Cashless settlement for entities and entrepreneurs from March 1

Such measures are taken to credit customs payments directly to the republican budget

Tiraspol, February 17. /Novosti Pridnestrovya/. The State Customs Committee (SCC) reminded of plans to transfer from March 1 all legal entities as well as entrepreneurs to cashless settlements.

Legislation amendments have been within a framework the implementation of the reformation a customs duties payment to the republican budget. All innovations are aimed at launching a mechanism for collecting customs duties in by bank transferring and enlisting them directly to the republican budget. The legal and regulatory framework of the country customs legislation is one of the priority directions of the PMR State Customs Committee activity. This work is carried out on an ongoing basis in cooperation with the PMR Government, the Supreme Council, the Ministry of Economic Development, the Ministry of Finance, the Pridnestrovian Republican Bank and other departments.

In the year of 2020, a number of bills were adopted, allowing regulating the procedure for extending benefits to foreign trade participants in terms tax assessment. Changes in the legislation allowed the customs service, together with the Ministry of Economic Development and Trade to continue working in this area, which is important for domestic business.

Last year, adjustments were made to the PMR Customs Code, which designed to simplify the processing procedures in the customs territory as well as for internal consumption. Pridnestrovian enterprises were looking forward to seeing these innovations. According to the SCC, now such procedures aren’t permissive, but informational in character.

The same part provides the possibility of applications submitting and notifications through electronic communication, providing a basis for the transition to customs processing procedures online customs filing. In keeping with domestic producers interests, processing waste isn’t safe for placement under customs procedures.

With regard to unemployed goods, the external rate of duties, taxes and exchange rates have adopted to be applied, in effect on the day of filing the customs declaration, and not on the day of the processing procedure application, which significantly simplified the customs payments calculation and reduced the number of documents required for customs processing.

The scope of the processing procedure for domestic consumption has changed and expanded. At that moment the customs payments assessment is accomplished proximately from finished conversion product, and not from goods imported for processing. This reduced the cost loading on economic agents.

Now it’s possible to pay the road charge towards vehicles traveling to a company with goods or for loading: checking-out by debiting the funds from its personal account against the payment of the forthcoming road charge.

In 2020, the Administrative Violations Code amendments came into force, which at the legislative level secured the owners’ responsibility of foreign registration vehicles for the document absence and a satisfying the vignette fee payment.

It’s received wisdom that, the impunity factor led to the fact that earlier many car owners paid a minimum fee upon entering the PMR and didn’t take out their cars much longer than it was planned, or left them on the PMR territory without paying excise duty at all.

With the accountableness establishment for such violations, customs authorities were given the right to interdict such practical activities. Thus, citizens have become more mindful to their responsibilities. For comparison: in the year of 2019, about 15 protocols on scientific and technological progress were drawn up on such facts, in 2020 until October (since the adjustment entry into the Administrative Violations Code) – 12 protocols, and in the period from October to December 31 – 133 protocols. Altogether, almost 25 thousand vignettes were prepared the year before, in the amount of 6 million 200 thousand rubles.

The State Customs Committee work on the government services provision through the Government Services Portal is continuing. In the year of 2020, licenses were issued for four activities types: a duty free shop, a customs carrier, a customs warehouse as well as a customs broker.
