Viktor Savchenko, PGTRK: The main question, with which, perhaps, we cannot but start is, of course, the pandemic, that struggle, perhaps unequal, that Pridnestrovie and the whole world are still waging with it. Recently, international experts announced the list of new words for 2020. It turned out that on the whole planet the main word is "lockdown", and in Pridnestrovie the word "coronavirus" is still in the first place. This is where the first question comes from. We have the word "coronavirus" in the first place, and "lockdown" is somewhere lower, perhaps because we, despite the increasing number of cases, for some reason do not introduce lockdown? Many, for example in social networks, ask why there are more sick people, but there are no tough measures now, not everything is closed.

Vadim Krasnoselsky, the PMR President: Since we have coronavirus in the first place, let's talk about coronavirus. I would like to evaluate together with you the degree of danger of this disease for the Earth. Everything is relative. Comparable only, probably, the famous "Spanish flu". This is also a form of flu. This disease 100 years ago - this is the 19-20 year of the last century - claimed more than a hundred million lives. Hundred million. It seems that the "Spanish flu" is more dangerous, and much worse consequences were from the spread of this virus. Let's consider. First, with the "Spanish flu", death occurred from pneumonia, pulmonary edema. Concomitant diseases - from the flu. Let's compare with the coronavirus. In 60-70% of patients with coronavirus, inflammation of the lung tissue is observed. A hundred years ago there was no real use of antibiotics and, unfortunately, pneumonia was not properly treated, so there was a high mortality rate, not to mention the antiviral drugs that were not available. There are antiviral drugs, and there are antibiotics in the 21st century. There are ways to save a person from comorbidities, such as inflammation of the lung tissue. Therefore, in my opinion, "Spanish flu" and the coronavirus are very similar. Death occurs, in principle, under the influence of the same factors. Now there are more opportunities to save, to control the situation than then. Moreover. Many states did not even hear about quarantine then, of course. Somewhere a hundred years ago, quarantines were introduced (I specially studied this issue), in some places they did not even try to do this. Naturally, the disease has spread much more than it is now. Now there are quarantines, lockdowns (we will also talk about him), and still the disease is taking over more and more people. Today, 60 million people approximately are sick in the world. Imagine 70% of that number has lung tissue inflammation. Now think about the loss if you don't fight it and heal people. The disease is very dangerous. In addition, according to experts, the coronavirus does not have certain symptoms that are the same for everyone. Everyone has his own way of detecting this disease: someone through fever, someone through a sore throat, someone has a stuffy nose, and some have a nervous tic on their face, just imagine. The course of the disease also passes in its own way for everyone. The transition from mild to heavy form is quite quick. Often, it is barely enough, and a different treatment is applied to the person in order to save a life. Therefore, the coronavirus is probably in the first place for me. This is a serious problem and must be properly assessed. Back in March, I gave an interview where I said that the pandemic would have very serious consequences for the globe and that time would be divided into "before" and "after". This is how it is today. Naturally, the pandemic will be followed by an economic recession. This is also a natural process, unfortunately, not only the Pridnestrovian economy, but the economy as a whole. Everywhere there is a decline in GDP - almost every state, probably, except for Asian ones. There is a slightly different situation. Of course, it just won't work for the population and the Earth as a whole.

