Vadim Krasnoselsky heard the report on the results of the work of the Ministry of Justice in 2020. The meeting was held online.
The Minister of Justice of the PMR Alexandra Tumba presented the main indicators of the department's activities to the meeting participants. According to the announced information, employees of the ministry conducted a legal examination of 1427 acts in the reporting period. The Minister drew attention to the fact that traditionally more than half of the total number of documents (in the reporting period this is 64%) submitted for legal examination are agreed by the Ministry of Justice with comments or are agreed at all.
The Ministry of Justice carried out a legal and anti-corruption examination of 712 draft resolutions and orders of the PMR Government and 91 draft decrees and orders of the PMR President in 2020. 64 draft laws and by-laws have been prepared for the purposes of legal regulation in the sphere of public administration. 702 departmental regulatory legal acts were received for state registration in the reporting period. 6 recommendations were sent to the executive authorities on the development of relevant legal acts in order to fill gaps and eliminate legal conflicts in the PMR legislation. In addition, employees of the Ministry of Justice took part in 36 meetings of commissions and working groups in various areas of activity.
An important area of work of the Ministry of Justice is to increase the legal literacy of the population. The Ministry began to create a single information and legal space - the Reference electronic base of legislation in 2020 to achieve this goal. It is designed to ensure free access of citizens to relevant, complete, reliable legal information. Not only the current, but also the editions of legal acts as of any day for the entire period of their validity will be presented.
Alexandra Tumba noted a decrease in 2020 by an average of 20% in the number of state registrations of legal entities, individual entrepreneurs, peasant (farm) households. The facts of termination of the activities of commercial organizations were registered 43% less than in 2019. The figure is 60% lower than last year for non-profit organizations.
Speaking about the activities of bailiffs, the Minister drew attention to acute personnel issue, a large burden on civil service employees. There were 85995 enforcement proceedings in the proceedings of bailiffs at the beginning of 2020. This is 5,8% more than at the beginning of 2019. At the same time, monthly the average number of proceedings per one bailiff in Tiraspol or Bendery reaches 3000.
First deputy minister Vitaly Ishchenko acquainted the participants of the extended meeting with information on the work of the State service for the execution of punishments. According to the speaker, the operational situation in penitentiary institutions and pre-trial detention centers in 2020 remained stable and controlled. As of the beginning of this year, 2460 people were registered in institutions and divisions of the State Penitentiary Service (856 less than in 2019), 1325 persons of these convicts, whose punishment is connected with imprisonment. Vadim Krasnoselsky instructed to pay special attention to improving the conditions of detention of prisoners in 2021. The legislative mechanism determining the quantity and quality of broadcasts is to be revised in favor of the prisoners. Another important point is the organization of treatment for convicts who are in prison. Information about a broken X-ray apparatus in one of the institutions of the State Penitentiary Service was announced during the meeting. Vadim Krasnoselsky instructed, as a matter of priority, to resolve the issue of repair or purchase of new equipment.
Speaking about plans for 2021, the President directed the ministry's employees to continue monitoring legislation to identify legal gaps and collisions.
Concluding the meeting, Vadim Krasnoselsky thanked the employees of the Ministry of Justice of the PMR and subordinate services for the work done in the past year and recognized it as satisfactory.
