The report of the Head of the state administration of Slobodzeya district and Slobodzeya continued in series of meetings dedicated to the results of activities in 2020. Vasily Tishchenko reported via videoconference. Representatives of the Government, parliamentarians, deputies of the local city district council heard the information and took part in its discussion in addition to the President.
Slobodzeya district includes one town, two settlements and 22 villages located on both banks of the Dniester. 62 thousand hectares of land (out of 87 thousand of the total area of the district) are for agricultural purposes. The territorial proximity to Tiraspol and Bendery has a positive effect on the development of the economic complex of the region, according to the report. Population - 82315 people. 521 children were born this year. 1232 large families are registered.
Local budget revenues amounted to 124,4 million rubles, that despite the pandemic circumstances of the reporting period, exceeded the planned figure by 13%. A little less than planned was spent – 199,7 million, 144 million of which were directed to finance socially protected items (131 million - the salaries of public sector employees). Six million were saved and directed to the revenue side of this year's budget. Loans were provided to agricultural enterprises (for a total of 730 thousand rubles), young families (249 thousand rubles) and young professionals (200 thousand rubles). 12 orphans were provided with housing, Vasily Tishchenko informed. He highlighted in his report the measures taken in the sphere to counter the spread of coronavirus. Slobodzeya hospital was redesigned into an infectious diseases hospital of republican significance. To this day, the local administration allocates two buses for the daily delivery of doctors to work and back home, as well as two vehicles for the targeted departure of doctors on calls related to COVID-19. The question was raised during the discussion of the activities of the Slobodzeya hospital that the local population in connection with the creation of coronavirus hospital on the basis of the local hospital was not assigned to any medical facility. They are denied admission to health care facilities in other settlements. The President immediately instructed the Ministry of Health for the period of the pandemic and the functioning of the Slobodzeya hospital to include residents of the district in the service sector of the Tiraspol health care network.
Speaking about the district's economy, Vasily Tishchenko noted that the volume of production in 2020 was kept at the level of 2019, but investment indicators fell. Considering the southern location of Slobodzeya region, the situation in the agro-industrial complex was seriously affected by the drought. 15 thousand tons were harvested Instead of the planned 150 thousand of grain. As a positive aspect, the Head of the district outlined the progress in expanding the area of irrigated land, which was prompted by the dry weather for agricultural producers. The absence of rain caused a noticeable decrease (3,4 thousand tons instead of the expected 10 thousand) in fruit harvest. At the same time, agricultural producers in Slobodzeya remain the main Pridnestrovian supplier of vegetable products (36 thousand tons out of 44 thousand grown on the territory of the republic).
According to the speaker, the agricultural sector of the region is represented by 411 enterprises of various forms of ownership. The district administration pays increased attention to monitoring the efficiency of land use. According to Vasily Tishchenko, today the land potential is used only by one third of its potential.
Seven district organizations provide services for the collection and removal of solid household waste, five of them are simultaneously involved in the management of housing stock. The Head of the district said that a lot of manpower and funds were directed to the elimination of spontaneous dumps and the improvement of areas for waste collection in the reporting period. The first stage of solid waste landfill was commissioned in Chobruchi. Vasily Tishchenko said that electricity will have to be supplied there to organize the sorting line at the site. He reported about 100 kg of batteries and hundreds of mercury-containing lamps collected per year. Half a million rubles was spent on landscaping settlements. 2229 seedlings have been planted. Vertical gardening has been arranged. 184 obsolete and dangerous trees were liquidated.
The length of district's road network is 705 kilometers. Over the year, 13 million rubles were spent on their repair and improvement. 10374 square meters of asphalt concrete pavement was repaired, 12611 square meters - gravel and 12,5 thousand square meters of sidewalks. In addition, the markings were updated, 46 road signs and almost six hundred lamps were installed that provided street lighting for 24,620 meters. According to Vasily Tishchenko, there are 709 lamps installed in the district at the moment, illuminating more than 30 kilometers of streets and roads - this is a third of the need. The President aimed at continuing this work, recalling his order to provide light to all the central and diagonal streets of the Pridnestrovian villages.
The state of the district's elevator facilities is among the questions raised by the participants of the meeting after the report of Vasily Tishchenko. The Head noted that there are nine-storey buildings only in the urban-type settlement Pervomaisk. Accordingly, the elevators are installed only there. We are talking about 11 cabins. Their launch was a recent presidential assignment. Two million rubles have been allocated for these purposes. Vadim Krasnoselsky plans today to personally make sure that the task has been completed.
As for the housing and communal services sector as a whole, there are 120 apartment buildings in Slobodzeya district. Ten roofs, two facades were repaired, joints of five buildings were reinforced during this year. Work was carried out to improve the entrances. During the discussion of the results of the year, they asked about the fate of the boiler house in the Karagash village dormitory. Last year, the President raised this issue. It was decided to include the facility in the investment program of Tiraspoltransgaz. Vadim Krasnoselsky asked today about the reasons for the lack of heat in the hostel building. He instructed to give attention as a matter of priority.
Vasily Tishchekno said in the course of the meeting that 20,2 million rubles were spent on repair and construction work in the reporting period. We are talking about implementation of various programs - capital investment fund, preservation of immovable cultural heritage sites, voter orders, repair of public sector facilities, etc. Funds were allocated for reconstruction of memorial complexes, houses of culture, kindergartens and schools. Attention was paid to ensuring the infrastructural accessibility of facilities for people with limited mobility. One and a half dozen ramps have been installed - in the houses of culture, educational institutions, regional department of internal affairs. The city beach has been improved. Local football school is being established. Administrative buildings are being brought into proper condition. In this regard, they asked about the prospects for overhaul of the administration building in Sukleya, which has not yet been included in any of the programs. If the forces and means of the district cannot solve this problem within a year, the object will need to be included in the program of the capital investment fund 2022, said Vadim Krasnoselsky.
Speaking about rural infrastructure, the President emphasized the importance of its development. He noted that a third of the Pridnestrovian population lives in rural areas, therefore one of the priority tasks of the state is to provide villages with water, gas, and electricity. At the same time, no less important, according to Vadim Krasnoselsky, are such aspects as the availability of well-equipped schools, kindergartens, houses of culture, sports facilities, roads. The President recalled that Pridnestrovie is multinational, and it is necessary to preserve traditions and linguistic culture in all their diversity. They talked about the Bulgarian ethnic group, whose representatives live in Parkany Pridnestrovian village. The PMR President instructed to organize an optional study of the Bulgarian language in three rural schools. Vadim Krasnoselsky reminded that the Moldavian language is preserved only in Pridnestrovie, and this value cannot be lost, the President emphasized.
Evaluating the activities of the Slobodzeya administration, the President considered it satisfactory. At the same time, Vadim Krasnoselsky noted the activity and effectiveness of interaction between the legislative and executive authorities, aiming at the continuation of constructive cooperation. Vadim Krasnoselsky highlighted the timeliness and completeness of the fulfillment of social obligations, implementation of development programs, and continuation of infrastructure renewal of settlements as priority areas of activity in 2021. Specifically designated are such objects as schools in Sukleya and Ternovka, the Ternovka House of Culture, shared households in Karagash, the stadium in Chobruchi. In addition, attention should be paid everywhere to water supply and lighting of villages, greening of settlements.
At the end of the reporting and discussion part of the meeting, the President and the Head of the Slobodzeya Administration left for the area with a working inspection.