As for the lockdown and tough restrictive measures. You remember that at the end of January, we restricted the entry to the territory of Pridnestrovie for foreign citizens, on whose territory focal point of coronavirus was detected. We did it, probably, the first in this large region. Then, after the introduction of the state of emergency on the territory of Pridnestrovie, we introduced restrictive measures on the border as a whole. Almost the entire business was closed. The patent holders did not trade in the markets, shops, shopping centers, cafes, restaurants and everything else were closed. The only thing left to work is grocery stores, pharmacies and large industrial enterprises. Did this ultimately save us from the spread of the coronavirus? No it did not, as practice has shown. There is an explanation for this. If Pridnestrovie had not been squeezed between two states - Moldova and Ukraine, then, probably, it would have been possible to introduce a tough lockdown, stop all production completely - small, medium and large business, leave only shops and pharmacies to work at a certain time interval, wait a month and wait for the decrease in the incidence. May be. And what after a month? In a month, the neighbors will remain neighbors, and everything will be as it was before the lockdown. This is already an assessment of specialists. So is it worth doing? Probably not. On the contrary, it is necessary to move from lockdown to point quarantine. If coronavirus is detected in a team, the team is quarantined. When coronavirus is detected in a school, it is not a quarantine school, but a quarantine class. The same applies to kindergartens, other institutions and administrative units. This is common sense. This is how we operate. If coronavirus is detected in a team, the team goes into quarantine for two weeks, and we do not allow the spread of coronavirus. If we take our experience in combating the pandemic, then the targeted quarantine of educational institutions or economic entities, as practice has shown, excludes the widespread of coronavirus in these groups. This is an option. The economy must work. I want to say that very large material resources are being spent on the fight against coronavirus - this year approximately 300 million rubles. This amount includes everything: protective equipment, medicines, food, stay in hospitals, the Internet and computers for schools, other equipment, diagnostics, computed tomography - everything that we purchase, everything related to the cost of combating covid. Although, perhaps, all these costs are not entirely directly related to covid, such as, for example, conducting fiber optic for the Internet to schools. Nevertheless, we are spending this money today. There is no line of helpers, those who are ready to help financially. Who really helps us? Our Pridnestrovian domestic business helps - these are enterprises, individuals. The World Health Organization (WHO) is helping - two consignments of humanitarian aid were donated for small amounts. Thanks for that. The British Embassy in Moldova provided financial assistance - in the amount of approximately hundred thousand conventional monetary units. Thanks for that, of course. The Russian Federation provided assistance back in June - they gave 10000 tests for PCR. Thanks for that too. What are 10000 tests if we do 1000 PCR tests per day? This is a ten-day supply. Of course, thank you all, I am grateful to everyone and understand everyone. I understand that the situation is difficult everywhere and all states cope with their internal problems the same way we do. Therefore, as they say, I don’t take by the collar anyone, I don’t demand anything, I understand everything: it’s difficult for everyone, everyone survives. Therefore, we must rely exclusively on our internal resources, on our budget and on our benefactors. Someone will help - let's say thank you very much and we will be grateful, but we must rely on ourselves. Naturally, based on these factors, it is necessary to enable businesses to pay taxes and minimize the spread of coronavirus infection in society - at enterprises, schools, and other educational institutions. Very accurately, point-wise, with deep analysis.

Igor Avrenev, TSV: Vadim Nikolaevich, your words "we will fight to the last bed" is one of the most controversial and discussed issues about the treatment of asymptomatic patients. In many countries, asymptomatic people are treated at home. In fact, an ambulance comes even to those with a temperature of 37, takes them to one of the camps or to some kind of covid hospital. Why don't we treat asymptomatic patients at home?

Vadim Krasnoselsky, the PMR President: An urgent question. I think a lot about this decision, I appreciate the experience of home treatment in Ukraine, Moldova, and the Russian Federation. All information is in the public domain. What home treatment is fraught with can also be seen - both the pros and cons. I want to talk about the cons. I have already said that the coronavirus proceeds differently for everyone. Once in a conversation, one chief doctor said the following phrase: a person who crosses the threshold of a covid hospital cannot have any guarantees. Everything is individual - regardless of age, concomitant diseases, weight and other things. Everything is individual. Anyone who is sick can become seriously ill. These are the words of a resuscitator, specialist and chief physician of a covid hospital. I am guided by the opinion of experts, those who have experience in dealing with the pandemic, and, again, on the information available on the Internet. If we talk about our closest neighbors, there are many examples when people have lung tissue damage up to 50% and they are not taken to the hospital for treatment, they are left to be treated at home. I think this is wrong. People with pneumonia should not be treated at home. But there is no possibility - everything is filled with seriously ill patients. After all, the transition from a mild form of coronavirus infection to a severe one can occur in different ways. For some, this moment may not come, for someone after three days, the condition may sharply worsen, and for someone in a day or even overnight. If a person is being treated at home, it will not be possible to assess his condition in time, to transfer him to a covid hospital in a timely manner. As a result, people will find themselves in a very dangerous situation of transition from a mild form of the disease to a severe one. Home treatment can have extremely negative consequences. Not everyone will be easy, not everyone will have the disease asymptomatic. 70% have inflammation of the lung tissue out of 100% of people who are sick today. They were also initially much better. Do you understand? How to divide, how to see 30% in advance? Can you do it? No. Doctors cannot do this. This is where the problem is. In addition, it is possible to allow treatment at home if there is an individual room, isolation, there are no other contacts, if there are no other people suffering from other diseases nearby, if the logistics of treating this patient, monitoring treatment, diagnostics, and providing him with food and necessary medicines are established. It would be irresponsible to allow that until I see a real solution to all these problems, sorry. Today, those who say, let us be treated at home, tomorrow, when their health condition worsens, they will be the first to demand that they be admitted to covid hospitals. Today we have thirty patients in serious condition out of 2130. Of course, this is bad, but in reality it is a small figure. 3-4 people are connected to lung ventilations. With such a load, resuscitators have the opportunity to pay attention and provide assistance to each seriously ill patient, to save. Treatment at home, as the practice of our neighbors shows, significantly increases the number of seriously ill patients. There are hundreds of seriously ill patients in Moldova. This is already a big burden on resuscitation. Resuscitators in Pridnestrovie are pinpoint specialists. There are few of them, they must be protected. If we load them with a shaft of patients in a severe form of coronavirus, then they will break. They are people too. It's hard for them. I know real examples when a resuscitator does not leave patients for 4-5 hours, saving them, and is all this time in a protective suit. He immediately falls under the dropper after the change. Do you understand? That's who I really need to say thank you to, a deep bow and to erect a monument during life.

