion of the issue of creating a land cadastre: inventory of agricultural land, geodesy, cartography, topographic research and pricing in this area. According to Vadim Krasnoselsky, the cadastre is a kind of passport, which is mandatory for the country. The President recalled that he spoke about the importance of developing this basic document at the beginning of 2017. Executives were changed during this time, but there have not yet been any serious advances in this direction. They discussed the factors hindering the implementation of this task in the course of today's meeting. Among them there is is the lack of specialists. The President, commenting on this argument, noted that it was possible to train professionals in four years, especially since the educational base of the republic allows this to be done. He instructed to work out this issue. The meeting participants spoke about the lack of necessary equipment and the insufficient implementation of IT technologies. It was indicated in addition that there was no government agency in the republic that would regulate this direction until recently. The President noted that the Minister of Digital Development has been invited to today's conversation. The department headed by him was instructed to actively participate in the work on the creation of land cadastre. The formation of the cadastre will cost the republic 800 thousand conventional units according to preliminary calculations of the Government. Vadim Krasnoselsky instructed to provide it with updated data after a detailed study of the issue and the introduction of proposals by specialists from the Ministry of Digital Development.

Special attention was paid today to the problem of reclamation of lands disturbed as a result of subsoil use. This topic is borderline, located at the junction of two issues on the agenda – the use of agricultural land and natural resources. There was information that 89 deposits were registered in the republic (limestone - sawing, for the production of lime, for quarry and crushed stone, as well as cement and brick-tile raw materials, glass sands, siliceous and sandy-gravel rocks). Currently, about three dozen deposits are being developed. They talked about the volumes of sales in the domestic market and exports. The growth of both indicators in recent years was noted, as well as a significant spread in prices in this sphere, which indicates the presence of a transfer pricing problem. Artificial understatement of the cost of goods leads to a serious shortfall in tax deductions. The President initiated a number of checks in this sector. Control measures will affect not only the pricing policy and the implementation of legislative norms in this direction, they will check whether the subsoil is used properly, and also assess the efficiency and conscientiousness of economic entities engaged in the extraction of minerals in the territory of Pridnestrovie. The topic of a separate conversation and a detailed study is the use of roads along which heavy vehicles transporting extracted natural materials move. Statistics show that the losses for the restoration and maintenance of the roadway exceed the state revenues from the activities of such enterprises. The following information was announced: the republican budget received 32 million taxes from the extraction and export of minerals for 115 million rubles, while repairing broken roads along the route of vehicles loaded with mined materials requires an annual investment of about sixty million rubles. The President gave a number of instructions to various services and departments, to build optimal logistics for the movement of multi-tonnage trucks (with minimizing damage to the infrastructure of settlements) and to revise the tariff policy for exporters operating the roadbed of the republic. In addition, it was instructed to toughen licensing requirements, including in terms of responsibility for the timeliness of land reclamation after the completion of mining operations there. The topic of training geological prospecting personnel was touched upon during the discussion as well as the question of the feasibility of providing state support to a specialized unitary enterprise.

Similar problems exist in the republic's forestry. By a recent decree, the President banned the export of industrial timber and its derivatives outside Pridnestrovie. This limitation will be maintained until an effective control mechanism is developed. So far, there are many problematic aspects in the field of forest management. There are facts of discovery of unaccounted areas. There are many cases of illegal logging and export of forest resources. It is also no secret that prices for exported raw materials are understated, as well as the substitution of product names. We are talking about colossal natural resource and financial losses for the republic. In addition to prohibitive and control measures, regulatory adjustments are also needed. The so-called manuals on felling like other provisions in this area were approved in 1993 with reference to identical norms of the Soviet era.

Vadim Krasnoselsky insists that the use of forest resources should be exclusively internal at this stage. Personnel changes in the State Unitary Enterprise “Pridnestrovie-Forest” are intended to make it more effective. The leadership was changed. The enterprise is now supervised by a state management company.