They really save people. I know all this. Those people who condemn, they do not know the essence of the problem. I examine carefully all these issues, in all the nuances, before making certain decisions. We need to ensure that everyone is paid attention. Yes, there are problems here. Every Thursday I read statements from people who come to me by e-mail at the Operational Headquarters. I read and analyze each one. There are all sorts of statements, you know. There are those that are worth paying attention not to punish someone, but to correct and prevent this or that situation in the future. I send some statements directly to the Investigative Committee for a different decision. It is right. All this is excluded with home treatment. In the system of inpatient treatment, the doctor is responsible for assessing the patient's condition, for the decision to transfer it from the general ward to another, or to prescribe other treatment. Is this possible with home treatment? Impossible. The institution of therapist that exists cannot cope with this task today, unfortunately. Therefore, we are trying to bring everyone together in order to reach everyone with the greatest possible attention in appropriate conditions and minimize losses. I do not like to do statistics when it comes to the lives of people, but now is such a time: today we have a mortality rate of 2% of the total number of cases. That's a lot for me. For me, one hundredth of percent will be a lot. We must fight for every person. Each chief physician of covid hospitals reports to me, as President, about each deceased person for a certain period of time at meetings of the Operations Headquarters. I listen, analyze age, concomitant diseases. As soon as I see a causal inconsistency with a lethal outcome, I immediately ask questions, the materials can go to the prosecutor's office and the Investigative Committee. The situation cannot be left without control. I have already said once that in this case for me there are two facets - white and black, there are no halftones. When it comes to human life, I do not accept experiments. I only think about a person's life. Does home treatment affect a person's life for the better? No. For the worst? Yes. Today so. Therefore, if we are talking about a person's life and want to save it, then let's save it, not leave some citizen alone with himself and his problems. This is unacceptable. Everything can change in a day. I repeat again: 70% of patients with coronavirus have pneumonia. Where there is no pneumonia, then this may be only due to the treatment that is carried out in covid hospitals. What I want to note here is that I instructed the Ministry of Health, the Chief Sanitary Doctor and the Ministry of Internal Affairs to jointly work out an algorithm of actions for possible treatment at home, the conditions under which this is possible. It is necessary to study this option, develop and configure a mechanism, set clear tasks, establish strict control over citizens so that quarantine is observed, and over the system in order to save a person - and only then proceed to practice. This is not a cavalry jump or a cavalry charge. There must be a verified and meaningful action if it happens. But for now we are coping in hospitals.

Another sore point – is testing people. We run a thousand tests a day. This is a lot of work. They just reported to me that the AIDS laboratory was out of order. In this laboratory in Tiraspol, an analysis is made for coronavirus. The load was four times higher than the norm, and the equipment could not stand it. Almost all the staff of the AIDS laboratory fell ill with coronavirus. They already recovered, everything went well, but nevertheless. The equipment could not stand the load either. Of course, science is developing, we managed to acquire 20 laboratories that determine the antigen and allow rapid testing in 15-20 minutes. To date, these laboratories with tests have arrived in Pridnestrovie, received by our hospitals and clinics. I hope that we will literally remove all these queues, the existing tension in the coming days, and everyone who needs testing will pass it, and, naturally, will either be admitted to the hospital, or will be treated at home for acute respiratory infections or flu at home. The pandemic, epidemic – is a colossal problem, is a test. The consequences will be very negative if you are negligent about this, not believe in it. I knew people who didn't believe and these people got sick. Now they are ardent supporters of the need to be taken seriously and treated. When you allow it pass through yourself, something changes in your head.

Viktor Savchenko, PGTRK: Vadim Nikolaevich, you probably heard opinions often, including from people who are sufficiently educated, or read on social networks that the coronavirus does not exist, that it is a world conspiracy or, in the case of certain states, an attempt to steal money through medicine. What would you say to such people?

Vadim Krasnoselsky, the PMR President: You know, I also talked with people who talk about the world behind the scenes, about Masonic lodges, who invented everything ... I always tell them the following: what difference does it make to you? Even so, what difference does it make? Specifically, for Pridnestrovie, what does it change? You just have to fight this evil and save people. As for the behind-the-scenes ... Let the geopolitical powers deal with this, find out who is right and who is wrong, biological weapons or not. It doesn't change anything for us. As for whether there is a pandemic or not. Everything is very simple. Please, all non-believers can go to the covid hospital, to the "red" zone (of course, using individual means of protection, I will not allow a person there without it). Let them go to the intensive care unit, look at those people who are in serious condition, talk to the doctors and personally see everything. There is a state of childish negativism: the denial of everything that is possible, the expression of one's opinion, which differs from the opinion of the so-called crowd. People are different. This is for the time being - until the time when he himself is not ill. As soon as he fell ill, he looked, penetrated, saw, allow it pass through himself. I don't know a single person who previously denied covid as such, so that he would deny the spread of coronavirus infection even after his illness.

Regarding earnings through the Ministry of Health, after all, we buy what is needed: protective equipment, medicines, food, diagnostic equipment... This can be said about oncological diseases, cardiovascular diseases - and for any of the diseases. No, this is not true, this is nonsense. Just false speculation. I instructed the Accounts Chamber to check all the expenses that were announced this year to combat covid infection. Moreover, the Ministry of Internal Affairs and specifically the Minister of Internal Affairs Ruslan Petrovich Mova directly controls all tenders that take place in the health care system and not only in it related to the fight against covid infection. In general, of course, we have a system of general control over certain tenders or transactions. But, as far as the spread of covid infection is concerned, so that no one even has a thought, double control over these commercial relations has been established. Therefore, all the talk is either from ignorance, or from ignorance, or it is speculation. In reality, this has absolutely nothing to do with saving people. You can skip, you cannot answer, you can answer something. What does this affect? No matter what. We must think about what affects human life and how this human life can be saved. This is what we should strive for.

Viktor Savchenko, PGTRK: When Pridnestrovie will start purchasing the vaccine for those who believe in the coronavirus, and for those who do not?

Vadim Krasnoselsky, the PMR President: As soon as it appears, we'll start right away. The problem is that there is no vaccine. There is only talk. But there is no vaccine. The incidence rate is growing, the number of seriously ill patients is growing, the death rate is growing in those states that declare that it is. Where is the vaccine? When it will be, then we'll talk. Of course, I am not against vaccination.

Igor Avrenev, TSV: So we will buy the vaccine?

Vadim Krasnoselsky, the PMR President: The vaccine should ripen, roughly speaking. It must undergo clinical trials. According to experts, Nobel laureates, this process takes at least two and a half years. Well, let it be two years, but not less. Otherwise it's all dangerous. It is simply dangerous to vaccinate a person without clinical trials. There may be a side effect.

Igor Avrenev, TSV: Vadim Nikolaevich, the consequence of the pandemic is online education. On the one hand, it seems like a century of new technologies, and everyone is accustomed to the fact that they communicate with each other using phones, Skype, Zoom, and it would seem that all this should come into our training, and this is good. But it so happened that lately online education has become a headache for parents, it has become a headache for teachers, the state ... It's just a continuous headache, because who is in that much: someone in Zoom, someone in Skype, in Viber. Many children, of course, are happy. They sit at home and have the ability to cheat. Won't we get after a while a generation that will decently behind in its intelligence and knowledge?

Vadim Krasnoselsky, the PMR President: Online education is a disaster. This is a catastrophe that, unfortunately, we were unable to avoid. You cannot replace live communication with the teacher. You cannot replace live communication in a team. You cannot replace the classical school. You just can't both in high school and senior school. I'm talking about school in general. This is the first thing. Second. We all say that young people today are becoming slaves to gadgets, tablets, the Internet, and so on. What are we doing ourselves now? We force children to do this. In my opinion, a child up to grade five shouldn't know what a computer is at all. Do you understand? Then there will still be enough time for him to join this. Now, when studying at a distance, we force the child to sit at computer, at this gadget, at the tablet. This has a big drawback. Of course, this time will give a drawdown in terms of general education, classical education. I think we will catch up... Of course, we will catch up. Everything ends, and I can say for sure that there will be no online training when the situation is normalized. If someone, even from among the officials, suggests that now everyone will get used to online training, removal, and this will become a new norm of life, do not even think so. We will have classical training: teacher, team, student. And only this way. Online learning is a disaster. Naturally, we will overcome it, but today it is. Why are the first and fourth grades in our schools in full-time education? Imagine these kids six, seven, eight, nine years old in online learning with mom, dad ... It's just a nightmare, there is no learning. Even with all the severity and pressure on the health care system (children also get sick), we did not take this step. I think this is absolutely justified. The first to fourth grades should not be transferred to distance learning. But at the same time we have introduced a system of one teacher. That is, one teacher is in contact with the class, no one else. Here, of course, there is a problem: a foreign language, fine arts, sports - what to do with them? But so far such a time. Let it be so. This will be enough for now. It's still a direct contact, it's a team. It's good. We must minimize all the negative consequences, and we will get away from this in any case, I assure you. But when the time comes.

Victor Savchenko, PGTRK: Vadim Nikolaevich, on foreign policy. There is a new president in Moldova, at the same time a new political crisis is possible. Experts speak about this, what is happening in this country is about it. Moscow, judging by separate statements, is unhappy with the election results. We see new manifestations from the new President of Moldova Maia Sandu, she speaks of the need to withdraw the Russian peacekeepers. Many of us noticed this statement, noted it. What will happen in the relations between Chisinau and Tiraspol now?

Vadim Krasnoselsky, the PMR President: In my opinion, answering this question, one should not rush to conclusions. You, too, must correctly assess the situation and understand that Mrs. Sandu went through a very difficult pre-election period, a serious nervous tension, an enormous burden. Here is the relaxation of tension, the elected president and all these statements. Therefore, we need to take a step back, not to take the initial statements, in my opinion, seriously. I am still convinced that all the politicians who will come to power in Moldova will have common sense and an understanding that the dialogue process is impossible without negotiations. The negotiation process is not a meeting, do you understand? Slogans alone will not help matters. A practical result is needed, practical work on the issues on the agenda is needed. Not only with the president, but with the working groups in the “5+2” format. Moldova needs to fulfill its earlier commitments. Let me remind you that Pridnestrovie has fulfilled all these obligations. These slogans are so, you know, just to talk. We must give a chance, we must be patient, and then we'll see. We are ready for dialogue, ready for dialogue with any official in Moldova to whom the people in Moldova have trusted, in this case, Mrs. Sandu.

Igor Avrenev, TSV: Vadim Nikolaevich, continuing the topic. Peacekeepers. Nagorno Karabakh is one of the unrecognized republics. We've all watched what was there for the last two months. These are thousands of killed, hundreds of thousands of refugees, victims, relatives who are worried about what was happening there. The residents of Pridnestrovie have a question. We are not recognized, can the situation with us repeat itself, as happened now with Nagorno-Karabakh?

Vadim Krasnoselsky, the PMR President: First, a little about Karabakh. I will describe my attitude to all these events in one word. This is a disaster - military, humanitarian, human, individual for each family that has left their habitable place. Why was this allowed? Probably, there were some accompanying factors, there were territorial disputes between two states - Azerbaijan and Armenia. I will say that Azerbaijan was preparing for this war; this was evident in spending on defense, on the purchase of new equipment, on equipping its army for the sake of objectivity. They were preparing for this war, and people who understand military strategy clearly understood this. Why was Karabakh not recognized even by its neighbor Armenia? Probably, the question should not be asked to me, but to the Armenian leadership - today and the past. Why did it happen? I don’t know, it’s difficult for me to argue here. Is such a scenario possible for us? Still, I hope for the common sense of the people. War is extreme, it is filth, it is abomination. I think people who are guided by common sense will not allow this. We are not Karabakh, we are in slightly different conditions, we can stand up for ourselves, of course, we can. But I don't even want to think about it. We need to prepare, but don't want to think about it. That is why I say that dialogue is important. It is necessary to remove all aggression and talk about the problems that exist. All the leaders, who were, and who are today in Moldova, they have one problem - they do not see Pridnestrovie as an equal partner. We are an equal partner in the 5 + 2 format, but Moldova does not see us as such. This prevents them from speaking normally and resolving issues is also normal. I think that Moldova should look back at the thirty-year history of our already independent relations, understand that Pridnestrovie is an independent state, a neighbor, with whom a normal dialogue should be conducted. When the Moldovan politicians come to this, everything will become much easier. You just need to remove the blinders, open your eyes and see a new reality that has already taken place. Moreover, you need to know your history. Let me remind you once again that we did not secede from Moldova, we did not secede from the Moldavian SSR. On June 23, 1990, the Parliament of Moldova decided on the illegality of the creation of the Moldavian SSR, renouncing common residence with Pridnestrovie, in fact, pushing us away. The decision of June 23, 1990 was confirmed on August 27, 1991, in the final resolution on the sovereignty of Moldova, and that document recognized the creation of the Moldavian SSR as illegal. That is, Moldova refused us. Moldova has shown separatism in relations, internal relations within the framework of a common republic called the Moldavian Soviet Socialist Republic. They departed from us, as they once came to us - in the 40th year after the Molotov-Ribbentrop Pact. Sorry. You made the decision yourself. You yourself have abandoned us. Then you launched aggression against the Pridnestrovian people. Then you were not able to speak as equals. You then crumpled all the previously reached agreements. You have not signed the already agreed documents on joint residence. Thirty years have passed. Look around, think, do not use slogans like at a meeting, at a rally, but talk about history, about the present day and about the issues that need to be addressed. I can cite Kosovo and Serbia as an example. There, the section is probably deeper than that of Pridnestrovie and Moldova. He is religious, he is also ethnic - whatever you want. We don't have that, thank God. So, through the mediation, they managed to come to an agreement, to solve similar issues of telecommunications, economics, export-import, humanitarian, educational. The list of questions is just a carbon copy similar to our questions. They managed to come to an agreement, they managed to sign, the frequencies were coordinated, the banking issues were resolved, they managed to resolve the currency exchange - everything was resolved. There was the desire of the parties to mediate. The same can be done with us. We may not recognize each other for a long time, but the issues are on the agenda, and these are humanitarian issues. Economic issues are smoothly turning into humanitarian ones. They need to be addressed. We call on the officials of Moldova, including the newly elected President of the Republic of Moldova, to soberly assess the situation and really solve the problems that have accumulated. Otherwise, everything will be in the form of slogans that have no practical result again.

Viktor Savchenko, PGTRK: Vadim Nikolaevich, we, of course, analyzed the questions from social networks. This is an integral part of our life. Questions to the authorities in a presidential republic are almost always questions to the President. The main one concerns the standard of living. The wording is simple: low salaries, high tariffs, low pensions, and so on and so forth. Low standard of living. How would you compare our standard of living with the countries around us and what would you say to people who say that the only way out is to leave here?

Vadim Krasnoselsky, the PMR President: I want to confirm the words from social networks: we have a really low standard of living. It is a fact. Unfortunately this is the case. If this fact not recognized, it means to be cunning, to dissemble. We have an insufficient level of pensions and salaries. I would like, of course, higher, this is unambiguous. The standard of living is determined not only by the level of salaries, the level of pensions. The concept of "living standards" includes many components. I want to disclose a little before expressing my opinion on this issue. The structure of the standard of living includes such components as payment of taxes, utility bills. I can tell you for sure that our utility bills are much lower than in Moldova, than in Ukraine, even than in the Russian Federation. In all directions. This includes rent, gas, electricity, heat and other utilities. They got used to it. There is desire to have more and pay less. Well, that's life. In addition, it is necessary to assess the convenience of living in Pridnestrovie. This is an opportunity to receive preschool education, secondary education, higher education. I think there are no problems here. Today, every child can receive preschool education while in kindergarten, good complete secondary education and higher education. We provide it. This is also a burden on the state. It's all practically free with us. There are forms of higher education for fee, there are also budgetary relations. And kindergartens, schools - here relations are exclusively within the framework of the state budget. The next factor that affects the standard of living is the convenience of being in organizations such as a school, kindergarten, and so on. A person can be paid any salary, but if he drives on bad roads, his house with leaking pipes, there will be no heating or a child will go to a school where the roof is poor, sorry, his standard of living cannot be assessed for the better. Taking these aspects into account, over the past three years we have overhauled seventy-four schools, approximately the same number of kindergartens, hospitals, infrastructure facilities for culture, sports, and so on. This is also an important point. The next factor that determines the standard of living is getting normal treatment. Yes, this is the topic of the day, especially now, when everything is associated with the coronavirus. I want to remind: no matter how difficult it is for us, we treat all patients from coronavirus at the expense of the budget, feed and keep patients in hospitals at the expense of the budget. Not to mention the fact that we have seriously increased the remuneration of doctors who work in covid hospitals. Of course, there are many questions. I completely agree with that. The pensions and salaries. This is an element that is clearly visible in the general consumer basket. We need to work on this. There are plans to increase both pensions and salaries for public sector employees without raising utility tariffs. We do not plan to increase the cost of utilities in 2021. We have something to strive for, there is something to work on, there is direction for development. The main thing is to see these goals, these priorities and go to the result, do not give up in any case. It's my opinion. Those people who say that it is better to leave, I do not want to condemn these people in any way. Maybe it is for them. Everyone chooses his own destiny - how he sees it, how it is easier for him. To each their own. Of course, I would not like to see people leaving here. My heart bleeds when I think that people are really leaving, but people also come to live in Pridnestrovie. There are also a lot of them. We must continue to create comfortable conditions here in Pridnestrovie, as I have already indicated, for life, and for work, and for recreation, and for study, and for treatment... We are constantly working on this.

Igor Avrenev, TSV: This Sunday there is a single voting day in Pridnestrovie. How important is it for people to come to the polling stations? A new composition of the Supreme Council will be elected, how do you see the interaction of the President, Government and the Supreme Council?

Vadim Krasnoselsky, the PMR President: Pridnestrovie is a presidential republic. This is true, but for me it is very important and in my understanding the role of the legislative and representative branches of power, which are the Supreme Council, city and district councils, is great. It is the councils, focusing on their electorate, passing laws that determine the legislative development of the state. Everyone remembers the Soviet regime. And what is Soviet power? Soviet power is a parliamentary republic where parliament forms the Government adopts laws and, in fact, forms power. Was there Soviet power in the USSR? Many European states, probably almost all, have defined the form of Government as a parliamentary republic. This is a classic Soviet form, a form of Soviet power. That is, power belongs to the Soviets, Rada, Duma, Seym - no matter what it is called - to Parliament. For me personally, the Soviet Government is determining the development of the state as a whole, and I take this very seriously. Although we have a presidential republic, it is not the President who makes the laws, but the Supreme Council. Harmony between the branches of government is essential. Yes, there should be disputes, yes, there should be opinions, but in the end there should be harmony in making decisions - strategic, legislative, constitutional. Naturally, the deputies are guided by their electorate. People choose. The Supreme Council of the VI convocation, I can tell you, did a lot specifically for people, for the development of our legislation. Some did better, some did worse. But I am sure that communication with citizens by the Supreme Council, by city and district councils, is indeed effective. Naturally, each person, electing his candidate, his deputy, makes a contribution to the development of his state, influences this development. Just stay at home and think that it won't affect someone? In no case. Politics affects everyone. If you just keep silent, you will still be affected by certain consequences of decisions made by someone. So influence it! Come, choose your candidate, vote for the one you see fit. This will be your contribution. I will also come, I will vote, I will use my right to vote as a citizen of the Pridnestrovian Moldavian Republic. And I urge everyone to make their choice.

Viktor Savchenko, PGTRK: Vadim Nikolayevich, elections are always an occasion to speculate about the political system as a whole, about power, about the opposition. Would you like the opposition in our country to be such a real formation that could really make some serious proposals to improve life in the state?

Vadim Krasnoselsky, the PMR President: You said correctly: serious proposals - of course. Sometimes there are not enough proposals, that's the problem. Not enough suggestions, not enough thoughts. There is enough criticism, but this is not enough. Give suggestions on how to get out of this situation, what decision to make in the same covid situation. Suggest the right solution that will save the maximum number of people - an economic solution, a political solution. Unfortunately, the so-called opposition has turned into a general criticism without real proposals that could affect the development of the state, have a positive impact. Therefore, of course, I would like to see real opposition, a good dispute in the same Supreme Council, city and district councils, where people who call themselves the opposition would declare themselves through real proposals and decisions that affect the overall situation. This is normal. It is very good. Criticizing while sitting on the couch, especially at a distance, it is easier. Sitting, writing, thinking, all this is without taking on any responsibility. The real opposition takes responsibility, it definitely does. Good opposition. Take, for example, the Russian Federation: the Communist Party of the Russian Federation, Spravedlivorossy, Liberal Democratic Party of Russia take responsibility. Yes, they criticize, but they really influence the state structure of the Russian Federation through their proposals. They are the opposition. All of them support the independence of Russia, but see the development of the country in their own way. There are no questions, it is their right. I cannot count among the opposition those who want the destruction of the statehood of Pridnestrovie. This is not the opposition, these are already persons who can commit this or that criminal act, destroying our statehood. This is no longer the opposition. The opposition, in my opinion, is the group of people who want independence for the state, as it is written in the Constitution. And the Constitution expresses the opinion of the people, expressed through referendum. Those who want the destruction of the Pridnestrovian statehood, what kind of opposition is this? Opposition is very good, opinion is very good, disputes are very good. I encourage debate between the executive and the legislature. The people represented in these branches are patriots of Pridnestrovie, they all want independence and development of Pridnestrovie. Everyone has their own opinion. It's great. Any disputes can be, and there will be more disputes. This is also very good. Of course, there is no need to go beyond the boundaries and go into personals. This is a separate question for individual officials. But on the whole, the dispute should only be encouraged, the presence of one's own opinion should be encouraged.

Igor Avrenev, TSV: At the end of our conversation - about sports. I'm not really about sports news, Vadim Nikolaevich, I would like to return to the issue of the coronavirus pandemic. Look, now a lot of people have begun to think about their own health, and literally on the eve of the pandemic, swimming pools were repaired, new stadiums were opened. In Catherine Park, despite the fact that the temperature is below zero, a huge number of people play football, basketball, and doing chin-ups. Is it because you love sports, you love rowing, you are a sports person and you want “everyone to do like me”, or is it an important state issue, a question of the health of the nation? What all this for?

Vadim Krasnoselsky, the PMR President: The health of the nation is an important point. The fact that I love sports is simply that I love sports. The fact that people began to turn more to sports and a healthy lifestyle is really good news. The sites that have been built are not empty. Try to get there, play football on a field that is open, for example, in Catherine Park or in Bendery, no matter where. The queue is for young and not only young people. This is very encouraging. Now, of course, a pandemic, it has slightly disrupted this relationship. Nevertheless, many people do gymnastics online, communicating via a computer, trying to do some exercises at home. Many practice outside. The sections are open, which allows you to do it outdoors. Now we have suspended the work of many sections due to the pandemic, but I think this will be for a short period of time, then everything will be open. What makes me happy in the end? Communication with young people. Really happy. Young people have the slang word "That's a good point!". This is about a healthy lifestyle, to study well, to have normal relations in the team. There was a time when drinking, smoking, including marijuana, or something worse was considered as “That's a good point”. It was an indicator of a certain steepness, of the young man's maturity. It's all gone now. That is, society itself dictates its own relationships, the right relationships within, and develops correctly. Therefore, "That's a good point!" for a young man – is healthy lifestyle, sports, the absence of bad habits. And if someone has the bad habits, then people try to work on themselves, because society does not perceive this. This is probably the main indicator. No matter how actively I go in for sports, no matter what kind of healthy lifestyle I personally lead, probably my single example would not affect the situation as a whole. People gradually come to this, awareness becomes massive, society corrects those who have these or those bad habits. This is the result. I am glad that my energy has been invested in this process. Let it be a very small share, but it is. It is very good. It means that I am not working in vain.
